The Telecom Regulatory Authority of India (TRAI) has issued a directive mandating access providers to disconnect and blacklist unregistered spam callers under the Telecom Commercial Communications Customer Preference Regulations (TCCCPR), 2018. This new enforcement measure aims to tackle the pervasive issue of unsolicited commercial communications and protect consumers from spam calls.

Under this directive, access providers—such as telecom operators and service providers—are required to take the following actions:

Disconnect Unregistered Callers: Immediately cut off the service for entities identified as making spam calls without proper registration or compliance with regulatory standards.
Blacklist Offenders: Place these unregistered callers on a blacklist to prevent them from making further unsolicited calls, thereby curbing repeat offenses and reducing the overall volume of spam.
This initiative is part of TRAI’s ongoing efforts to enforce compliance with the TCCCPR, 2018, which aims to regulate and minimize unwanted commercial communications while safeguarding consumer interests. Extension of Mandatory Certification Dates: Amendments to Phase III and Phase IV MTCTE Notification

Amendment Notification: Extension of Mandatory Certification Date for 10 Products under MTCTE
 
In a recent development regarding the testing and certification of telecom and networking equipment under Phase-III and Phase-IV of the MTCTE regime, amendments have been made to Notification No. 5-2/2021- TC/TEC/185 dated 27.12.2023.
 
The key amendments are as follows:
 
Extension of Mandatory Certification Date: The date for mandatory certification of 10 products (ERs) out of the total 44 products notified under MTCTE Phase-III and IV has been extended by four months. Previously set to commence from 01.04.2024, the new date for mandatory certification for these 10 products is now 01.08.2024. The list of these 10 products can be found in Annexure-I.
 
Acceptance of Test Reports: The last date for acceptance of test reports issued by labs accredited by International Laboratory Accreditation Cooperation (ILAC) signatories from non-border sharing countries has also been extended by four months, specifically for technical parameters. Originally set to end on 31.03.2024, this deadline has been extended to 31.07.2024, applicable to 4 products (ERs) listed in Annexure-II.
 
It’s important to note that the mandatory certification dates for the remaining 34 products notified under Phase III and IV shall remain unchanged as per the aforementioned office Notification No. 5-2/2021-TC/TEC/185 dated 27.12.2023.
 
These amendments come into effect immediately, aiming to provide stakeholders with adequate time to comply with the certification requirements under the MTCTE regime.

Exemption Pertaining to Various Parameters/ Interfaces of ERs under MTCTE-reg

The India Telecommunication Engineering Centre (TEC) announced a generic exemption from submission of test reports for below mentioned test parameters/ Interfaces pertaining to various ERs under MTCTE has been extended upto 30.06.2024 or till further orders. The generic exemption applies to parameters related to the devices listed below:

TEC Implements Exclusive Online Certification Application System from January 1, 2024

The Telecom Engineering Center (TEC) announces a paradigm shift in its certification procedures, accepting only online applications for testing and certifying telecom products under its Voluntary Certification scheme, effective from January 1, 2024.
 
The Online Voluntary Certification modules for Certificate of Approval (CoA) and Technology Approval, pivotal components of TEC’s certification framework, were officially launched by Member (S), DOT on December 28, 2023. This digital leap follows the successful implementation of online modules for Type/Interface approval, which became operational on July 7, 2023.
 
With this monumental transition, all categories of certificates issued under the Voluntary Testing and Certification scheme—including Type Approval Certificate, Interface Approval Certificate, Certificate of Approval (CoA), and Technology Approval Certificate—are now accessible for application and processing through TEC’s dedicated online platform.
 
As of January 1, 2024, stakeholders are urged to note that TEC will exclusively entertain online applications for all voluntary certification cases, covering Type/Interface approval, Certificate of Approval (CoA), and Technology Approval. This directive, approved by the Competent Authority, marks a strategic move towards a more streamlined and efficient certification process.
 
This digital evolution not only aligns TEC with contemporary industry standards but also underscores a commitment to fostering accessibility and efficiency within the telecom certification landscape. Stakeholders are encouraged to familiarize themselves with the user-friendly online application system for a seamless certification experience.

TEC extends deadline for MTCTE phase III AND IV

The Telecommunication Engineering Centre (TEC) issued amendments to extend the deadline for mandatory certification of MTCTE Phase III and IV products.

Deadline for mandatory certification for 32 products (ERs) listed in Annexure-I, is extended from July 1, 2023 to October 1, 2023 

Deadline for mandatory certification for 12 products (ERs) listed in Annexure – II, is extended from July 1, 2023 to January 1, 2024

The last date of acceptance of test reports issue by ILAC accredited lab for technical parameters for products listed in Annexure-III is extended from June 30, 2023 to December 31, 2023

TEC Announces New Phase V Products

The Telecommunication Engineering Centre (TEC) of India has issued a notification on June 23, 2023, announcing the products that fall under Phase 5 of MTCTE. Products listed include:

Base Station for Cellular Network for 5G

5G Core

Hypervisor

E-band Fixed Radio Relay Systems

Converged Multi-Service Application Access Equipment (C-MSAAE)

IP Terminal

Hybrid Set Top Box

Applications for these products will be accepted starting from July 1, 2023, and the certification become mandatory on July 1, 2024. Test reports issued by ILAC accredited labs for technical parameters of these products will only be accepted until June 30, 2024.

Validity of certificate is 2 year
