New Guidelines for the use of the IFT seal

The Instituto Federal de Telecomunicaciones (IFT) issued the non-binding opinion on the Regulatory Impact Analysis of the “Guidelines for the use of the IFT seal on approved products, equipment, devices or apparatus intended for telecommunications or broadcasting.”
 
These guidelines have provisions and specifications for using a seal with a graphic element to easily identify certified products through marking or labeling.
 
The IFT Seal is part of the IFT’s graphic identity and must be printed in 100% positive black or 100% negative black, while respecting protection areas and minimum printing dimensions. Homologation Certificate holders, subsidiaries, and importers, where applicable, must use the IFT Seal while adhering to the established specifications.
 
A transition period of 180 days has been set from the date of publication in the official journal. During this time, the regulations will only apply to products certified after the effective date. Products that have previously obtained a Homologation Certificate can retain their existing IFT marking.

Mexico's IFT Opens Public Consultation on Frequency Use

The IFT, the Mexican regulator, has recently released a preliminary draft proposal to change the classification of seven frequencies currently considered as ‘protected spectrum’. These seven frequencies are 162.400 MHz, 162.425 MHz, 162.450 MHz, 162.475 MHz, 162.500 MHz, 162.525 MHz, and 162.550 MHz.
 
The objective of this proposal is to obtain a better understanding of the matter and to encourage the participation of all interested parties through a public consultation. The consultation is aimed at gathering data and analysis that will assist the Radioelectric Spectrum Unit in making an informed decision.

IFT Mexico classifies the 5925-6425 MHz band as free spectrum.

The Plenary of the Federal Institute of Telecommunication (IFT), in its IV regular session in 2023, decided to classify the 5925 – 6425 MHz free spectrum as free spectrum and provide technical operating conditions allowing coexistence with existing services in the country.

The 500 MHz classified will make it possible to offer new services with the technology known as WIFi-6E in Mexico. With this classification, it will be possible to meet the short and medium-term demand for free spectrum for communications with Wi-Fi technology, among others that occupy this type of spectrum.

The 5925 – 6425 MHz segment is part of the band known as the 6 GHz band in which the recent WiFi-6E standard operates and, very soon, the evolution to WiFi-7, which allow much higher Internet access connections.

IFT Introduced Guidelines for Product Approval

The Federal Telecommunications Institute of Mexico (IFT) informed that the guidelines for the approval of products, equipment, devices or apparatus intended for telecommunications or broadcasting become effective from June 27, 2022

The IFT notifies that Homologation application must be submitted only through the “Request Format/eFormat for obtaining the Homologation Certificate for a Telecommunications or Broadcasting Product” according to Appendix C of the Guidelines through the electronic service portal of the IFT.

The following requests can be applied according to the Guidelines:

Application for Certificate of Homologation TYPE A

Application for extension of the homologation certificate Type A: Family of Product models or group of products

Request for the Report on changes in the Product for Type A Homologation

Application for Certificate of Homologation TYPE B

Application for Certificate of Homologation TYPE C

Request for reissuance of the Homologation Certificate

Application for revocation of the Homologation Certificate

Application for Type A Registration Inherently conforming products or scientific, medical or industrial equipment or apparatus

Please, note that homologation certificates now are non-transferable but can include affiliates, subsidiaries and importers (relevant for Homologation Types A and C). 

The key changes within the conformity procedure are the following:

Schematics and block diagrams should be provided when applying for Homologation Types B and C

Technical file should be in Spanish, including user manual

The prefix “IFT” and the number of the Homologation Certificate must be easily legible

PEC Regulations for Telecommunications and Broadcasting Equipment

The Mexican Federal Telecommunications Institute (IFT)’s revised compliance assessment procedure in the area of ​​telecommunications and broadcasting equipment (PEC regulations) will take effect in Mexico on June 25, 2022.

The following main changes have been made by the Mexican Federal Telecommunications Institute (IFT):

  • * Local importers or distributors can be included to the certificate of conformity, along with affiliates and subsidiaries of the manufacturer
  • * It is not mandatory for testing labs to send test reports to IFT anymore. However, IFT has the right to request labs to share test reports
  • * The validity of test reports was prolonged from 60 to 120 days to prevent a problem when the test report becomes invalid during the respective homologation process
  • * Certificate of Conformity under the “Sample by Product Model and Surveillance for more than one Lot” scheme, (Scheme 2) can be extended based on document examination procedure in case if test reports remain unchanged
  • * Only one sample will be required within Schemes 1 (single batch), 2 (multiple batch) and 4 (devices including modules) procedures if there are no special recommendations

Publish new standard for LED Lamps

The Mexican Secretariat of Economics informed on the new standard NMX-I-J-324-NYCE-ANCE-2022 on self-ballasted LED lamps for general lighting services including safety requirements and test methods. This standard determines safety and interchangeability requirements and describes the relevant test methods and conditions showing the capability of LED lamps to meet the listed requirements. The standard applies to household self-ballasted LED lamps or ones with the similar general lighting purposes that have:

rated wattage up to 150 W

rated voltage of > 50 V up to 277 V

Caps with specific characteristics.

‍The National Mexican standard is based on IEC 62560 standard. However, it can’t be treated as a similar one as it has national differences with regard to its structure and procedural matter.

The Mexican new standard NMX-IJ-324-NYCE-ANCE-2022 will enter into force 180 calendar days after publication of this Declaration of Validity in the Official Gazette of the Federation.

Thus, the standard becomes effective on 13 September 2022

Changes Conformity Assessment Procedure for Telecommunications Equipment

The Mexican Federal Telecommunications Institute (IFT) has recently revised the Conformity Assessment Procedure in the field of telecommunications and broadcasting equipment. Revised document was officially released on December 27, 2021.

The key changes are: 

IFT grants the right to include to the certificate of conformity not only affiliates and subsidiaries of the manufacturer but also Local importers or distributors. This decision will help to reduce the costs and time for getting certificate of conformity for importers;

IFT has amended requirements to test reports.

1) Testing labs are responsible send test reports to IFT. However, IFT reserve the right to request labs to share test reports if any.

2) Validity of test reports is changed from 60 to 120 days. These amendments are aimed to maintaining confidence and to prevent a problem arising from a situation when the test report loses its validity during the respective homologation process;

Expansion of the Certificate of Conformity in the “Sample by Product Model and Monitoring for Multiple Lots” scheme, (Scheme 2) is possible through document verification as no new test reports are required.;

Unless specific recommendations are made, the sample size is reduced to 1 for schemes 1 (single batch), 2 (multiple batch) and 4 (devices including modules). Scheme 3 (Family Approval) requires a sample of two different models

Non-new, pre-owned products will be subject to Conformity Assessment Procedure.

The amendments become effective from June 25, 2022.

IFT Updates

The Institute Federal de Telecommunications (IFT) has released new regulations on homologation.

These new regulations are applicable to telecommunication and broadcasting products that use a network or the radio spectrum. The guidelines will be implemented on June 29th 2022, along with giving a 180 day transition period after publication.

Some of the main things in the new guidelines include New definitions of Certification Routes and Types, which are certificate type a: for products whose radio interfaces fall 100% under Mexican IFT Technical Provisions, certificate type b: for products that don’t have any interface under the scope of Mexican IFT Technical Provision, and certificate Type C: for products that contain radio interfaces under Type A and products under Type B. Along with a new process for registration of devices formally exempted from homologation

Another main point of discussion as well is exemptions for products considered inherently conforming, products designed for ISM applications, products for trials and events, and products for telecom infrastructure.

The Instituto Federal de Telecomunicaciones (IFT) of Mexico is currently experiencing a very high volume of applications and has only one staff person dedicated to reviewing homologation applications. Therefore, applications have been delayed about 3 months on average.

IFT Opens Public Consultation on 5925 – 7125 MHz Band

The Instituto Federal de Telecomunicaciones (IFT) in Mexico has opened a public consultation for the 5925 – 7125 MHz frequency band. The objectives of the consultation are:

  • Establish the technical operating conditions of WAS/RLAN systems that could make use of the of the 5925 – 7125 MHz frequency band, in order to promote the deployment of new technologies in Mexico to benefit the general public
  • Manage and promote efficient use of the radio spectrum in the 5925 – 7125 MHz frequency band for the telecommunications sector
  • Promote conditions for the general public to have access to new telecommunications technologies and services through the use of the 5925 – 7125 MHz frequency band
  • Increase the harmonization in the use of the radio spectrum for the operation of WAS/RLAN systems in the 5925 – 7125 MHz frequency band, based on international best practices and existing technological advances
  • Encourage technological innovation in Mexico by adding access to the radio spectrum for new equipment or technologies related to the operation of WAS/RLAN systems in the 5925 – 7125 MHz frequency band, without need for a concession for these purposes
  • Promote competition in the telecommunications market for the 5925 – 7125 MHz frequency band
