DOT Issue Memorandum for importing of wireless equipment

Department of Telecommunications (DOT) issued an Office Memorandum regarding importing of wireless equipment for testing under the MTCTE Scheme. Authorized Indian Representatives (AIRs) of foreign manufacturers will be allowed to obtain import licenses for wireless equipment that will be tested and certified under the MTCTE Scheme. Importation will be limited to a maximum of 5 units per each specific make and model under this import license, based on the Dealer’s Possession License (DPL) held by them.

Highlights:

  1. Authorized Indian Representative (AIR) of foreign manufacturers are allowed to seek Import license for all wireless equipment importing for the purpose of testing as per MTCTE scheme
  2. The notification is for all wireless equipment operating under licensed and de-licensed bands
  3. For equipment operating in de-licensed bands need not have import license, only self-prepared undertaking needs to be submitted.
  4. For equipment operating in Licensed bands, import license will now be required before shipping the MTCTE test samples to India.
  5. DPL (Dealer Possession License) will be required as a pre-requisite of applying for an import license.
  6. A maximum number of 5 units of a product make/model shall be imported under the purview of such import license.

Telecommunications Regulatory Authority (TRA) in UAE has changed its name to the Telecommunications and Digital Government Regulatory Authority (TDRA). As a result, their logo has changed and the updated TDRA labeling requirements have been issued.

SASO IECEE Recognition Certificate for Lighting (Lamps & Luminaires)

Saudi Standards, Metrology and Quality Organization (SASO) IECEE Recognition Certificate is now required Some lighting products (lamps and luminaries).SASO IECEE Recognition Certificate is now required in order to obtain a Shipment Certificate of Conformity

Requirements for obtaining Certificates:

  1. IECEE CB Test Report and CB Certificate from an IECEE Certified Body, dated within 3 years, in accordance with the applicable IEC safety standard.
  2. Products must be tested for SASO Energy Efficiency requirements in accordance with either standard SASO 2870:2015 or SASO 2902:2018 depending on the product type. This testing must be carried out by a SASO-approved laboratory.
  3. Apply for SASO Energy Efficiency Certification and Labels for the product using the SASO 2870:2015 or SASO 2902:2018 test reports gained from point 2 above.
  4. Apply for SASO IECEE Recognition Certificate using the IECEE CB Test Report, IECEE CB Certificate, and Energy Efficiency documents mentioned in previous points

MIIT issue draft circular to replace 01/2021/TT-BTTTT & 11/2020/TT-BTTTT

The Vietnamese Regulator, MIC, have issued a draft Circular to replace 11/2020/TT-BTTTT and 01/2021/TT-BTTTT, which are mandatory for Type Approval Certification and Declaration of Conformity.

The main additions are:

1)New QCVN technical standards are Updates,

      ⇒QCVN 128:2021/BTTTT (RF standard for 5G base station);

      ⇒QCVN 127:2021/BTTTT (RF standard for 5G SA – mandatory from 2022-07-01);

      ⇒QCVN 129:2021/BTTTT (RF standard for 5G NSA – mandatory from 2022-07-01);

      ⇒QCVN 124:2021/BTTTT (RF standard for Vehicle Radar 76-77GHz – mandatory from 2022-07-01);

      ⇒QCVN 123:2021/BTTTT (RF standard for SRD 40-246GHz) – mandatory from 2022-07-01);

       ⇒QCVN 65:2021/BTTTT (RF standard for WLAN 5.0GHz device – can be applied from 2022-05-01 and be mandatory from 2023-07-01)

       ⇒QCVN 22:2021/BTTTT (Safety standard for ICT product – importers are to comply with this standard themselves as the standard is not mandatory according to Annexes No. 1 and 2 of the Draft Circular)

2) A few products were moved from Annex No. 1 (compulsory for TA Certification and Declaration of Conformity) to Annex No. 2 (compulsory for Declaration of Conformity):

3)76-77 GHz vehicle radars;

4)General SRDs operating in the following bands:

         ♦13,553- 13,567 MHz,

         ♦26,957-27,283 MHz,

         ♦40,66-40,7 MHz,

         ♦5725-5850 MHz,

         ♦24,00-24,25 GHz,

         ♦61,0-61,5 GHz,

         ♦122-123 GHz,

         ♦244-246 GHz;

         ♦13.56MHz RFID;

         ♦Some of land mobile radio equipment.

3)Numerous positions were removed from the mandatory list:

  • ♣5.8 GHz equipment which is used for transport application;
  • ♣Marine VHF devices;
  • ♣Inmarsat F77 devices;
  • ♣Section “Other devices”.

There are three main reasons for this:

  1. EU as well as the Russian Federation have reciprocally shut their airspace.
  2. DHL and other logistics companies ship no longer to the Russian Federation at the moment, which directly affects sample delivery for mandatory local lab tests.
  3. Due to renewed EU sanctions, it will come to payment issues as selected Russian bankshave been excluded from the Society for Worldwide Interbank Financial Telecommunication (SWIFT) system of financial messaging.

BSMI AMENDMENTS TO THE CONFORMITY MARK REGARDING QR CODES

Bureau of Standards, Metrology and Inspection (BSMI), published amendments to the Conformity Mark Regarding QR Codes. All Type Approval applicants are required to use the Conformity Mark in accordance with these Regulations, except for those approved by the Bureau of Standards, Metrology, and Inspection (BSMI) to be exempt from this requirement.

Main changes:

        ♥ Regarding Declaration of Conformity (DoC), BSMI designated codes where the product is announced by the BSMI to include a QR code, an application for QR code shall be made to the BSMI before a certificate is issued or when applying a registration of declaration of conformity.

         ♥ For devices granted product registration certificates prior to the entry into force of the announcement of products to bear QR code, the application for QR code shall be made before the products are imported or transported out of the manufacturing premises.

         ♥ For products announced by the BSMI to include a QR code in the designated code that are too small or for other specific causes to accommodate the Mark, they may apply to affixing the QR code as specified in Article 9 of the amendment

MTIT Updates certificate validity

The Ministry of Telecommunications and Information Technology (MTIT) in Yemen informs about several significant changes in Type Approval Regulations. Main changes :

  1. Certificate validity will be extended from 1 year to 3 years;
  2. Certificates will cover only one production location.

MTIT is currently working to issue a new regulation to update the certificate validity from 1 year to 3 years. This regulation will apply to all pending and new certificates, and it will be officially published once it receives final approval from the Yemen government

The authorization for the entry into the country of some devices is extended to the General Import Regime

By URSEC Resolution No. 297/2021 dated December 23, 2021, it was decided to extend to the General Import Regime the authorization of devices that only operate in Wi-Fi and Bluetooth to enter the country without requiring the prior intervention of this Regulatory Unit, in accordance with the provisions of URSEC Resolution No. 275/021 of December 9, 2021. It is recalled that these are devices that operate in the frequency bands from 2.4 GHz to 2.4835 GHz and/or 5.725 GHz to 5,850 GHz, known as Wifi4, Wifi5 and Wifi6 and/or Bluetooth. They must comply with the conditions already specified in the Resolution of this Regulatory Unit No. 275/021 of December 9, 2021 and will not require the prior intervention of URSEC
