The Telecom Regulatory Authority of India (TRAI) has released a Consultation Paper on the assignment of microwave spectrum across multiple frequency bands, including 6 GHz (lower), 7 GHz, 13 GHz, 15 GHz, 18 GHz, 21 GHz, E-Band (71–76 / 81–86 GHz), and V-Band (57–64 / 66 GHz). This follows a revised reference from the Department of Telecommunications (DoT), aligning with the provisions of the Telecommunications Act, 2023, which classifies backhaul spectrum assignment as an administrative process. TRAI has been asked to provide recommendations on key aspects such as: Demand assessment and service scope (Access, Backhaul, or Integrated Access & Backhaul). Spectrum charges, spectrum cap, and carrier aggregation for backhaul spectrum. Impact of possible IMT use in 7/15 GHz bands post-WRC-2027. Spectrum earmarking for Fixed Wireless Access (FWA) and non-commercial/captive backhaul. Feasibility of license-exempt indoor device use in the V-band. Stakeholders are invited to submit comments by June 25, 2025, and counter-comments by July 9, 2025, via the TRAI website. |
