Indonesia SDPPI Announces New Overseas Test Centers for Telecom Equipment Certification

The Indonesia Telecom Regulatory Authority has issued Decree Number 109 of 2024, establishing overseas test centers for telecommunications equipment certification. Effective from April 1 to December 31, 2024, this decree supersedes the previous Decree Number 11 of 2021. It aims to enhance the certification process for telecommunications equipment by recognizing updated overseas testing facilities.

Indonesia and Malaysia have reached significant agreements regarding radio frequency spectrum management during a recent meeting held in Surabaya on 27th and 28th Feb 2024. Key points include:
 
Agreements on technical parameters for Digital Sound Broadcasting (DSB) and the use of 3.3 GHz and 3.5 GHz frequencies for International Mobile Telecommunication (IMT).
 
Discussions on the distribution of Indonesia-Malaysia channels and the realization of the 3.5 GHz frequency percentage in Malaysia.
 
Coordination efforts to resolve interference and update regulations, particularly in border areas, led by Indonesia’s Directorate General of Postal and Information Resources and Equipment (Ditjen SDPPI).
 
Emphasis on mutual understanding to ensure spectrum usage aligns with respective needs without interference, highlighting the importance of ongoing communication and coordination.

Indonesia SDPPI Mandates Full EMC Testing Parameters for Telecommunications Devices

In a significant regulatory development, starting January 1, 2024, all telecommunications devices entering the Indonesian market are now required to undergo comprehensive Electromagnetic Compatibility (EMC) testing parameters. This mandate, set forth by Indonesia’s Directorate General of Posts and Information Technology (SDPPI), aims to enhance the safety and reliability of telecommunications equipment within the country, aligning with global standards.
 
Prior to this update, SDPPI only mandated Radiated Emissions (30-1000 MHz and 1-6 GHz) testing for telecommunications devices. However, the new directive introduces a more robust testing framework by incorporating two additional parameters: Conducted Emission at Main Port and Conducted Emission at Telecommunication Port.
 
The expansion of testing parameters signifies a proactive approach by Indonesian authorities to address the evolving landscape of telecommunications technology, ensuring that devices entering the market meet stringent safety and performance standards. This move aligns with international practices and contributes to the overall improvement of the quality and reliability of telecommunications infrastructure in Indonesia.

Indonesia SDPPI Updates Certification Fees

Kominfo Indonesia made an announcement on September 19th, 2023 regarding regulation Nomor 43 TAHUN 2023. This regulation pertains to the types and tariffs of non-tax state revenues that apply to the Ministry of Communication and Information.
The regulation covers all fees charged by the Ministry of Communications and Information, leading to changes in SDPPI certification fees based on the new regulations.
This regulation will be implemented on November 18, 2023

Socialization of Draft Decree of the Minister of Communication and Information on Technical Standards for Non-Cellular Low Power Wide Area Network Telecommunications Equipment

To protect the public from possible losses arising from the use of non-cellular low power wide area network telecommunications equipment, as well as to ensure connectivity in telecommunications networks, the SDPPI has prepared a Draft Decree of the Minister of Communication and Informatics concerning Technical Standards for Non-cellular Low Power Wide Area Network Telecommunications Equipment, which must be fulfilled by every non-cellular low power wide area network telecommunications equipment manufactured, assembled, and/or imported, for trading and/or use in the territory of the Unitary State of the Republic of Indonesia.
Non-cellular low power wide area network telecommunications equipment must be permanently factory locked so that it can only work on radio frequency bands as stipulated in this Ministerial Decree.
The substance of the Draft Decree of the Minister of Communication and Informatics concerning Technical Standards for Non-Cellular Low Power Wide Area Network Telecommunications Equipment is :
  • power supply requirements;
  • non-ionizing radiation requirements;
  • electrical safety requirements;
  • EMC requirements;
  • radio frequency requirements, which work in the radio frequency bands 433.05 – 434.79 MHz, 920 – 923 MHz, and 2400 – 2483.5 MHz.;
  • filter requirements; and
  • test method.

Socialization of RKM Technical Standards for Digital Radio Broadcasting Telecommunication Devices based on DRM and DAB+

The Directorate General of Postal and Information Resources and Equipment is currently preparing technical standards for digital broadcast radio transmitting telecommunications equipment based on DRM (Digital Radio Mondiale) and DAB+ (Digital Audio Broadcasting Plus), which must be met by every digital broadcast radio transmitting telecommunications device that is manufactured, assembled and/or included . , for trading and/or use in the territory of the Unitary State of the Republic of Indonesia.

The substance of this draft technical standard includes:

  1. Technical standards for DRM-based digital broadcast radio transmitting telecommunications equipment for devices working in the radio frequency bands 526.5 – 1606.5 kHz, 87 – 108 MHz, and 174 – 230 MHz
  2. Technical standards for digital broadcast radio transmitter telecommunications equipment based on DAB+ for devices that work in the radio frequency band 174 – 230 MHz.
  3. DRM and DAB+ transmitter radio frequency requirements parameters include:
    • rated output power;
    • frequency stability;
    • spurious emissions;
    • out-of-band emissions;
    • modulation error ratio (MER); and
    • signal input.

SDPPI to Implement Local SAR Testing

SDPPI of Indonesia will officially implement Specific Absorption Rate (SAR) testing on December 1, 2023, beginning with Mobile Phones (Head Test Method) and following with additional devices in the six categories below between 2024 and 2026.

Beginning December 1, 2023, only local test reports published by SDPPI Labs in Indonesia will be accepted for new applications, renewals, and re-certifications. There will be a grace period of 2 years to transition to the new SAR regulation. During this time applicants may submit a test report as previously required for new certificates, renewals, and re-certifications, however they must also provide a statement letter that the product will be tested for SAR at an SDPPI Lab. SDPPI will publish the certificate, and applicants will then have a maximum timeframe of 2 weeks after the certificate is published to provide the SAR test report. The certificate will be cancelled if the test report is not delivered within the timeframe, or if the test result fails.

Additional Requirements within Conformity Assessment Procedure

Telecom regulatory authority Indonesian government issued an announcement 457/DJSDPPI.5/SP.04.09/06/2021 for the manufacturers of telecommunication devices. The document supplements the Decree No. 11 of 2021 concerning the recognition of test reports for telecommunication devices issued by the overseas test centers for certification purposes in Indonesia. Now foreign labs must attach a reference summary of the Test Results Report (LHU) page or test report related to the technical requirements that apply in Indonesia.

Thus, when applying for certification of telecommunication devices in Indonesia, it is necessary to attach a reference summary of the Test Results Report (LHU) page or test report related to the technical requirements that apply in Indonesia. This summary or test report must be issued only by the foreign testing center according to the form developed and attached to the announcement.

The announcement will become effective from July 4, 2021.
