TRCSL to Launch IMEI Registration System

The Telecommunication Regulatory Commission of Sri Lanka (TRCSL) has announced the implementation of an **IMEI Registration System** to enhance mobile device security. Under this system, all mobile phones and devices with cellular capabilities must have their IMEI numbers registered with the TRCSL.

The initiative aims to combat mobile theft, prevent the use of counterfeit or illegally imported devices, and improve network security. Mobile users will be required to register their IMEI numbers through service providers or online platforms, with further details to be provided soon.

New Type Approval Regulation for R&TT Equipment

Telecommunications Regulatory Commission of Sri Lanka (TRCSL) updated the Type approval procedure of Radio and Telecommunications Terminal Equipment (R&TTE) in December 2020. Thus, the issued certificates will be valid only for 6 months. It is necessary to reapply for approval procedure to get access to the market of Sri Lanka within this period.  

Please, note that if the product has already been Type Approved by the TRCSL, you can apply under simplified procedure. It means that there is no need to provide test reports. However, a representative sample would be required.

The main changes in the Regulations concern the following:  

  1. Type Approval fees;
  2. Quantity of samples: the TRCSL can request up to 2 samples and keep them for 2 years;
  3. Mandatory labeling requirements for all equipment approved by TRC. However, the label requirements become mandatory from June 16, 2021. Please, note that the label must be permanently affixed on the packaging of R&TTE and it can be obtained only from the TRCSL with an additional fee;
  4. The importation of certain types of R&TTE (to be determined by the Commission from time to time) may be exempted from Type Approval. In this case, you need to get an exempt letter;
  5. Submitted test reports must be issued no later than within 3 months from the submission day by an accredited test lab. However, if test reports older than 3 months the documents require a declaration of validity from a test lab;
  6. The validity of the certificate and the exempt letter were extended up to 4 years;
  7. The certificate holder can be only a local company that has the telecommunication license.

Sri Lanka TRCSL New Type Approval Regulation

We wish to inform you that there has been some serious changes in the Type Approval system granted in Sri Lanka and Gazette Notification issued by the Government of Sri Lanka on same clearly mentioning all the new regulations. 

List out the following most import points:

  1. Exemption Letter: You should submit the standard type approval application with relevant test reports (DOC, EMC, Health & Safety, Radio compatibility etc., test reports issued from ILAC accredited laboratory) . 
  2. When import some RTTE, the importing party must have to get a type approval for their importing RTTE. Old type approval will be expired on June 2021
  3. Hence all Type Approvals granted before the 16th December 2020 will lapse by the 30th June 2021 and you need to re-apply for new Type Approvals.
  4. All Type Approvals and Exemption Letters would be issued within 1Month(30 Days) from the date of Submission. So the period for the Type Approvals + Exemption Letters would be 1 month from the date of submission.
  5. For all new Type Approvals submitting Samples is a must. No application will be entertained without samples.
  6. In the case of the Exemption Letter no Samples are required but you need to submit the Type Approval Application as usual and what the TRCSL will issue is an Exemption letter.

Sri Lanka TRCSL New Type Approval Regulation

The Telecommunications Regulatory Commission of Sri Lanka (TRCSL) has issued “Radio and Telecommunications Terminal Equipment (RTTE) Type Approval Rules 2020.”  The major changes and important points of the new regulation are the following:

All products will get approval under the new RTTE Type Approval Rules

All type approval certificates issued prior to December 16, 2020 under and the old rules will expire automatically on June 17, 2021

There are two approval schemes under the RTTE Type Approval Rules:

  • Standard Type Approval – products without prior TRC type approval
  • Simplified Type Approval – products with prior TRC type approval
  • Certificate validity is 4 years
  • Labeling will now be mandatory and labels must be purchased from TRCSL
  • 1-2 sample units are required, and permission to import sample units must be obtained by TRC in advance of shipping 

The following products are exempt:

  • Short range infrared remote control equipment including TV remote controls, garage door opener, etc.
  • RTTE embedded in desktop computers and Laptops that use only short-range radio technologies such as WiFi or Bluetooth
  • Transmitter equipment with output power below 50 mW EIRP
  • RTTE installed in vehicles as part of car navigation units, remote car keys that use short range technologies such as WiFi, Bluetooth, etc.

New Type Approval Procedure comes into effect on 16/12/2020

On 09th October the Telecommunications Regulatory Commission (TRC) in Sri Lanka issued “Radio and Telecommunications Terminal Equipment (RTTE) Type Approval Rules 2020” in the official Gazette coming into force on 16th December 2020.

  • Accordingly, two type approval procedures were introduced: 
    Standard Type Approval: a representative sample of RTTE should be submitted accompied by a Technical Construction File (TCF)
    Simplified Type Approval is applicable for: RTTE that appears on the Commission’s Type Approval Register which was previously approved by the Commission at the time the original application was made. The applicants should ensure that the RTTE applied for is identical to the RTTE which was already approved
