Extension of the validity period of certificates

The ANATEL issues Official notice 65/2021/ORCN/SOR-ANATEL on the extension of temporary procedure for the mandatory maintenance of the certificate. The procedure appeared in early March 2020 when the ANATEL issued its first official notice #134/2020. The Notice concerned emergency measures caused by the coronavirus epidemic (COVID-19). It allows an applicant to apply for certificate renewal without re-testing and presenting photos of the device in case it wasn’t technically modified.

Earlier, the ANATEL issued official notices #134/2020, 194/2020, and 646/2020 in due succession that gave specific instruction for the certification bodies with regard to temporary measures on the mandatory maintenance of the certificate procedure and specified the required documents necessary from the suppliers to get an opportunity to apply for the maintenance of the certificate through this temporary procedure. However, the validity of these notices were ended and to extend the validity of this procedure the ANATEL issues.

Now the ANATEL extends the Official notice 65/2021. Thus, certificates with expiry date between March 6, 2020 and December 31, 2021 are covered by this temporary procedure

ANATEL published the Act 3939 related to guideline of Declaration of Conformity (DoC) with testing report . The DoC procedure looks pretty much like the regular certification mode, but the applicant (local rep) can apply the procedure directly with ANATEL without requiring the use of one OCD (OCD is optional in this mode). E3Tech can handle the approval by DoC directly with ANATEL.

 

The requirements are basically the same (representative letter, manual, internal and external pictures, Factory ISO and testing report (overseas ILAC testing report is acceptable) and the CoC will be replaced by a DoC declaration. Applicant will submit the files to ANATEL and ANATEL will inspect the documents as usual before issuing the homologation.

 

The DoC is applicable only for a few types of equipment according to Act 7280, such as: Broadcasting equipment, RF Power Amplifier for Earth Station, Satellite Transceiver, etc. 

There is another DoC mode called “DoC with ANATEL Brand”. ANATEL did not published this procedure yet, but for those cases ANATEL will not review the application and the documents will be in a repository to be used just in case of market surveillance or customer complaint. CONATEL Updates National Frequency Allocation Plan

The Comisión Nacional de Telecomunicaciones (CONATEL) of Honduras updated the national frequency allocation plan through Resolución NR 003/21, which was published in the national gazette on March 6, 2021. The updated NFAP has opened use of the 6 GHz band for Wi-Fi 6E products.

CITC Opens Public Consultation for WLAN Applications

The Communications and Information Technology Commission (CITC) of Saudi Arabia opened a public consultation on June 10, 2021 regarding “Radio Spectrum Allocation and Use Regulation for WLAN Application to “introduce updates to the allocation and use regulations of the WLAN frequency bands in Saudi Arabia and identifies new spectrum for the use of WLAN applications in (6) and (60) GHz bands. These updates aim to enable the latest wireless technologies in the Kingdom which include the sixth generation of Wi-Fi technologies (WiFi – 6e), WiGig technology, virtual and augmented reality (VR / AR) and Internet of Things (IoT).” The consultation can be accessed by using this link;

TEC Release MTCTE procedure and Labelling relaxation

This is to inform you that the Telecommunication Engineering Centre (TEC) has issued the updated version of MTCTE procedure on May 15th, 2021. Major updates in the latest version with respect to the last versions are as below: 

Modification in the “Scope of Certification” 

Modification in documents requirement while submitting the application  

Inclusion of “Split Unit Type Models” approach under formation guidelines 

Addition of fee details for activities like Certificate Modification and Certificate Renewals 

Date of dispatch of consignment of Telecom equipment from foreign Ports shall be treated as date of import 

Amendment in MTCTE labelling requirement and now it is mandatory for certified products to be marked with TEC logo and other details i.e. India, ER Number, Model Number, Certificate Number, Date of Certificate, Validity of Certificate, Country of Origin, Country of Manufacturing (refer below example).

Further, in order to ensure that this change don’t affect the already manufactured products, a relaxation to use old marking guidelines is also provided till 30-11-2021.

The Instituto Federal de Telecomunicaciones (IFT) in Mexico has opened a public consultation for the 5925 – 7125 MHz frequency band. The objectives of the consultation are:

  • Establish the technical operating conditions of WAS/RLAN systems that could make use of the of the 5925 – 7125 MHz frequency band, in order to promote the deployment of new technologies in Mexico to benefit the general public
  • Manage and promote efficient use of the radio spectrum in the 5925 – 7125 MHz frequency band for the telecommunications sector
  • Promote conditions for the general public to have access to new telecommunications technologies and services through the use of the 5925 – 7125 MHz frequency band
  • Increase the harmonization in the use of the radio spectrum for the operation of WAS/RLAN systems in the 5925 – 7125 MHz frequency band, based on international best practices and existing technological advances
  • Encourage technological innovation in Mexico by adding access to the radio spectrum for new equipment or technologies related to the operation of WAS/RLAN systems in the 5925 – 7125 MHz frequency band, without need for a concession for these purposes
  • Promote competition in the telecommunications market for the 5925 – 7125 MHz frequency band

SDPPI Test Report Reference Page Requirement

The Direktorat Jenderal Sumber Daya dan Perangkat Pos dan Informatika (SDPPI) of Indonesia issued Announcement Number 457/DJSDPPI.5/SP.04.09/06/2021 that introduces a new requirement when leveraging foreign test reports for the local type approval process. The test lab must send an additional “Reference Page” as an appendix that addresses the applicable local technical requirements. The requirement will take effect July 4, 2021

Indonesian Regulator – Direktorat Jenderal Sumber Daya dan Perangkat Pos dan Informatika (SDPPI)  allowed the introduction of 5G in Indonesia according to the regulation Nomor 5 Tahun 2021 Tentang standar teknis perangkat berbasisteknologi.

SDPPI released a clarifying statement on 07June 2021 relating to regulation 11 Tahun 2021, regarding requirements for acceptance of test reports from foreign accredited laboratories for use in paperwork-only applications. SDPPI now require test reports issued by foreign laboratories to include a summary technical specification – specific to Indonesia – for the device under test. This summary must be issued by the test lab and the requirement will be enforced from 04 July 2021. The summary should cover the following technologies:

  • Bluetootho  WLAN
  • Short Range Devices (>10mW)
  • Low Power Devices (<10mW)
  • GSM for a base station
  • GSM for a subscriber station (terminal)
  • WCDMA for a base station
  • WCDMA for a subscriber station (terminal)
  • LTE for a base station
  • LTE for a subscriber station (terminal)

MIC Releases Circular 01/2021/TT-BTTTT

The Ministry of Information and Communication (MIC) of Vietnam released Circular 01/2021/TT-BTTTT, effective July 1, 2021, that amends and supplements Circular 11/2020/TT-BTTTT. Here is a summary of the major changes:

  • New standard versions have replaced the outdated standards
  • Mobile phones must have at least 4G function in order to enter the Vietnam market
  • LPWAN devices have been added to the mandatory approval scope
