Serbia published new Radio Frequency Allocation Plan

The Regulatory Agency for Electronic Communications and Postal Services (RATEL) issued a new frequency allocation plan. It was first published in the “Official Gazette of RS”, No. 89/20 of June 25, 2020 and came into force on July 3, 2020. The Radio Frequency Band Allocation Plan includes the allocation of frequency bands to specified radio communication services according to relevant international agreements and recommendations, in the interest of citizens, economy and national security.

CONATEL Opens 918-928MHz Band for ISM, SRD, RFID and LPWAN Products

CONATEL in Paraguay released Resolución Directorio N. 1269/2020 with an effective date of June 17, 2020 that has opened the 918-928MHz frequency band for use by the following product types:

  • Industrial, Scientific and Medical (ISM)
  • Short Range Devices (SRDs)
  • Radio Frequency Identification (RFID)
  • Low-Power Wide-Area Network (LPWAN)

The products must comply with the RF parameters established in the technical standard for each product type.  Devices not mentioned above currently may not use this frequency band

Peru regulatory authority MTC is now enforcing the requirement to obtain updated approvals for cellular products with IMEI numbers previously approved by MTC without consideration of the GSMA registration and TAC.  The updated approval must include the GSMA registration as a mandatory requirement, and each TAC requires separate MTC approval.  Please contact Approve-IT for support updating any Peru MTC approval of a cellular product that was approved based on the prior MTC process, to avoid issues importing products into Peru.

The Ministry of Telecom and Information Technology (MTIT) in Yemen has put all type approval efforts on an indefinite hold.  We expect MTIT to resume approval efforts in about 1-2 months, but the current timeline is still uncertain.  All products with certificates pending renewal that may expire during this timeframe will be allowed to enter Yemen and be sold as normal.  Although there was no official announcement from MTIT

Draft Memorandum for non-specific short range devices

Philippines – The National Telecommunications Commission (NTC) has recently published on their official website a draft Memorandum in addition of section 2 of Memorandum Circular No. 03-05-2007.

This relates in particular to non-specific short range devices operating in 314.9-315 MHz.

Following limit of technical parameters has been added:

Maximum field strength / RF output power should be 10mW erp

Updates Guidelines on the Use of SRDs

Rwanda Utilities and Regulatory Authority (RURA) issued its updated “Guidelines 008/G/R/SM-ICT/RURA/2019 of 15/11/2019 on the Use of Short Range Devices (SRDs)” on November 15, 2019.  These guidelines outline and reconfirm the mandatory type approval requirements for SRDs in Rwanda. The document also shows the available frequency bands and output power limits for SRDs in Rwanda.  All SRDs must comply with these new guidelines by February 15, 2020.

RoHS requirements mandatory - EAEU Customs Union

electro technical devices launched in the EAEU must undergo conformity assurance procedures staring from 01.03.2020 in order to confirm their compliance with the EAEU Technical Regulation 037/2016 – Restriction of the Use of Hazardous Substances in Electrotechnical and Radio-electronic Products.

The above stated TR restricts the content of six substances (lead, cadmium, mercury, hexavalent chromium, polybrominated biphenyls and polybrominated diphenyl ethers) in electrotechnical and electronic devices. In general, the concentration of cadmium may not exceed 0.01% by weight in homogeneous materials used in electrotechnical and radio-electronic products. The other five substances may not exceed 0.1 wt%.

EAEU TR 037/2016 considers devices with respect to the protection of human life and health and the environment and in order to prevent actions misleading consumers / users of electrotechnical and radio-electronic devices.

EAEU TR 037/2016 is harmonized with technical requirements of the European Union, in particular with Directive 2011/65 / EU (RoHS 2). Nevertheless, some regulations, first of all those related to the scope of application, are left at the level of repealed Directive 2002/95 / EС (RoHS 1). This decision was taken since the member states of the Customs Union hadn’t have any national requirements restricting the content of hazardous substances in electrotechnical and radio-electronic products.

EAEU TR 037/2016 applies to household appliances and devices, IT equipment, telecommunication facilities, lighting and office equipment, electrical tools and electrical music instruments, sports and leisure equipment, gambling and vending machines, cash registers, cable products, protective cutout devices, fire / security detectors and other products.

Thus, these products may be manufactured and launched in the EAEU countries without a conformity assessment and documents confirming their compliance with EAEU TR 037/2016 until March 1, 2020.

The Ministry of Communication and Information of the Republic of Indonesia replaced the regulation N ° 138 Tahun 2019 (which has expired on October 15, 2019)

The main amendment is the reduction of the listed accredited labs.

The new Regulation Nomor 183 Tahun 2019 is valid until April 15, 2020.
