Moldova ANRCETI Creates Licensing Commission for Key Spectrum Bands

Moldova’s national telecom regulator, the Agenția Națională pentru Reglementare în Comunicații Electronice și Tehnologia Informației (ANRCETI), announced on October 27, 2025, the establishment of a Competition Commission to oversee the issuance of licenses for the use of radio frequencies. The commission will be responsible for managing the licensing process across several key spectrum bands, including 700 MHz, 1500 MHz, 2300 MHz, 2600 MHz, 3600 MHz, and 26 GHz.

The move is aimed at ensuring a transparent and competitive allocation of spectrum resources, which are critical for the development and expansion of mobile communications, including advanced broadband and 5G services. By setting up the Competition Commission, ANRCETI seeks to promote fair competition among market participants and support the continued modernization of Moldova’s electronic communications sector.

Moldova to Accept EU Conformity Assessment Procedures

The Republic of Moldova has announced amendments to Law No. 235/2011 on accreditation and conformity assessment, marking a significant step toward aligning its market regulations with European Union standards.

Under the new provisions, products that are CE-marked and accompanied by an EU Declaration of Conformity will be allowed to enter the Moldovan market without requiring additional national certification. This change effectively recognizes the EU’s conformity assessment procedures, simplifying access for European manufacturers and importers.

The amendments are scheduled to take effect on 28 February 2026, providing businesses ample time to adjust their compliance and distribution processes.

This move is expected to facilitate trade between Moldova and the EU, enhance regulatory alignment, and promote smoother market entry for compliant products.

Moldova Aligns with EU: CE-Marked Products No Longer Require Local Certification

The Republic of Moldova and the European Union have begun accession negotiations, with Moldova moving to align its legislation with EU standards.

Parliament has approved amendments to Law 235/2011 on accreditation and conformity assessment, allowing results from EU-notified bodies for products bearing the CE marking to be automatically recognized in Moldova. This means products lawfully marketed in EU member states will no longer require additional testing or certification before entering the Moldovan market.

The change applies also to radio equipment assessed under the EU’s RED Directive, regardless of country of origin.

The updated law, already endorsed by the Government and Parliament, will soon be published in the Official Monitor.

Introduces New List of Standards

The Ministry of Economy of Moldova issued an Order No 92/2022 on the approval of the List of Moldovan national standards that adopt harmonized European standards to the Technical Regulation on the safety of toys. The order was published in the Official Gazette on October 7, 2022 and became effective in a month after its publication date. 

The Order was developed pursuant to the Decision (EU) 2021/1992 from the European Union (EU) on harmonized standards in support of Directive 2009/48/EC on the safety of toys.

Changes in Technical Regulation on Radio Equipment

Government of the Republic of Moldova issued the Resolution #208. The resolution makes changes to the Decision of the Government of Moldova # 34 dated January 30, 2019 on approval of Technical Regulations “On ensuring the presence of radio equipment on the market”.

Government Decision no. 34/2019 on the approval of the Technical Regulation “Making available on the market radio equipment” will have the following content:

  1. The presence of the CE marking on the radio equipment precludes the need to affix the MS conformity marking to the same equipment;”.
  2. This decision shall enter into force on the date of its publication in the Official Gazette of the Republic of Moldova.

The Regulation became effective from its publication date in the Official Gazette of Moldova.

Additional notes to new regulation TR34/2019

Due to the update in Moldavian regulations, the Moldavian recognized certification body will review and update all valid certificates, in case any need for further documents during this process the CB might contact the certificate holder directly.

The certificate holder is free to issue a DoC according to module A of the TR 34/2019, in this case the validity of the CoC will be cancelled

New Technical Regulation on Radio Equipment Comes into Force in Moldova

Decision of the Government of Moldova # 34 dated by January 30, 2019 will become effective from February 22, 2021. The Decision approves Technical Regulations “On ensuring the presence of radio equipment on the market” and terminates Decision № 1274/2007 on technical regulations approval of “Radio and telecommunication equipment and confirmation of their compliance”.

The Technical Regulation “On ensuring the presence of radio equipment on the market” contains some statements from the Directive 2014/53/EU of the European Parliament and of the Council. The Regulation applies to radio equipment excluding those exclusively used for activities concerning public security, defense, national security, including the economic well-being of the State, and the activities of the State in the area of criminal law.

 

According to the Decision #34, it is accepted to put radio equipment marked with SM conformity mark on the market of Moldova as well as into operation according to the requirements of Law No.235/2011 on accreditation and conformity assessment activities.


Once the conformity assessment of radio equipment intended for the national market is carried out by recognized conformity assessment bodies, the manufacturer or his authorized representative that is located in Moldova can affix the SM conformity mark.
