Russia Clarifies GLN/GTIN Issue Within Conformity Assessment Procedure

Approval of the procedure for declaration of conformity registration and the procedure of the register keeping in Russia. The procedure is regulated by the Order of the Ministry of Economic Development and Trade of the Russian Federation # 478 and became effective from January 1, 2021.

According to the Order, when the place of goods production is out of the EAEU, the applicant should indicate Global Location Number (GLN) as well as Global Trade Item Number (GTIN) in the application form on the declaration of conformity registration. The GLN allows to identify the manufacturing place, while the GTIN allows to identify the product itself.

However, as it was discovered later, not every production unit has the GTIN and applicants also faced the problem with the GLN. For this reason, the Ministry of Economic Development and Trade of the Russian Federation made some changes with regards to the GLN and the GTIN. The Ministry issued the new Order # 877 dated by December 30, 2020. The document provides a transition period with regards to the GLN indication. It also made correction to the Order #478 with regards to the GTIN. According to the amendments, the information on the GTIN is not mandatory for the indication in the application form.

Currently, the Order # 877 is on the approval. Once it is approved, the above-mentioned amendments become effective. In terms of certification, the following requirements will become mandatory from August 1, 2021, according to the Decree of the Government of the Russian Federation from November 18, 2020 No. 1856 “On the procedure for the formation and maintenance of a unified register of certificates of conformity, the provision of information contained in the specified register and payment for the provision of such information”.
