The Independent Communications Authority of South Africa (ICASA) has published draft regulations for Dynamic Spectrum Access (DSA) and Opportunistic Spectrum Management for public consultation. These regulations focus on the 3800-4200 MHz and 5925-6425 MHz frequency bands, allowing the efficient use of unused spectrum (White Spaces) without interfering with primary license holders. This initiative aims to improve spectrum efficiency, especially in underserved areas, and promote new digital radio technologies, services, and applications. The draft regulations are part of the second phase of implementing the DSA framework, following the successful launch of Television White Spaces (TVWS) in 2021. ICASA has consulted with stakeholders, including Fixed Services and Fixed Satellite Services, to ensure protection of their systems. Simulations in urban and rural areas were conducted to assess the feasibility of the DSA approach. The regulations aim to promote greater connectivity, optimize spectrum usage, and lower entry barriers for Small, Medium, and Micro Enterprises (SMMEs). ICASA invites stakeholders to submit written representations on the draft regulations by May 30, 2025. |
