TRAI Publishes Guidelines on Spectrum Allocation Terms for Select Satellite Communication Services

The Telecom Regulatory Authority of India (TRAI) has issued its much-awaited recommendations on the terms and conditions for assigning spectrum for certain satellite-based commercial communication services, following a request from the Department of Telecommunications (DoT).

The recommendations cover spectrum allocation for NGSO-based Fixed Satellite Services (FSS) and GSO/NGSO-based Mobile Satellite Services (MSS), aiming to enable high-speed internet and communication services across India, especially in remote areas.

TRAI proposes spectrum use in bands such as Ku, Ka, Q/V, L, S, and C, with assignments valid for five years, extendable by two. Spectrum charges will be 4% of Adjusted Gross Revenue, with additional subscriber-based fees in urban areas for NGSO-FSS.

The regulator also recommended faster processing timelines, inter-operator coordination, and potential subsidies for rural user terminals. The move is expected to boost satellite connectivity and bridge the digital divide in underserved regions.
