NTC ISSUE MEMORANDUM TO MOBILE PHONE MANUFACTURERS

On September 14, 2022, The National Telecommunications Commission (NTC) issued Memorandum Order No. 006-09-2022 which directs the representatives of mobile phone manufacturers, distributors and dealers to implement the following measures to inform the public of protective mobile phone features that can protect users from text scams. These protective mobile phone features through various means, such as, but not limited to:

  1. Provide directions to their mobile phone users on how to block texts from mobile numbers not in their contact lists and how to create a spam folder in their inboxes. These directions shall be disseminated through the manufacturer’s websites and social media accounts (i.e. Facebook, Instagram, etc.);
  2. Put up posters in their physical stores to educate their mobile phone buyers on how to use, enable or activate the text blocking, spam folder and other similar features in their phones; and

     3. Include in each new mobile phone package an insert or leaflet containing directions on how to use,  enable or activate the text blocking, spam folder and other similar features in their phones

The measures above shall take effect within fifteen (15) days from the issuance of this Memorandum Order and become part of the mandatory Type Approval process for NTC applications

Philippine President Rodrigo Duterte on Friday approved the imposition of lockdown measures in the capital region, in a bid to contain the spread of the Delta coronavirus variant and to shield the country’s medical system.

The Manila capital region, a sprawl of 16 cities home to more than 13 million people, will be placed under the tightest quarantine curbs from Aug. 6 to 20, Presidential spokesman Harry Roque said in a televised address. “While it is a painful decision, this is for the good of all.” Official Link

Philippines Extends Validity of Conformity Documents

The National Telecommunications Commission of the Philippines (NTC) issued a memorandum order on extending of the validity for the permits, certificates, and licenses. The NTC took such decision in the interest of public service. According to the Order, all existing radio operator certificates, permits, certificates, and licenses to operate communications equipment, networks, and facilities, public, government or private, in various radio services issued by the NTC with validity period ending from March 22, 2021 to June 30,2021 will continue to be valid until August 31, 2021.

It means that holders of the above-mentioned certificates, permits, and licenses should apply for the renewal of their certificates, permits and licenses until August 31,2021. In this case, they do not need to pay any penalties or surcharges. Otherwise, appropriate penalties will be collected.

Please, note that this Order is not applicable to renewal/extension of certificates of public convenience and necessity, certificates of public convenience, certificate of authority and provisional authority issued by the NTC in the exercise of its quasi-judicial power.

Draft Memorandum for non-specific short range devices

Philippines – The National Telecommunications Commission (NTC) has recently published on their official website a draft Memorandum in addition of section 2 of Memorandum Circular No. 03-05-2007.

This relates in particular to non-specific short range devices operating in 314.9-315 MHz.

Following limit of technical parameters has been added:

Maximum field strength / RF output power should be 10mW erp
