Changes National Requirements to Some Footwear Products for Children’s

State Administration for Market Regulation (SAMR) together with the Standardization Administration Committee of the People’s Republic of China (SAC) released standard GB/T 25036-2021 “Children’s canvas rubber footwear”. The document will become effective from May 1, 2022.

The standard replaces the previous version GB/T 25036-2010. However, it serves more as guidelines.

The new version specifies classification of shoes, general requirements, test methods and inspection rules, marking, packaging, transportation, and storage requirements.

It applies to shoes with rubber or other elastomers as the main material for soles and fabrics or other synthetic or natural materials for the uppers and intended to be used by infants and children.

Apart from the application scope, the GB/T 25036-2021 introduces changes regarding:

  1. physical performance

simplifies the shoe size and model, and deletes the statement that “the number and model of the export product can be produced and selected by both parties through negotiation”;

changes the wear resistance index and test method;

increases the microporous bottom hardness requirements;

adds the anti-skid index and the relevant test methods requirements;

changes requirements to color fastness to rubbing of lining and inner pad;

deletes the requirements for the thickness of the outsole.

  1. safety performance

requirements to physical safety characteristics correspond to the mandatory standard GB 30585-2014 “Physical safety performance requirements”;

introduces thickness requirements of plastic packaging bags for shoes both for Class A and Class B and toughen the punching requirements;

although there are now no requirements for health and safety performance, the manufacturer should note that it is still necessary to meet the corresponding safety technical specifications for children’s shoes.

  1. identification requirements and inspection rules

adds information and requirements regarding the warning signs to GB/T 25036-2021;

simplifies provisions on the marking and inspection rules by direct reference to the relevant standard within GB/T 25036-2021
