New Radio Frequency Permits Issued to Support 5G Network Deployment and Expansion

The tender process for the allocation of radio frequencies to support the development of 5G mobile networks in Armenia resulted in the RA Public Broadcasting Corporation being awarded the 2300-2350 MHz and 2350-2400 MHz frequency segments. Following a meeting of the Commission for the Regulation of Services on April 2, 2025, permits for frequency use were granted.

As part of the obligations in these permits, mobile communication coverage, including broadband 5G technology, must be available in at least 60% of urban areas within 3-7 years. This includes key locations such as the “Engineering City,” “Academic City,” airports, and border checkpoints. Additionally, broadband internet coverage, with at least 10% provided by 5G technology, must be available on 98% of the country’s interstate highways.

The competitive allocation of these frequencies resulted in significant financial benefits, with the state receiving 2.5 billion drams from the provision of the frequencies and 1.68 billion drams annually for their use. This increased state budget revenue from radio frequency payments to over 10 billion drams, up from the previous 8.6 billion drams.

Armenia is a member of the EAEU (currently a total of 5 countries – Russia, Belarus, Kazakhstan, Armenia and Kyrgyzstan), nevertheless, apart from the EAEU technical regulations of the Customs Union there is a NATIONAL conformity assessment procedure which is based on the Decree N ° 2228 on the technical regulations of Radio and Telecommunications devices.

The following devices are included for mandatory certification:

  • fax units
  • digital computing machines with a mass not exceeding 10kg and consisting of a central processing unit, a keyboard, and a display
  • other computers
  • wireless handsets, cell phones, etc.
  • other phone equipment
  • base stations
  • machines for receiving, converting and transmitting or restoring voice, or other data including switching devices and routers
  • Portable receivers for receiving call signals or messages and other devices
  • telephone answering systems
  • transmission devices as well as receivers-transmitter equipment
  • radio remote control equipment
  • analog and digital reading systems and other equipment

Certificates are issued for 1 year.
