Brazil Amends Technical Requirements for Conformity Assessment of Radio Communication Equipment

National Telecommunications Agency of Brazil (ANATEL) issued Act No 1306 on February 26, 2021. This Act amends Act No. 14.448 on Technical Requirements for the Conformity Assessment of Restricted Radio Communication Equipment with regard to broadband wireless access systems.


It establishes requirements to the systems operating in the 5.925-7.125 MHz frequency bands. Thus, Indoor Access Point and Subordinate Access Point must meet the following rules:

  • The average value of EIRP power is limited to a maximum of 30 dBm
  • The average value of the EIRP power spectral density is limited to a maximum of 5 dBm / MHz
  • The equipment must be used only in indoor environment

A Client equipment operating under the control of an indoor Access Point  must meet the following rules:

  • The average value of EIRP power is limited to a maximum of 24 dBm
  • The average value of the EIRP power spectral density is limited to a maximum of -1 dBm / MHz
  • The equipment must be used only in indoor environment

Extremely Low Power Equipment must meet the following rules:

  • The average value of EIRP power is limited to a maximum of 17 dBm
  • The average value of the EIRP power spectral density is limited to a maximum of -5 dBm / MHz

Please, note ер that the Indoor and Subordinate Access Points must be powered directly by the electric power network. Battery power is not allowed. The Indoor and Subordinate Access Points, Client Equipment, and Very Low Power should use only embedded antennas

ANATEL Introduce news SRD Approval procedures

ANATEL publish the new Act nº 1630 (Test Procedures For Evaluating the Specific Absorption Rate (SAR) for Telecommunications Products) and it replaced the previous Act 955 (Feb 8th, 2018).

Below we list the main changes. For complete details please check the Act 1630 annex. Changing the applicable frequency range from 300 MHz to 6 GHz to 4 MHz to 6 GHz.

Separation Distance between Manikin and the Portable Terminal up to 15 mm from any part of the human body. Before it was accepted up to 20 cm.

For portable devices sold with two or more batteries that have differences related to (to): load capacity, physical dimensions or protection circuit, the tests must be carried out, in full, with the battery with the greatest capacity. The remaining batteries can only be used in tests to determine the highest SAR value in each radio frequency band. Before ANATEL required to do full SAR testing in all batteries.

Only accessories with metallic/conductive parts must be tested along with the portable device. Accessories with other non-conductive materials (such as silicone, plastic, etc.) does not need to be tested. The accessories must be tested in the configuration of technology and RF range that has the highest SAR value of the portable device measured without accessories. Before it was required to do SAR testing with all accessories, including non-conductive.

Inclusion of new procedure of SAR measures for Non-Simultaneous Signals.

Inclusion of new procedure of Average Time Interval for Time-Averaging SAR – TAS.

Inclusion of new procedure to determine the maximum SAR in the spatial average of a portable devices.

Brazil ANATEL Releases Technical Conditions for 5G use in the 3.5GHz and 26GHz Bands

The Agência Nacional de Telecomunicações (ANATEL) in Brazil released Resolution 742 on March 1st and Act 1477 on March 5th that regulate the technical conditions for 5G operation in the 3.5GHz and 26GHz bands.  The local labs and certification bodies are ready to issue approvals for products that will use these bands when operating in Brazil.

Brazil Issues Amended Telecommunications Products Reference List

The ANATEL issued the Act #7280 dated by November 26, 2020. The document was officially released on December 3, 2020. The Act contains the amended Telecommunications Products Reference List as well as new rules for renewal procedure.

The Telecommunications Products Reference List determines the types of products that require to pass the conformity assessment procedure in the form of certification or declaration as well as the schemes of conformity assessment procedure and the time of periodic assessment.

In general, the amendments concern the time of periodic assessment and type of certification schemes.

Thus, the time of periodic assessment was extended from one year to two years and from two years to three years. Types 1a and 4 of certification schemes were excluded from the available conformity assessment models and only type 5 of certification scheme is remained. It means that certification of products is based on type testing with periodic evaluation of the product and the evaluation of the factory management system.

The Act becomes effective in 180 days from its official publication and replace the Act # 2222 dated by April 20, 2020.

New Updates for Telecommunications List of Products

ANATEL published new Act 7280 on November 26, 2020, which has updated the Reference List of Products for Telecommunications and replaced the Act. 2222, dated April 20, 2020.

Summary of the The main changes:

  • All products that have previously required a renewal every year, now the renewal will be every 2 years, such as Chargers for mobile phone (including Wireless Charger), ONTs, WWAN devices, Mobile phones, batteries, IP phones, etc. There will be no more renewal for every 1 year.
  • ANATEL will also require ISO Certificate with sworn-in translation in Portuguese for all Certifications, except for products whose Conformity Assessment Mode is “Conformity Declaration”.
  • ANATEL will accept testing reports done abroad for certain devices, such as OLT, Data Network Equipment (Switch) installed in corporative/ industrial environment, Digital Multiplex, etc. The foreigner laboratory must be accredited by one ILAC member.
  • Some types of products that were previously not required any renewal, now they will need renewal every 3 years, such as OLT, Data Network Equipment (Switch) installed in corporative/ industrial environment, Multiplexer, Coaxial cables, some types of Optical cables, etc.

This new Act will come into effect around June 1, 2021, 180 days after its publication.

Anatel receives international award for good regulatory practices

The National Telecommunications Agency (Anatel) received this month the first place in the customer service quality category of the Good Regulatory Practices Recognition contest of the Latin American Forum of Telecommunications Regulatory Entities (Regulatel). The recognition to the Agency was the result of gains for consumers resulting from the Anatel Consumidor application, launched in November 2019.

The Brazilian project competed with initiatives presented by the regulators of Colombia, Costa Rica, Mexico, Paraguay, Peru and the Dominican Republic, which, for the most part, also dealt with ways of digitizing dispute procedures and how to use complaints for the decision-making. In the quality of service to users category, the award went to the Federal Institute of Telecomunicaciones (IFT), of Mexico.

According to a speech by Anatel’s president, Leonardo Euler de Morais, at the XXIII Plenary Assembly of Regulatel, the Agency “has been working tirelessly to provide Brazilian society with a service compatible with the importance and size of our market. Satisfying satisfactorily a universe of more than 200 million consumers is not a simple task ”.

He recalled that “through the Anatel consummator platform, the Agency was able to implement a friendly and easy-to-use tool, which allows consumers to evaluate the response given by their provider to their complaints”

ANATEL Update the Act 14448

ANATEL released the Public consultation n.º 82/2020 (annex) in order to update the Act 14448 (Technical Requirements For Assessing Conformity Assessment of Restricted Radiation Equipment) to include the testing and limits for the 5925-7125 MHz range. This update will allow manufacturers to approve devices with WIFI 6E technology in Brazil.

 

The public consulting will expire on Jan 24th next year. After that ANATEL will evaluate the comments, reply and publish the final document. This date is unknown and it will depend on the numbers of contributions.

Authority extends renewal process

Due to the continuous measurements against COVID-19 effect, ANATEL issued official letter 585/2020 extending renewal waiver requirements of photos and test reports, this will cover certificates expiry period from 6th of March 2020 until 31st of December 2020
