Vietnam’s Ministry of Science and Technology (MST) has released a Draft Circular proposing a ban on the import of specified used digital technology products, identified by their corresponding HS (Harmonised System) codes. Although the public consultation period has concluded, the circular remains in draft form and has not yet entered into force.
The proposed regulation introduces a clear HS code-based list of second-hand digital technology products that would be prohibited from import into Vietnam. By linking the restrictions to specific HS codes, the draft aims to provide greater clarity for customs authorities and importers, making accurate product classification essential for compliance.
If adopted, the regulation will prevent the import of listed used or refurbished digital technology products into Vietnam. Businesses involved in importing such products should review their product portfolios, verify the applicable HS classifications, and assess the potential impact on their sourcing and supply chain strategies.
As the circular is still under review, the final list of restricted products and HS codes may change before implementation.
