Serbia Introduces Declaration of Conformity (DoC) Framework in Alignment with EU RED Requirements

The Regulatory Agency for Electronic Communications and Postal Services (RATEL) has introduced a new Rulebook on Radio Equipment (effective 01 June 2024) to align Serbia with the EU Radio Equipment Directive (RED).


Key changes include:

RF equipment certification and Certificate of Conformity (CoC) remain mandatory for now, with a 5-year validity period

From 31 December 2026, the CoC requirement will be phased out

Serbia will transition to a self-declaration system, requiring a Serbian-language Declaration of Conformity (DoC) in a specified format

The regulation marks a shift toward full EU RED alignment by 2027, moving from certification-based approval to a self-declaration framework.

Changes to Radio Frequency Allocation Plan Come into Force

The Government of the Republic of Serbia adopted a Decree amending the Radio Frequency Bands Allocation Plan at its 77th session, based on Article 100, paragraph 5 of the Law on Electronic Communications (Official Gazette No. 35/23). The amendment, prepared by RATEL and submitted by the Ministry of Information and Telecommunications with input from the autonomous province, was published in the Official Gazette No. 31 on 11 April 2025 and came into force on 12 April 2025.

This updated Plan defines the allocation of radio frequency bands for specific radio communication services, aligning with ITU Radio Regulations, international treaties, agreements, legal acts, recommendations, and relevant EU regulations.

Amended Radio Frequency Band Allocation Plan Now in Effect

The Government of Serbia adopted amendments to the Radio Frequency Bands Allocation Plan at its 77th session, based on a proposal by RATEL and the Ministry of Information and Telecommunications, with input from the autonomous province.

The amended Decree, published in the Official Gazette No. 31/2025, came into force on 12 April 2025. The plan aligns with ITU regulations, international agreements, and EU standards to govern the allocation of radio frequency bands for various communication services.

Serbia Introduces New Radio Equipment Regulations: Transition to CE Marking

The Regulatory Authority for Electronic Communications and Postal Services (RATEL) in Serbia has introduced a new Rulebook on Radio Equipment, published on March 22, 2024. These regulations apply to all radio equipment but exclude categories like equipment for radio amateurs and those used in marine, aviation, and state security activities.

A key change is the transition from Serbian Certificates of Conformity (CoCs) to CE Marking, recognized in the EU. Starting June 1, 2024, new CoCs will be valid for five years. After December 31, 2026, Serbian CoCs will no longer be required, and from January 1, 2027, only the CE Mark will be necessary for radio products in Serbia.

The timeline for this transition includes:
    – June 1, 2024: New regulations take effect.
    – Until December 31, 2026: Existing CoCs can still be used.
    – From January 1, 2027: CE Mark becomes the sole certification mark for the market.

This phased approach aims to ease the transition for manufacturers and suppliers.
