Cambodia TRC Reinforces Qualified Agent Requirement for Local Importers in Type Approval Applications

The Telecommunication Regulator of Cambodia (TRC) has issued an important clarification regarding local importer requirements for the Type Approval process in Cambodia.

According to the latest update, TRC has emphasized that the local importer involved in the Type Approval application must be a company holding Qualified Agent (QA) status with TRC. This requirement is now being strictly reviewed during the evaluation and approval process.

The regulation has been reinforced due to import permit requirements applicable to certain telecommunications products prior to shipment into Cambodia. Only companies officially recognized by TRC as Qualified Agents are authorized to apply for these import permits. As a result, the nominated local importer must possess valid QA status to ensure successful approval and importation procedures.

TRC further clarified the following key points:

Local importer information is mandatory for TRC record and compliance purposes.
The importer’s name will not appear on the issued Type Approval certificate.
Failure to provide a qualified local importer may lead to application delays, rejection, or requests for additional documentation and clarification.

Manufacturers, importers, and applicants are strongly advised to verify the QA status of their local importing partners before submitting applications to avoid unnecessary complications during the approval process.

Serbia Introduces Declaration of Conformity (DoC) Framework in Alignment with EU RED Requirements

The Regulatory Agency for Electronic Communications and Postal Services (RATEL) has introduced a new Rulebook on Radio Equipment (effective 01 June 2024) to align Serbia with the EU Radio Equipment Directive (RED).

Key changes include:

RF equipment certification and Certificate of Conformity (CoC) remain mandatory for now, with a 5-year validity period

From 31 December 2026, the CoC requirement will be phased out

Serbia will transition to a self-declaration system, requiring a Serbian-language Declaration of Conformity (DoC) in a specified format

The regulation marks a shift toward full EU RED alignment by 2027, moving from certification-based approval to a self-declaration framework.

Nigerian Communications Commission Spectrum Roadmap for 2026–2030

The Nigerian Communications Commission has introduced a Spectrum Roadmap for 2026–2030 aimed at expanding terrestrial IMT spectrum to about 3.8 GHz to support 5G, IoT, and broadband growth.

Key updates include:

* Allocation of 5925–6425 MHz for Wi-Fi 6 and 60 GHz for high-speed systems
* Licensing of the 26 GHz band for 5G (2026–2028) and use of 600 MHz for nationwide 5G coverage
* Clearance and repurposing of 1427–1518 MHz and 3.3–3.4 GHz bands for mobile services
* Development of satellite D2D and Non-Terrestrial Networks in the 694–2700 MHz range

The roadmap also introduces a more flexible regulatory approach, including Dynamic Spectrum Access, a General Authorization framework, and regulatory sandboxes for testing new technologies.

Communications Authority of Kenya Reaffirms Mandatory Submission of Physical Samples for Type Approval Applications

The CAK has reinforced its requirement for physical sample submission in all Type Approval applications for telecom and radio equipment.

Applications without a sample are now being strictly rejected, even though this requirement has always existed in the official process. The rule applies to all equipment categories, including large devices such as network switches and TVs, with any exceptions handled case by case.

The authority clarified that this is not a new regulation, but a stricter enforcement of an existing rule. Manufacturers and importers are advised to ensure physical samples are included with submissions to avoid delays or rejection.

IMDA Introduces New Changes to Equipment Registration Framework in Singapore – SINGAPORE

IMDA Introduces New Changes to Equipment Registration Framework in Singapore

The IMDA has updated its Equipment Registration Guide (IMDA GUIDE EQR), reinforcing requirements for telecom equipment approval in Singapore under the Supplier’s Declaration of Conformity (SDoC) model.

The framework maintains a risk-based approach with three registration categories:

ESER: For complex multi-line and low-power devices based on supplier self-declaration
SER: For common devices such as mobile phones (5G/LTE) and broadband equipment
GER: For higher-risk technologies like base stations and UWB devices requiring third-party certification

Suppliers must ensure compliance with international standards covering safety, EMC, and EMF exposure, and are responsible for product labelling, documentation retention (5 years), and re-registration for major product changes.

Registrations remain valid for five years, with renewal required via the GoBusiness portal before expiry. Certain devices, such as those using overseas SIMs for permanent roaming (e.g., some IoT/M2M products), are excluded from the framework.

National Telecommunications Regulatory Authority Announces Discontinuation of Approval for 3G-Only Cellular Devices

The National Telecommunications Regulatory Authority (NTRA) of Egypt has announced a major regulatory update concerning imported cellular devices in the country.

Effective October 1, 2025, the NTRA will no longer grant type approval or import clearance for shipments of cellular devices that support only 3G technology. The restriction applies to all devices that do not support advanced network technologies such as 4G or 5G.

This move is part of Egypt’s ongoing efforts to modernize its telecommunications infrastructure and encourage the adoption of newer and more efficient mobile technologies across the market.

Manufacturers, importers, and distributors are advised to review their product portfolios and ensure compliance with the updated requirements before the implementation date to avoid delays or rejection of shipments.

Stakeholders are encouraged to transition towards 4G and 5G compatible devices in line with the country’s evolving telecom regulations and digital transformation initiatives.
