Russia Creates Service for Tracking Import of Product Samples

The Federal Customs Service (FCS) together with the Federal Service for Accreditation (RusAccreditation) started working on automation procedures for tracking the import of product samples entering the Russian Federation as testing samples. This service will allow establishing the fact of the sample import to the Russian Federation as well as understanding whether the tests of the imported samples have actually been carried out or not. Thus, this service will allow RusAccreditation to monitor compliance with the rules and regulations established by the EAEU, the relevant legislative documents of the Russian Federation. It will enable interested parties to receive information on the import of samples and will help to reduce the time and minimize the cost for customs processing of products imported for the conformity assessment procedure.
In addition, the traceability of information about the sample itself and its assessment within the framework of the conformity procedure will fully ensure compliance with Article 53 of the Treaty on the EAEU of 05/29/2014 on the safety of products released for circulation in the EAEU.
Sample of products imported to the Russian Federation and intended for research or testing for conformity assessment procedure must pass customs control, which will be displayed in the customs declaration.
At the moment, information on the imported samples is indicated in about 30% of registered certificates of conformity. The service will help to receive information about the issued customs declarations online. This will significantly reduce the releasing of conformity documents issued with violation of legal requirements.
Thus, if a sample for a foreign product has not been imported to Russia, then it will be impossible to register a certificate.
