Open Public Consultation on Assignment Arrangements of Spectrum in 6/7 GHz Band

The Communications Authority (CA) and Secretary for Commerce and Economic Development (SCED) of Hong Kong has opened a public consultation on July 18, 2023, on arrangements for the 6570-6770 MHz and 6925-7125 MHz frequency bands in the 6/7 GHz band for public mobile services and to allow for the deployment of 5G mobile networks and services. CA also proposes to allocate the 6425-7075 MHz band for mobile service in addition to the current allocation for fixed service and fixed satellite service (Earth-to-space). The consultation may be accessed here and will be open for comments until August 15, 2023.

OFCA PUBLISHES TAC FOR 5G NR REPEATER EQUIPMENT OPERATING BELOW 6 GHZ

The Office of the
Communications Authority (OFCA) in Hong Kong released “Type Acceptance Criteria
for 5G New Radio Repeater Equipment Operating Below 6 GHz” (TAC 012) issue
March 2023.

The equipment shall meet the technical requirements as stipulated in the specification TS 38.115-1 titled “3rd Generation Partnership Project; Technical Specification Group Radio Access Network; NR; Repeater conformance testing – Part 1: Conducted conformance testing” published by the Third Generation Partnership Project (3GPP) in respect of the following:

output power,

out of band gain,

operating band unwanted emissions,

TX/RX spurious emissions,

Input/Output intermodulation,

Adjacent Channel Rejection Ratio and

Transmit ON/OFF power.

Spectrum Release plan for 2023-2025

Communications Authority (“CA”) will publish a spectrum release plan (“SRP”) to inform the industry of the potential supply of radio spectrum for the following three years. The SRP is updated every year on a rolling basis, or as required, taking into account the latest developments. Updated Spectrum Release plan for 2023-2025 :

Hong Kong allows Wi-Fi 6E

The Office of the Communications Authority (OFCA) has published HKCA 1081 for Wi-Fi 6 products. This specification sets out the technical and evaluation requirements for radio communications apparatus operating in the 6 GHz band for wireless local area network.

Products must operate in the 5.925 – 6.425 GHz frequency range, meet the technical requirements specified in the ESTI Harmonised Standard EN 303 687 and safety requirements according to IEC / EN 62368-1.

According to the specification, the maximum output power of the apparatus shall not exceed the limits indicated below:

  1. Indoor Use – Max Output Power (EIRP) 24 dBm
  2. Outdoor Use – Max Output Power (EIRP) 14 dBm

Hong Kong Is Going to Amend Toys and Children’s Products Safety Ordinance

‍The Government of Hong Kong put forward the initiative on amending the Toys and Children’s Products Safety Ordinance. The Ordinance contains general and additional safety requirements, provisions for laboratory testing and additional control, and specifies two lists of standards:

Toys standards – Schedule 1

Product standards – Schedule 2

‍The Schedule 2 product list contains the following products and materials that must prove the compliance to the Ordinance to be supplied or imported to Hong Kong:  

Babies’ dummies

Baby walking frames

Bottle teats

Bunk beds for domestic use

Carry cots and similar handled products and stands

Child safety barriers for domestic use

Children’s cots for domestic use

Children’s high chairs and multipurpose high chairs for domestic use

Children’s paints

Children’s safety harnesses

Playpens for domestic use

Wheeled child conveyances

New Type Acceptance Criteria’s

The Office of the Communications Authority (OFCA) in Hong Kong has published the new type acceptance criteria’s for the various types of radio access network equipment. 

  1. TAC007 – 5G New Radio Base Station Equipment Operating below 6GHz Band BS type 1-C and BS type 1-H1
  2. TAC008 – 5G New Radio User Equipment Operating below 6GHz Band
  3. TAC009 – 5G New Radio User Equipment for Interworking Operation with other radios
  4. TAC010 – 5G NR, E-UTRA, UTRA AND GSM/EDGE multi-standard radios (MSR) Base Station Equipment Operating below 6GHz
  5. TAC011 – Active Antenna System (AAS) Base Station Equipment Operating below 6GHz

Some of the main amendments of these criteria’s are an addition of the paired band 703 – 738 MHz / 758 – 793 MHz and extension of the paired 850 MHz band to 825 – 837.5 MHz / 870 – 882.5 MHz for AAS base station equipment operating below 6 GHz band, changing of the original test item on transmitter power, and splitting of the original test item on output RF spectrum emissions into two.
