The thematic session focuses on the Development and Expansion Program for Telecommunications and Information Technologies.

The Angolan government is investing in expanding internet access across the country, including remote areas, with a focus on 3G, 4G, and 5G coverage by 2027. Secretary of State Ângelo Miguel Buta João announced that initiatives like Conecta Angola, Angola On-line, and the National Space Program are central to this effort. These programs are part of the 2023–2027 National Development Plan aimed at improving digital services, promoting employment, and enhancing sustainability. The government plans to install nearly 2,000 km of fiber optic cables and provide free internet access points in partnership with the private sector, while also encouraging infrastructure sharing and competition through initiatives like Ilumina Angola.

INACOM Approves Guidelines for Radio Spectrum Management in the IMT Service.

The Angolan Communications Institute (INACOM) approved the “Guidelines for the Management of the Radioelectric Spectrum in the IMT Service” during a Board of Directors meeting on December 12, 2024. This document, developed in collaboration with Huawei Technologies Co. Ltd., serves as a reference for managing the radioelectric spectrum. It outlines current practices, anticipates future trends, and addresses critical issues such as network security and key developments from the World Radiocommunication Conference (WRC-2023).

The approval aims to meet the increasing demand for radio spectrum and reorganize frequency bands to accommodate emerging technologies like 4G, 5G, and IoT. It provides a foundational framework for regulatory actions and initiatives within the Electronic Communications Sector.

INACOM and INCM Foster Knowledge Sharing on Process Management

Officials from the electronic and postal communications regulatory bodies of Angola and Mozambique engaged in a knowledge-sharing session at the Angolan Communications Institute in Luanda from August 5 to 9. 

The exchange focused on key areas including Financial Management Models, Licensing Processes for Electronic Communications Operators, Numbering Plans, and Portability Implementation. This collaborative effort was part of the ongoing Bilateral Technical Cooperation Protocol between the Angolan Institute of Communications (INACOM) and the National Institute of Communications of Mozambique (INCM). 

The Mozambican delegation included Nelson Solomone, Pedro Chaquisse, Albasino Sitole, Deolinda Vilanculo, and Salvador Talapa.
