ECTEL Plans to Conduct its 98th Board of Directors Meeting Online

ECTEL will convene its 98th Board of Directors meeting virtually on June 25th to address various key topics. Discussions will include updates on strategic plans, consultations, and an engagement survey for staff.

Additionally, reports will cover the procurement of specialized vehicles for NTRCs, and progress on the Electronic Communications Bill, recently passed in Grenada. Chaired by Mr. Philip Dalsou of Saint Lucia, the meeting aims to advance ECTEL’s mission to enhance market conditions and protect consumers in the electronic communications sector across its Contracting States

ARN-TIC PARTICIPATED IN THE 14TH CPLP COMMUNICATIONS FORUM AND IN THE 16TH GENERAL ASSEMBLY OF THE CPLP ASSOCIATION OF COMMUNICATIONS AND TELECOMMUNICATIONS REGULATORS, IN PORTO, PORTUGAL

ANACOM of Portugal, in collaboration with ARCTEL of the Community of Portuguese Speaking Countries (CPLP), organized the 14th CPLP Communications Forum and the 16th General Assembly in Porto. The forum on June 26 hosted key figures including the Executive Secretary of CPLP and a UN Special Advisor. From June 27 to 28, the ARCTEL-CPLP GA covered the 2023 activity report, 2024 budget, and regulatory measures. 

ARN-TIC, represented by Administrator Dr. Frank Ivan Barbosa Andrade de Oliveira, assumed a two-year membership, will host the next GA in Guinea-Bissau in 2025, and will lead as President in 2026 during the Cape Verde GA.

ICASA TO REOPEN THE PROCESS TO LICENSE COMMUNITY SOUND BROADCASTERS

The Independent Communications Authority of South Africa (ICASA) announced the reopening of applications for community sound broadcasting services in December 2024. 

This includes Community Sound Broadcasting Service licences and associated Radio Frequency Spectrum licences. Following the previous successful licensing round in 2022/2023, where five applicants were awarded licences, ICASA will initiate the new process with an Invitation to Pre-Register. To guide prospective applicants, ICASA will conduct a virtual workshop on 18 July 2024, aiming to clarify application requirements. 

The Chairperson of ICASA’s Licensing of Community Radio Broadcasters Council Committee encourages communities to participate, emphasizing the importance of understanding the Community Broadcasting Services Regulations beforehand.

MTC will call for tenders for the preparation of the pre-investment study for the Huancavelica airport in August

Huancavelica is set to receive its first airport following an announcement by the Ministry of Transport and Communications (MTC) on July 13, 2024. 

Minister Raúl Pérez Reyes disclosed plans to initiate the pre-investment study process, with the tender announcement scheduled for August. This development was shared during a meeting attended by local authorities including regional governor Leoncio Huayllani, various mayors, and Congressman Wilson Soto. 

The MTC also discussed the upcoming modernization of the Huancayo – Huancavelica train, slated for award in September, alongside improvements to regional road infrastructure.

Telecommunications Regulatory Authority participates in the Global Symposium for Regulators GSR 24

The Telecommunications Regulatory Authority (TRA) delegation, led by CEO Eng. Bassam Al-Sarhan, actively participated in the International Symposium for Telecommunications Regulators (GSR 24) themed “Regulation for Impact” in Kampala, Uganda from July 1 to 4. 

Hosted by the Uganda Communications Commission (UCC), the event convened global heads of telecommunications regulatory authorities and industry leaders to discuss key regulatory issues.The symposium aimed to foster dialogue among regulators, policymakers, and industry stakeholders, providing a platform to exchange knowledge on regulatory best practices and address emerging sector challenges. 

Eng. Al-Sarhan highlighted the importance of balancing innovation with responsible regulation to maximize telecommunications benefits while managing risks effectively.Key discussions included interactive panels on public policy, regulatory frameworks, and strategic partnerships in the telecommunications sector. Eng. Al-Sarhan also emphasized the role of telecommunications regulatory bodies in navigating challenges posed by transformative technologies like Artificial Intelligence (AI) and robotics, emphasizing ethical considerations and risk mitigation strategies.

The GSR 24, organized annually by the International Telecommunication Union’s Telecommunication Development Bureau (ITU BDT), facilitated collaboration among over 70 countries to promote innovation, competition, and economic development through regulatory excellence in telecommunications.

SDPPI Directorate General Calls on Related Ministries to Back TKDN Program for Telecom Devices

Jakarta (SDPPI) – The Directorate General of Resources and Postal and Information Technology Equipment (Ditjen SDPPI) organized a Forum Group Discussion (FGD) to explore the potential of Indonesia’s domestic telecommunications equipment industry. 

Held at Oakwood Suites Hotel Jakarta on July 3, 2024, the event involved discussions with the Ministry of Industry and the Ministry of Trade to strategize on fostering local industry growth. Key topics included the development of TKDN regulations to enhance local production and reduce dependency on imports. 

The FGD also highlighted the importance of collaboration among ministries to ensure balanced policies that benefit consumers and promote Indonesia’s standing in the global telecommunications market.

SDPPI Directorate General Ensures Public Awareness of New Regulations

Jakarta (SDPPI) – The Directorate General of Resources and Postal and Informatics Equipment (Ditjen SDPPI) organized a Regulation Dissemination event at Mandarin Oriental Jakarta on July 2, 2024.

The initiative aimed to inform the public about recent regulations, including Government Regulation Number 43 of 2023 and Ministerial Regulations Number 9 of 2023 and Number 1 of 2024. These regulations cover tariffs and operational guidelines for non-tax state revenue in the telecommunications sector. 

Muchtarul Huda, Head of the Legal and Cooperation Team, emphasized the importance of clear communication to ensure public understanding and compliance with the new regulations. Attendees included various stakeholders from the Ministry of Communication and Information and telecommunications industry associations.
