Singapore's CPSO Issues Circular Clarifying Testing and Certification Requirements for High-Power AC Adaptors

The Consumer Product Safety Office (CPSO) of Singapore has recently issued a circular, CPSO-070923-11, which clarifies the testing and certification requirements for AC adaptors that have the capability of delivering over 100W of power to devices they are connected to. The announcement is particularly important for Registered Suppliers and Conformity Assessment Bodies. Some important points to take note of include the following:
 
  1. Adherence to IEC 62368-1: Both the AC adaptors and the connected devices must comply with the IEC 62368-1 standard.
  2. Package sale requirement: The CPSO has emphasized that these AC adaptors cannot be sold separately, but must be bundled with a specific model or brand of equipment that also adheres to IEC 62368-1. Suppliers must provide a declaration letter to confirm compliance.
  3. Methods to demonstrate compliance: The CPSO has recommended several ways to prove that AC adaptors meet the IEC 62368-1 criteria. They are also willing to consider alternative compliance methods on a case-by-case basis.
  4. Power delivery specification: AC adaptors that deliver over 100W of power and do not generate power through a communication port will be considered compliant with Clause 6.6 of IEC 62368-1 (Ed. 4.0). No additional requirements will be necessary.
  5. Certification renewal: AC adaptors that deliver over 100W of power and were registered before the publication of this circular will have to meet the specifications stated in parts A or B of the circular when renewing their certification.
