Changes to Radio Frequency Allocation Plan Come into Force

The Government of Serbia adopted amendments to the Radio Frequency Bands Allocation Plan at its 77th session, based on a proposal by RATEL and the Ministry of Information and Telecommunications, with input from the autonomous province. The amended Decree, published in the Official Gazette No. 31/2025, came into force on 12 April 2025. The plan aligns with ITU regulations, international agreements, and EU standards to govern the allocation of radio frequency bands for various communication services. The Regulatory Authority for Electronic Communications and Postal Services (RATEL) in Serbia has introduced a new Rulebook on Radio Equipment, published on March 22, 2024. These regulations apply to all radio equipment but exclude categories like equipment for radio amateurs and those used in marine, aviation, and state security activities.
A key change is the transition from Serbian Certificates of Conformity (CoCs) to CE Marking, recognized in the EU. Starting June 1, 2024, new CoCs will be valid for five years. After December 31, 2026, Serbian CoCs will no longer be required, and from January 1, 2027, only the CE Mark will be necessary for radio products in Serbia.
The timeline for this transition includes:
– June 1, 2024: New regulations take effect.
– Until December 31, 2026: Existing CoCs can still be used.
– From January 1, 2027: CE Mark becomes the sole certification mark for the market.
This phased approach aims to ease the transition for manufacturers and suppliers.

The Regulatory Authority for Electronic Communications and Postal Services has introduced two new rulebooks, effective August 17, 2024: Rulebook on Administrative Fees: Details the amounts and methods for business entities to pay for administrative expenses related to the general authorization regime. This rulebook will apply starting January 1, 2025. Rulebook on Measurement and Inspection Conditions: Establishes requirements for businesses and legal entities to conduct measurements and inspections of electronic communication networks and equipment. It outlines necessary staff, equipment, and facilities, and how compliance will be monitored. |

On July 27, 2024, the Regulatory Authority for Electronic Communications and Postal Services of Serbia adopted and implemented three key rulebooks: Rulebook for Frequency Allotment (880–915/925–960 MHz): Establishes the allotment plan for mobile and fixed communication networks within these frequency bands. It replaces the previous plan for GSM/DCS 1800 frequencies. Rulebook for Frequency Allotment (1710–1785/1805–1880 MHz): Sets the new allotment plan for mobile and fixed communication networks within these bands. It replaces the previous rulebook for these frequencies. Rulebook on Universal Service Obligations: Comes into effect on January 1, 2025, and details how to determine and publish data on universal service offers, including geographic availability, pricing, and quality. This rulebook mandates that providers of universal service must publicly disclose this information. |

Serbia’s Regulatory Authority for Electronic Communications and Postal Services (RATEL) initiated a public consultation regarding the Draft Regulations governing the allocation and utilization of radio frequency spectrum under the regime of general authorization. This consultation, which began on April 29, 2024, allows stakeholders to provide feedback and comments until May 30, 2024. Interested parties can access the consultation platform to participate.

The Government of Serbia published EMC and LVD Rulebook Amendments on February 26, 2020. As of today, EMC and LVD CoCs for non-radio products are now voluntary in Serbia. The Serbian conformity mark should be applied without the CB number and year for these product types. The Serbian conformity mark will be replaced by the CE mark once Serbia is officially accepted to the European Union.

Public call for expression of interest by parties intending to use radio frequencies from the radio frequency bands 700 MHz, 900 MHz, 2100 MHz, 2600 MHz and 3500 MHz for mobile/fixed communication networks (MFCN) for public electronic communication service provision
The deadline for the submission of documents to the Agency was September 1, 2021.
Parties that submitted their expression of interest along with other relevant information to the Agency are the following, by order of date and time of submission:
Data collected during a bidding procedure and marked as a business secret are safeguarded in accordance with the regulations governing the protection of business secrets, and are available to the Agency for further activities according to the Law on Electronic Communications („Official Gazette of RS“, Nos. 44/10, 60/13-CC, 62/14 and 95/18 – other law).

The Regulatory Agency for Electronic Communications and Postal Services (RATEL) issued a new frequency allocation plan. It was first published in the “Official Gazette of RS”, No. 89/20 of June 25, 2020 and came into force on July 3, 2020. The Radio Frequency Band Allocation Plan includes the allocation of frequency bands to specified radio communication services according to relevant international agreements and recommendations, in the interest of citizens, economy and national security.
