Mohammed Ali Al Qaed, Chief Executive of the Information & eGovernment Authority (iGA), announced that the iGA made substantial progress in digital transformation, invested in emerging technologies, and improved IT governance policies in collaboration with other government agencies during the first half of 2024. Al Qaed attributed these achievements to the visionary leadership of His Majesty King Hamad bin Isa Al Khalifa and the insightful guidance of His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince and Prime Minister.

INACOM and INCM Foster Knowledge Sharing on Process Management

Officials from the electronic and postal communications regulatory bodies of Angola and Mozambique engaged in a knowledge-sharing session at the Angolan Communications Institute in Luanda from August 5 to 9. 

The exchange focused on key areas including Financial Management Models, Licensing Processes for Electronic Communications Operators, Numbering Plans, and Portability Implementation. This collaborative effort was part of the ongoing Bilateral Technical Cooperation Protocol between the Angolan Institute of Communications (INACOM) and the National Institute of Communications of Mozambique (INCM). 

The Mozambican delegation included Nelson Solomone, Pedro Chaquisse, Albasino Sitole, Deolinda Vilanculo, and Salvador Talapa.

CONATEL of Paraguay revised the National Frequency Allocation Plan (PNAF) via Resolution Directorio N° 1752/2024, designating the 3300-3700 MHz frequency band for mobile services. The PNAF specifies primary assignments for the 3300-3400 MHz and 3600-3700 MHz bands, with modifications now extending to the entire 3300-3700 MHz band.

Extension of Deadline for Public Consultation on Modification of UPR Standard

The General Superintendency of Electricity and Telecommunications (SIGET) has announced the public availability of a regulatory proposal to modify the Standard for Electric Power Producing End-Users with Renewable Resources. This proposal includes a summary of the Regulatory Impact Assessment prepared by SIGET’s Electricity Management. Initially scheduled for comments between May 27 and June 24, 2024, the consultation period has been extended to July 22, 2024, following Agreement No. 256-E-2024. 

Interested parties can submit their comments in writing at SIGET’s offices in San Salvador or electronically to consulta.normaupr@siget.gob.sv, ensuring submissions include both printed and digital formats as specified in the consultation document.

ARN-TIC PARTICIPATED IN THE 14TH CPLP COMMUNICATIONS FORUM AND IN THE 16TH GENERAL ASSEMBLY OF THE CPLP ASSOCIATION OF COMMUNICATIONS AND TELECOMMUNICATIONS REGULATORS, IN PORTO, PORTUGAL

ANACOM of Portugal, in collaboration with ARCTEL of the Community of Portuguese Speaking Countries (CPLP), organized the 14th CPLP Communications Forum and the 16th General Assembly in Porto. The forum on June 26 hosted key figures including the Executive Secretary of CPLP and a UN Special Advisor. From June 27 to 28, the ARCTEL-CPLP GA covered the 2023 activity report, 2024 budget, and regulatory measures. 

ARN-TIC, represented by Administrator Dr. Frank Ivan Barbosa Andrade de Oliveira, assumed a two-year membership, will host the next GA in Guinea-Bissau in 2025, and will lead as President in 2026 during the Cape Verde GA.

ICASA TO REOPEN THE PROCESS TO LICENSE COMMUNITY SOUND BROADCASTERS

The Independent Communications Authority of South Africa (ICASA) announced the reopening of applications for community sound broadcasting services in December 2024. 

This includes Community Sound Broadcasting Service licences and associated Radio Frequency Spectrum licences. Following the previous successful licensing round in 2022/2023, where five applicants were awarded licences, ICASA will initiate the new process with an Invitation to Pre-Register. To guide prospective applicants, ICASA will conduct a virtual workshop on 18 July 2024, aiming to clarify application requirements. 

The Chairperson of ICASA’s Licensing of Community Radio Broadcasters Council Committee encourages communities to participate, emphasizing the importance of understanding the Community Broadcasting Services Regulations beforehand.
