The shutdown date for 2G has been rescheduled to October 15.

On September 13, 2024, the Ministry of Information and Communications issued Circular No. 10/2024/TT-BTTTT, suspending certain aspects of Circulars No. 03/2024/TT-BTTTT and 04/2024/TT-BTTTT related to frequency planning for the IMT public terrestrial mobile information system. As a result, the shutdown date for 2G services has been postponed to October 15, 2024, instead of the previously scheduled September 16 date.

The original circulars mandated the cessation of services for GSM-standard mobile systems in specified frequency bands for devices that only support 2G. However, exceptions were allowed for devices used for machine-to-machine (M2M) communication and in special areas like Truong Sa and Hoang Sa.

Mr. Nguyen Phong Nha, Deputy Director of the Department of Telecommunications, explained that the postponement was requested by telecommunications companies due to the impact of natural disasters and storms, which could disrupt communications for approximately 1.8 million 2G-only subscribers who had not yet transitioned.

The decision to delay the 2G shutdown does not alter the Ministry’s long-term goal of discontinuing 2G services but aims to address immediate needs during challenging conditions. The suspension will also facilitate a smoother transition to more advanced mobile technologies. Circular No. 10/2024/TT-BTTTT will take effect on September 16, 2024, lasting until October 15, 2024.

NCC Sets Final Deadline for NIN-SIM Linkage Compliance: September 14, 2024

The Nigerian Communications Commission (NCC) has announced notable progress in linking Subscriber Identification Modules (SIMs) to National Identity Numbers (NINs) as part of the Federal Government’s 2020 policy. Over 153 million SIMs are now linked, achieving a 96% compliance rate, up from 69.7% in January 2024.

As the process moves into its final phase, the NCC aims for 100% compliance to bolster digital security, reduce fraud, and support financial inclusion. The NCC, in collaboration with the Office of the National Security Adviser (ONSA) and the National Identity Management Commission (NIMC), has identified cases of individuals holding excessive numbers of SIM cards and is addressing the issue of pre-registered SIMs.

All Mobile Network Operators (MNOs) are required to complete SIM-NIN linkage by September 14, 2024. Starting September 15, 2024, no SIM in Nigeria should be without a valid NIN. The public is encouraged to resolve any linkage issues before the deadline, using service providers or approved self-service portals.

The NCC also warns that buying or selling pre-registered SIMs is illegal and urges reporting such activities to the Commission. The NCC appreciates public cooperation in enhancing Nigeria’s digital ecosystem.

Serbia Adopts New Radio Frequency Allotment Plans and Universal Service Regulations

On July 27, 2024, the Regulatory Authority for Electronic Communications and Postal Services of Serbia adopted and implemented three key rulebooks:

Rulebook for Frequency Allotment (880–915/925–960 MHz): Establishes the allotment plan for mobile and fixed communication networks within these frequency bands. It replaces the previous plan for GSM/DCS 1800 frequencies.

Rulebook for Frequency Allotment (1710–1785/1805–1880 MHz): Sets the new allotment plan for mobile and fixed communication networks within these bands. It replaces the previous rulebook for these frequencies.

Rulebook on Universal Service Obligations: Comes into effect on January 1, 2025, and details how to determine and publish data on universal service offers, including geographic availability, pricing, and quality. This rulebook mandates that providers of universal service must publicly disclose this information.
