Amended Radio Frequency Band Allocation Plan Now in Effect

The Government of Serbia adopted amendments to the Radio Frequency Bands Allocation Plan at its 77th session, based on a proposal by RATEL and the Ministry of Information and Telecommunications, with input from the autonomous province.

The amended Decree, published in the Official Gazette No. 31/2025, came into force on 12 April 2025. The plan aligns with ITU regulations, international agreements, and EU standards to govern the allocation of radio frequency bands for various communication services.

Serbia Introduces New Radio Equipment Regulations: Transition to CE Marking

The Regulatory Authority for Electronic Communications and Postal Services (RATEL) in Serbia has introduced a new Rulebook on Radio Equipment, published on March 22, 2024. These regulations apply to all radio equipment but exclude categories like equipment for radio amateurs and those used in marine, aviation, and state security activities.

A key change is the transition from Serbian Certificates of Conformity (CoCs) to CE Marking, recognized in the EU. Starting June 1, 2024, new CoCs will be valid for five years. After December 31, 2026, Serbian CoCs will no longer be required, and from January 1, 2027, only the CE Mark will be necessary for radio products in Serbia.

The timeline for this transition includes:
    – June 1, 2024: New regulations take effect.
    – Until December 31, 2026: Existing CoCs can still be used.
    – From January 1, 2027: CE Mark becomes the sole certification mark for the market.

This phased approach aims to ease the transition for manufacturers and suppliers.

Serbia Enacts New Rulebooks on Administrative Fees and Measurement Standards for Electronic Communications

The Regulatory Authority for Electronic Communications and Postal Services has introduced two new rulebooks, effective August 17, 2024:

Rulebook on Administrative Fees: Details the amounts and methods for business entities to pay for administrative expenses related to the general authorization regime. This rulebook will apply starting January 1, 2025.

Rulebook on Measurement and Inspection Conditions: Establishes requirements for businesses and legal entities to conduct measurements and inspections of electronic communication networks and equipment. It outlines necessary staff, equipment, and facilities, and how compliance will be monitored.

Serbia Adopts New Radio Frequency Allotment Plans and Universal Service Regulations

On July 27, 2024, the Regulatory Authority for Electronic Communications and Postal Services of Serbia adopted and implemented three key rulebooks:

Rulebook for Frequency Allotment (880–915/925–960 MHz): Establishes the allotment plan for mobile and fixed communication networks within these frequency bands. It replaces the previous plan for GSM/DCS 1800 frequencies.

Rulebook for Frequency Allotment (1710–1785/1805–1880 MHz): Sets the new allotment plan for mobile and fixed communication networks within these bands. It replaces the previous rulebook for these frequencies.

Rulebook on Universal Service Obligations: Comes into effect on January 1, 2025, and details how to determine and publish data on universal service offers, including geographic availability, pricing, and quality. This rulebook mandates that providers of universal service must publicly disclose this information.
