Cabinet Approves Creation of National Frequency Spectrum Coordination Committee

In 2020, the Cabinet approved the establishment of the National Coordination Committee for Frequency Spectrum, led by Dr. Mohammed Al-Tamimi, Governor of the Communications, Space, and Technology Commission. The committee’s goal is to ensure the optimal and effective use of the frequency spectrum, promote interference-free radio services locally and internationally, and enhance cooperation between government agencies. It also aims to ensure fair access to frequencies across national sectors, encourage modern radio technologies, and support the Commission’s management of the frequency spectrum.

The committee’s responsibilities include coordinating the national spectrum strategy, supporting local and international spectrum coordination, implementing the national spectrum plan, and addressing military and security agencies’ needs. Additionally, it is involved in collecting financial compensation for frequency use and tackling spectrum-related issues. The committee also includes a national team preparing for the 2027 World Radiocommunication Conference and an advisory team focused on research trends in radio spectrum, aiming to strengthen partnerships between government, private, and research sectors, boosting local innovation and enhancing the Kingdom’s global role in radio technologies.

His Excellency the Governor holds a meeting with the President of the National Telecommunications Agency in Brazil.

Dr. Mohammed bin Saud Al-Tamimi, His Excellency the Governor of the Communications, Space and Technology Commission, met with Mr. Carlos Manuel Baigorri, President of Brazil’s National Telecommunications Agency (ANATEL), during his visit to Brazil.

The meeting focused on strengthening international cooperation in communications, space, and technology, and included discussions on regulatory solutions, enhancing digital infrastructure, satellite sustainability, and organizing joint workshops for expertise exchange. This collaboration aligns with the Authority’s efforts to bolster the Kingdom’s global presence in these sectors and promote innovative development.

The Kingdom’s delegation, led by His Excellency Eng. Omar Al-Rajraji, participated in the Global Symposium for Regulators (GSR24).This annual event, organized by the Telecommunication Development Bureau of the International Telecommunication Union, convened heads of national telecommunications regulatory bodies worldwide.

Discussions included high-level dialogues on reimagining regulation for positive social and economic impacts, fostering international collaboration, and sharing expertise among over 70 countries and industry leaders.

Enforcement Date Extended for 5G n71 Frequency Band

The enforcement date for the 5G n71 frequency band, as outlined in technical specification GEN002, has been extended from April 1, 2024, to January 1, 2025. This extension applies to mobile phones, tablets, mobile computers, mobile routers, and CPEs.
 
As per GEN002, devices must support specific frequency bands based on the technology they utilize. For LTE, the mandatory bands include B1, B3, B8, B20, B28, B40, and B41 (2540-2640MHz). For 5G NR, devices must support n1, n3, n8, n28, n40, n41, n71, n77, and n78. However, the enforcement of n71 will commence on January 1, 2025.

Kingdom of Saudi Arabia Regulates Spectrum Bands for International Mobile Telecommunications (IMT) to Ensure Optimal Use and Transparency

The spectrum bands identified for the International Mobile Telecommunications (IMT) are considered to have the highest economical value due to their critical role in providing high quality wireless broadband services.
These bands are identified internationally through the ITU Radio Regulations to ensure a global harmonization and enable a large equipment ecosystem operating in these bands. This regulatory document identifies the IMT spectrum bands and regulates the use of these bands in the Kingdom of Saudi Arabia. The document includes the available access regimes, assigning and licensing regulations , enforcement, and other related regulations.
The main objectives of this document is to promote the optimal spectrum use and ensure the clarity and transparency in the assignment procedures used for spectrum identified for IMT.

CST Publishes Frequency Spectrum Regulations for Maritime Services

The Communications, Space and Technology Commission (CST) has published the “Frequency Spectrum Regulations for Maritime Services”, which aims to regulate the use of the maritime radio services, raise the efficiency of spectrum use by organizing the channels for these services, and ensure international harmonization to protect these services from harmful interference.

In order to ensure optimal use of the frequency spectrum, (CST) has issued this document that includes the provisions and regulatory frameworks related to the use of the frequency spectrum for marine services, in order to achieve the following objectives:

  • • Efficient use of maritime radio spectrum resources through effective interference management and promotion of emerging maritime radio technologies;
    • Coordination of national and international activities in all matters related to maritime radio spectrum including coordination with adjacent States;
    • Clear, transparent, comprehensive, forward-looking and non-discriminatory management of maritime radio spectrum;
    • Enhanced quality of maritime services provided in the Kingdom.
    • Continued compliance with international standards and regulations.

CST issues Roadmap for Using 5.9 GHz Band for Vehicle-to-Everything (V2X) Systems

The Communication, Space, and Technology Commission (CST) has issued its Roadmap for Using the 5.9 GHz Band for Vehicle-to-Everything (V2X) Systems.
The roadmap aims to define CSTs strategic direction to provide frequency spectrum needed for Vehicle-to-Everything (V2X) Systems in the Kingdom.

It includes:

  • – V2X applications and types of communications
    – The development of V2X technologies
    – International regulatory approaches
    – Enable V2X communication systems in the Kingdom

CITC name changes to CST

Saudi Arabian regulatory authority Communications and Information Technology Commission CITC has recently changed its name to Communications, Space & Technology Commission CSTOn the 10th of November 2022 the cabinet issued decree No. 235 dated 07/04/1444H in which transferring the space regulatory sectors to the Commission, and change its title to Communications, Space & Technology Commission, recognizing the importance of integration of communications, space and technology.

SASO ROHS IMPLEMENTATION FOR TELECOMMUNICATION AND INFORMATION TECHNOLOGY EQUIPMENT

The Saudi Standards, Metrology and Quality Organization (SASO) published SASO RoHS regulations, Regulation will be implemented in a roll out phase with Telecommunication and Information Technology Equipment, taking effect December 31, 2022. Products in this category will be required to prove compliance to the RoHS Regulation as a part of Saudi Arabia’s approval requirements. 

Products placed on the market before the implementation dates are allowed a grace period and can sell for 365 days. After that time period, they must comply with the Regulation or they will be recalled. It is important to note that as a part of SASO certification, the validity period is one year.
