The Government of the Russian Federation issued Resolution 955 that amends Resolution “On market access certification mark” on June 21, 2021.
This CTP mark now should be used for products that successfully pass the mandatory national conformity assessment procedure according to the “Technical Regulation” Federal Law. The national conformity assessment procedure is applicable only when the product is out of EAEU technical regulations requirements.
Before the validity of the Resolution, the CTP mark should be applied only when the product was in the scope of the national technical regulations. However, these regulations have been cancelled once the relevant EAEU technical regulations appeared as they served as the transitional documents that allowed national manufacturers to prepare for the EAEU regulations requirements. Products that were not subject to these national technical regulations fall under the national certification system of Rosstandard (previously, GOST R system) and should bear PCT conformity mark. There were mandatory and voluntary conformity assessment procedures within the national certification system of Rosstandard.
Now products that fall under the mandatory requirements within the national certification system of Rosstandard must bear CTP and not PCT mark. However, according to the Government notice, productions that have been approved before the effectiveness date of these amendments, can continue to enter the Russian market with the PCT mark until the termination of the issued certificates.
