Amendment in safety requirement of low voltage electrical devices

The certification authority of Argentina has introduced changes to exemption rules of product safety of low voltage electrical equipment. The scope, procedure, and validity of the certificate of exemption for industrial use equipment has been changed.

Argentina ENACOM Allows Radar Devices in 57-71 GHz Band!

ENACOM (Ente Nacional de Comunicaciones) in Argentina issued a letter on November 10, 2023, informing that Motion Detection Radars are allowed in the 57-71 GHz frequency band without local testing. Motion Detection Radar devices may be approved using foreign reports that comply with the local power limits established in the frequency band of EIRP of 40 dBm and Peak of 43 dBm.

ENACOM releases Technical Standards for Broadband Digital Modulation Devices and Frequency Hopping Devices

ENACOM) of Argentina published Resolution 1132/2023 which introduced 2 new standrads – ENACOM-Q2-63.02 V23.1  and ENACOM-Q2-63.03 V23.1 for Broadband Digital Modulation Devices and  Frequency Hopping Devices respectively. This will now officially allow testing and certification of WiFi 6 devices operating on 5925-7125MHz.

1) ENACOM-Q2-63.02V23.1 – Technical Standard for Broadband Digital Modulation Devices such as IEEE 802.11xx, Bluetooth LE, IEEE 802.15.4 (Zigbee), DSSS, OFDM etc..
   – 5925-7125 MHz band has been regulated, so WiFi6 technologies can now be duly tested and homologated.
 – The following frequencies for broadband devices  now accepted by Argentina’s regulations:
• 902 – 915 MHz;
• 915 – 928 MHz;
• 2400 – 2483,5 MHz;
• 5150 – 5250 MHz;
• 5250 – 5350 MHz;
• 5470 – 5600 MHz;
• 5650 – 5725 MHz;
• 5725 – 5850 MHz;
• 5925 – 7125 MHz;
• 57 – 71 GHz.

2) ENACOM-Q2-63.03V23.1 – Technical Standard for Frequency Hopping Devices such as FHSS, Bluetooth, IEEE 802.15.4 etc.
   – Operating bands for Frequency Hopping devices covered by regulation are:
• 902 – 915 MHz;
• 915 – 928 MHz;
• 2400 – 2483,5 MHz;
• 5725 – 5850 MHz.
3) These Technical Standards are with immediate effect.
4) A grace period of 90 days is granted by ENACOM from the resolution published date. During this period, homologation applications submitted under old test standards are accepted.

ENACOM, announces availability of 300MHz spectrum for 5G in 3.3-3.6 GHz bands

ENACOM, Argentina’s telecommunications regulator, has approved the terms of a spectrum auction that was delayed for a considerable period. The auction is intended to facilitate the introduction of 5G services in the nation. ENACOM announced that a combined 300 megahertz of spectrum within the 3.3-3.6 GHz bands will be offered, divided into three segments of 100 megahertz each.

The 3.5GHz 5G range is officially categorised as ‘frequency bands for Reliable & Intelligent Telecommunications Service (Servicio de Telecomunicaciones Fiables e Inteligentes, STeFI)’, and ENACOM’s resolution (issued 28 August 2023) states that a single licensee may acquire no more than 200MHz of STeFI bandwidth in any given geographical licensing zone (‘Exploitation Area’). ENACOM underlined that ‘one of the objectives of this [5G auction] procedure is to avoid the concentration of spectrum and the configuration of a dominant position, to guarantee fair competition between providers and affordable options for users.’

New label requirements

Ente Nacional de Comunicaciones (ENACOM) in Argentina published Resolution No. 662 with changes to the labeling requirement for products. updated requirements for RAMATEL Labels on May 10, 2023, with new label conditions like:

label must have a minimum size of 4 mm

If marking cannot be placed directly on product manufacturers can apply to the authority for an exception so that the approval information is only displayed in the manual.

If the approved device is installed inside a vehicle and its regulatory identification is not visible, the marking must be printed in manuals and documents accompanying the vehicle, or be published on the official website of the vehicle’s manufacturer or importer.

If e-labeling is chosen, instructions on how to access the e-label must be readily available in the user manual, quick start guide (or other documents accompanying the device), on the packaging, and/or on the official website of the device’s manufacturer or importer.

ENACOM implement new label changes

ENACOM has published a new label resolution for telecommunications approvals. ENACOM has recently published a new resolution in the Official Bulletin of Argentina which introduces a new label for telecommunications approvals in Argentina.

The ID will be called RAMATEL ID.Old CNC logo and markings are allowed to be used until August 12, 2022.

Existing products should have already been updates and any renewals must use the new labelling provision.

Main changes are :

  • E-Labeling is allowed.
  • Any telecommunication equipment that has been installed in a vehicle must include the RAMATEL logo and restoration number on any accompanying documentation for the vehicle
  • ID numbers remain the same if the renewal application is submitted before the certificate expires
  • The marking on the equipment must be made in a legible manner ,clearly visible and indelible

ENACOM Revise Type Approval Services

ENACOM update Technical Standard “ENACOM-Q2-60.14 V21.1 Low Power Devices” to introduce an updated Testing Standard for Low Power Devices (SRD).

  1. New Testing Standard for Low Power Devices (SRD): ENACOM-Q2-60.14 V21.1:
  2. Became effective March 8, 2022
  3. Replaced former ENACOM-Q2-60.14 V20.1 standard

New SRD low frequency bands have been included:

      ♦490 – 1.705 MH

      ♦705 – 30 MHz

ENACOM has granted a grace period of 90 calendar days to allow new and ongoing applications to be evaluated under the former Standard ENACOM-Q2-60.14 V20. No new testing will be required for renewals, as long as the test reports show compliance with the new limits.

ENACOM Revise Type Approval Services

The National Communications Entity of Argentina (ENACOM) has recently given accreditation to the laboratory of the National Institute of Industrial Technology (INTI) to carry out tests and issue the reports corresponding to the following standards:

  • Technical Standard ENACOM-Q2-60.15 V19.1 “Medical Devices”
  • Technical Standard ENACOM-Q2-61.03 V17.1 “User Terminal Equipment for Mobile Communications Services”
  • Technical Standard ENACOM-Q2-61.04 V17.1 “Radio Base Transceivers for Mobile Communications Services”

 

Moreover, in Resolution 1248/2021 of September 1, 2021, ENACOM sets the transition period that allows manufacturers to provide Declarations of Conformity instead of testing the product according to the ENACOM Resolution No. 793/2019, ENACOM Resolution No. 794/2019 and ENACOM Resolution No. 863/2020. It will be ended in 180 days from the publication date of the Resolution 1248/2021.

Argentina Attributes Frequency Bands for Fixed Satellite Services

The Sub-secretariat of Information and Communication Technologies of Argentina issued Resolution 528/2021 on August 24, 2021. Through this Resolution, the Secretary of Public Innovation of the Chief of Cabinet of Ministers cancels the 20.2-21.2 GHz and 30-31 GHz frequency segments and opens frequency segments 17.7 -31 GHz of the National Table of Frequency Allocation for Fixed Satellite Service that are known as Ku (from 12,0-18,0 GHz), K (from 18,0-26,5 GHz) and Ka (from 26,5-40,0 GHz) bands. Such revisions of the national frequency allocation table were made in accordance with the provisions of the Radiocommunications Regulations of the International Telecommunications Union (ITU).

Thus, the following bands were allocated: 

** the Satellite Broadcasting Service with primary category: 17.7 – 17.8 GHz (space – Earth)

** the Earth Exploration Satellite Service with primary category: 18.6 – 18.8 GHz (Passive) 

**the Space Research Service with primary category: 18.6 – 18.8 GHz (Passive)

** the Earth Exploration Satellite Service: 28.5 – 28.6 GHz (Earth – space), 28.6 – 29.1 GHz (Earth – space), 29.1 – 29.175 GHz (Earth – space), 29.175 – 29.25 GHz (Earth – space), 29.75 – 29.9 GHz (Earth – space) and 29.9 – 30 GHz (Earth – space)

** the Mobile Satellite Service with primary category: 19.7 – 20.1 GHz (space – Earth), 20.1 – 20.2 GHz (space – Earth), 20.2 – 21.2 GHz (space – Earth), 29.75 – 29.9 GHz (Earth – space), 29.9 – 30 GHz (Earth – space), 30 – 31 GHz (Earth – space)

** the Standard Frequency Service and satellite time signals with secondary categories: 20.2 – 21.2 GHz (space-to-Earth) and 30 – 31 GHz (space-to-Earth).

Enabling standards for the INTI laboratory - Communications Department

ENACOM released Resolution 1248/2021, the Board of Directors of the NATIONAL COMMUNICATIONS ENTE has resolved to enable the laboratory of the COMMUNICATIONS DEPARTMENT of the TIC’S AND ENERGY TECHNICAL DIRECTORATE, belonging to the ELECTRONIC AND ENERGY OPERATING SUB-MANAGEMENT, of INTI, to carry out the tests and issue reports corresponding to the following homologation standards:

  • Technical Standard ENACOM-Q2-60.15 V19.1 “Medical Devices”.
  • Technical Standard ENACOM-Q2-61.03 V17.1 “User Terminal Equipment for Mobile Communications Services”.
  • Technical Standard ENACOM-Q2-61.04 V17.1 “Base Radio Transceivers for Mobile Communications Services”.

At the same time, it is established that, for a period of 180 calendar days from the publication of said resolution, the documentation established in the transitory procedures provided in ENACOM Resolution No. 793/2019, ENACOM Resolution No. 794/2019 and ENACOM Resolution No. 863/2020
