SASO revised RoHS requirement implementation date

The “Technical Regulation for Restriction of hazardous Substances in Electrical and Electronic Equipment” published by the Saudi Standards, Metrology and Quality Organization (SASO) on 2021-07-09 was originally scheduled to take effect on 2022-01-05.
However, SASO has decided to postpond the implementation date for various types of equipment as described in the table :

Amendment of the Radio Frequency Spectrum Regulations 2015

Independent Communications Authority of South Africa (ICASA) opened a public consultation on the planned amendments of Annexure B – Radio Apparatus exempt from radio frequency spectrum licenses – of the Radio Frequency Spectrum Regulations, 2015.

After reviewing written submissions from interested stakeholders ICASA amended Annexure B, which contains information such as maximum radiated power, field strength or sensitivity limits and relevant test standards for various types of equipment.

The updated regulations came into force after being published in the Government Gazette on 2021-12-24.

Technical Regulations for paper and cardboard will come into force

The Saudi Standards, Metrology and Quality Organization announced to suppliers and manufacturers that the mandatory application of the requirements of the technical regulation on paper and cardboard will start on February 9, 2022 AD. Technical market. The Saudi specifications clarified that the products included in the scope of this technical regulation are: graphic paper (printing, writing, and newspaper paper), packaging paper, cardboard, craft paper, paperboard, paper plates, sanitary paper, industrial paper, and paper pulp. The authority indicated that the adoption of the technical regulation for paper and cardboard comes to ensure that the products conform to the requirements of the Saudi standard specifications approved in the Kingdom, to ensure the conditions for preserving the environment and consumer safety, and to facilitate market survey procedures

New Type Acceptance Criteria’s

The Office of the Communications Authority (OFCA) in Hong Kong has published the new type acceptance criteria’s for the various types of radio access network equipment. 

  1. TAC007 – 5G New Radio Base Station Equipment Operating below 6GHz Band BS type 1-C and BS type 1-H1
  2. TAC008 – 5G New Radio User Equipment Operating below 6GHz Band
  3. TAC009 – 5G New Radio User Equipment for Interworking Operation with other radios
  4. TAC010 – 5G NR, E-UTRA, UTRA AND GSM/EDGE multi-standard radios (MSR) Base Station Equipment Operating below 6GHz
  5. TAC011 – Active Antenna System (AAS) Base Station Equipment Operating below 6GHz

Some of the main amendments of these criteria’s are an addition of the paired band 703 – 738 MHz / 758 – 793 MHz and extension of the paired 850 MHz band to 825 – 837.5 MHz / 870 – 882.5 MHz for AAS base station equipment operating below 6 GHz band, changing of the original test item on transmitter power, and splitting of the original test item on output RF spectrum emissions into two.

Russia Creates Service for Tracking Import of Product Samples

The Federal Customs Service (FCS) together with the Federal Service for Accreditation (RusAccreditation) started working on automation procedures for tracking the import of product samples entering the Russian Federation as testing samples. This service will allow establishing the fact of the sample import to the Russian Federation as well as understanding whether the tests of the imported samples have actually been carried out or not. Thus, this service will allow RusAccreditation to monitor compliance with the rules and regulations established by the EAEU, the relevant legislative documents of the Russian Federation. It will enable interested parties to receive information on the import of samples and will help to reduce the time and minimize the cost for customs processing of products imported for the conformity assessment procedure.
In addition, the traceability of information about the sample itself and its assessment within the framework of the conformity procedure will fully ensure compliance with Article 53 of the Treaty on the EAEU of 05/29/2014 on the safety of products released for circulation in the EAEU.
Sample of products imported to the Russian Federation and intended for research or testing for conformity assessment procedure must pass customs control, which will be displayed in the customs declaration.
At the moment, information on the imported samples is indicated in about 30% of registered certificates of conformity. The service will help to receive information about the issued customs declarations online. This will significantly reduce the releasing of conformity documents issued with violation of legal requirements.
Thus, if a sample for a foreign product has not been imported to Russia, then it will be impossible to register a certificate.

India Extends Validity of Energy-Saving Labels for Some Electrical Appliances

The India’s Ministry of Power launched the Standards & Labeling Program (S&L) for energy-consumption equipment. The program allows consumers to learn whether the product is energy efficient or not and to obtain information on energy performance of the product via energy labels.
Currently, the S&L program covers star ratings for 26 appliances. Among them are 10 appliances under the mandatory scheme and 16 types of appliances that can be evaluated within the voluntary scheme. 
Recently, India’s Bureau of Energy Efficiency (BEE) under the Ministry of Power has notified about the extension of validity of the existing star rating tables for the following categories of products under mandatory scheme:

If manufacturers or permitees want to keep using previously-approved labels on their products, they have to submit a sample label to BEE with a revised validity period.
Furthermore, for already approved models, manufacturers or permitees must submit a self-declaration to BEE in order to continue the star label approval on the device for a period from January 1, 2022 to June 30, 2022 (or December 31, 2022).

Removes EMC and LVD Requirements for Non-Radio Products

The Government of Serbia published EMC and LVD Rulebook Amendments on February 26, 2020. As of today, EMC and LVD CoCs for non-radio products are now voluntary in Serbia. The Serbian conformity mark should be applied without the CB number and year for these product types. The Serbian conformity mark will be replaced by the CE mark once Serbia is officially accepted to the European Union.
