Indonesia Issues Updated Technical Requirements for LTE and 5G Devices under KEPMEN KOMDIGI No. 569 of 2025.

The Ministry of Communication and Digital Affairs (Komdigi) has issued KEPMEN KOMDIGI No. 569 Tahun 2025 on 19 December 2025, introducing updated technical requirements for LTE and 5G (IMT) devices operating in Indonesia. The regulation replaces the previous KM No. 352/2024 and aligns certification rules with the country’s latest spectrum management framework.

The new regulation sets updated technical specifications for LTE and 5G New Radio equipment, including requirements related to emission limits and frequency stability.

Devices supporting the b41 (LTE) and n41 (5G) frequency bands that are already certified will be required to undergo re-certification under the new standard starting 19 January 2026.

Manufacturers with existing certificates for products operating on these bands must conduct updated testing and submit revised certification applications to maintain compliance and market access in Indonesia.

Updated Format for Telecommunication Equipment Declaration of Conformity Becomes Effective August 1, 2025

On July 15, 2025, Indonesia’s Directorate of Digital Infrastructure Services (DJID) issued Circular Letter No. 03 of 2025, announcing changes to the format of the Declaration of Conformity (DoC) for telecommunication equipment and device certification. This update, aligned with Ministerial Regulation No. 3 of 2024, mandates the use of a new DoC format to improve efficiency and accelerate the certification evaluation process.

Starting August 1, 2025, all certification applications must use the revised format outlined in Attachment I of the circular. Applications submitted after August 31, 2025, using the old format will be rejected. The new requirement applies to all telecom equipment subject to technical standards under Indonesia’s regulatory framework.

Komdigi to Transition All Telecom Device Testing to Domestic Facilities by 2026

Depok, West Java – The Indonesian government is accelerating its push for technological sovereignty by enhancing domestic testing of telecommunications devices. This effort was formalized through a cooperation agreement between the Ministry of Communication and Digital (Komdigi) and the National Standardization Agency (BSN), signed at the Indonesia Digital Test House (IDTH) in Depok on June 4, 2025.

Minister of Communication and Digital, Meutya Hafid, highlighted the partnership as a key milestone in building national and international trust in Indonesia’s testing capabilities. The collaboration aims to simplify accreditation and certification processes for Domestic Testing Centers (BUDN) focused on telecom equipment.

Inaugurated in May 2024, IDTH now offers advanced facilities and skilled personnel to support rapid laboratory accreditation and BUDN designation. Minister Hafid emphasized the center’s goal to become a regional and international center of excellence with reliable, globally recognized test results.

Despite generating over IDR 32 billion in revenue from testing services over the past three years, Indonesia’s market potential remains modest compared to countries like Germany and South Korea. The government aims to shift the testing of nearly all telecom devices entering Indonesia from overseas to domestic labs within the next year.

The signing ceremony was attended by key officials from Komdigi and BSN, underscoring Indonesia’s commitment to turning digital independence from a slogan into a tangible reality through a trusted, world-class testing industry.

Deputy Minister of Communication and Digital Nezar Patria emphasized the importance of collaboration between stakeholders and the AI industry to strengthen AI research and development in Indonesia. Speaking at the World Public Relations Forum 2024 in Bali, Patria highlighted two key challenges: high costs for AI research and development, and a gap in digital talent. He stressed the need for all stakeholders to contribute to developing the necessary talent pool to optimize AI technology.

Patria also noted that a national strategy and regulations are being prepared to help integrate AI into Indonesia’s digital economy, ensuring its responsible adoption. He urged early preparation to harness AI for human benefit, aiming to maximize its potential while minimizing risks.

Government Targets Online Gambling with AI and Enhanced Collaboration

The Ministry of Communication and Informatics in Indonesia has introduced a new monitoring and blocking system using machine learning and AI to target online gambling sites more effectively. This initiative, announced by Teguh Arifiyadi at a forum in Central Jakarta, aims to enhance detection and preventive measures against online gambling. The Ministry is collaborating with the Indonesian National Police, Financial Services Authority (OJK), and the Financial Transaction Reports and Analysis Center (PPATK) to strengthen enforcement.

Despite these efforts, the online gambling industry’s financial turnover is substantial, exceeding IDR 300 trillion and affecting over 3 million people. The Financial Transaction Reports and Analysis Center reported a significant increase in turnover, from IDR 2 trillion in 2017 to IDR 327 trillion in 2023. In 2024, authorities have blocked over 4,500 gambling-related accounts. OJK focuses on prevention and enforcement, facing challenges due to the ease of opening new accounts and illegal transactions. The collaboration aims to create a safer digital environment by combating online gambling.

President Swears in Two Agency Heads and New Head of Presidential Communications Office

Central Jakarta, Kominfo – President Joko Widodo officially inaugurated Hasan Nasbi as Head of the Presidential Communications Office, Dadan Hindayana as Head of the National Nutrition Agency, and Taruna Ikrar as Head of the Food and Drug Monitoring Agency (BPOM) at the State Palace in Central Jakarta on Monday, August 19, 2024. The ceremony followed the appointment of ministers and deputy ministers for the remaining term of the Advanced Indonesia Cabinet (2019-2024).

Deputy for Administrative Affairs of the Ministry of State Secretariat, Nanik Purwanti, read the Presidential Decrees appointing the new officials. Hasan Nasbi’s appointment was confirmed by Presidential Decree Number 93/P of 2024, while Dadan Hindayana’s appointment was made under Decree Number 94/P of 2024. Taruna Ikrar’s appointment was based on Presidential Decree Number 115/TPA of 2024.

During the ceremony, President Widodo administered the oath of office, emphasizing loyalty to the 1945 Constitution and commitment to ethical and responsible service.

The event concluded with a congratulatory speech from President Widodo, attended by Vice President Ma’ruf Amin, various coordinating ministers, and other cabinet members including Ministers of State-Owned Enterprises, Trade, Industry, Communication and Information, and more.
