New Technical Regulation on Radio Equipment Comes into Force in Moldova

Decision of the Government of Moldova # 34 dated by January 30, 2019 will become effective from February 22, 2021. The Decision approves Technical Regulations “On ensuring the presence of radio equipment on the market” and terminates Decision № 1274/2007 on technical regulations approval of “Radio and telecommunication equipment and confirmation of their compliance”.

The Technical Regulation “On ensuring the presence of radio equipment on the market” contains some statements from the Directive 2014/53/EU of the European Parliament and of the Council. The Regulation applies to radio equipment excluding those exclusively used for activities concerning public security, defense, national security, including the economic well-being of the State, and the activities of the State in the area of criminal law.

 

According to the Decision #34, it is accepted to put radio equipment marked with SM conformity mark on the market of Moldova as well as into operation according to the requirements of Law No.235/2011 on accreditation and conformity assessment activities.


Once the conformity assessment of radio equipment intended for the national market is carried out by recognized conformity assessment bodies, the manufacturer or his authorized representative that is located in Moldova can affix the SM conformity mark.

United Kingdom Publishes EU Toys Safety Standards List

Office for Product Safety and Standards issued Guidance on Toys (Safety) Regulations 2011 in January 2011. The Guidance helps manufacturers to understand how to meet the compliance with regulations to put products on the market of the Great Britain.
The Regulations determine the essential safety requirements for toys designed or intended for use in play by children under 14 years old.
The Regulations contain:
– general safety requirements such as safety of the toy itself and its chemical components if any, general requirements to specified age groups, warning marking requirements, requirements to the label and manual
– particular safety requirements such as those concerning hazards relating to physical/mechanical properties, flammability, chemical properties, electrical properties, hygiene requirements, and radioactivity.
The Department for Business, Energy, and Industrial Strategy (BEIS) of Great Britain published a notice with the list of standards that helps to ensure the meeting of the product to safety requirements of the Regulations. The list consists of European standards and includes the following 11 references:
 
1. EN 71-1:2014+A1:2018 Safety of toys – Part 1: Mechanical and physical properties
2. EN 71-2:2011+A1:2014 Safety of toys – Part 2: Flammability
3. EN 71-3:2019 Safety of toys – Part 3: Migration of certain elements
4. EN 71-4:2013 Safety of toys – Part 4: Experimental sets for chemistry and related activities
5. EN 71-5:2015 Safety of toys – Part 5: Chemical toys (sets) other than experimental sets
6. EN 71-7:2014+A2:2018 Safety of toys – Part 7: Finger paints – Requirements and test methods
Note: For the allowed preservative climbazole (entry 22 in Table B.1 of Annex B to this standard) the presumption of conformity applies up to a maximum allowed concentration of 0,2 % (not: 0,5 %). This is based on the ‘ADDENDUM to the Opinion on Climbazole (P64) ref. SCCS/1506/13’ of the Scientific Committee on Consumer Safety (SCCS) that was adopted after the publication of the standard by CEN.

NATCOM publishes updated Type Approval Regulations

The authority NATCOM published new Type Approval regulations in November 2020 after starting the reviewing process in 2019.

Type approval is required for all electronic communication equipment. Type approval can be obtained with the typical technical documentation and test reports from accredited test labs.

Also, the obligations and duties of importers and distributors are layed out.

Vietnam Issues New National Technical Regulations

The Ministry of Information and Communications of the Socialist Republic of Vietnam (MIC) issued three new National Technical Regulations and three Circulars for their implementations respectively. The Regulations apply to SRD products operating in the frequency band from 1 GHz to 40 GHz, broadband data transmission equipment operating in the 2,4 GHz band and wireless equipment that contains LPWAN or LoRa technologies:


        *QCVN 54:2020/BTTTT and Circular 35/2020/TT-BTTTT are applicable to broadband data transmission equipment operating in the 2,4 GHz band

        *QCVN 74:2020/BTTTT and Circular 34/2020/TT-BTTTT are applicable to SRD products operating in the frequency band from 1 GHz to 40 GHz

        *QCVN 112:2020/BTTTT and Circular 38/2020/TT-BTTTT are applicable to wireless equipment that contains LPWAN or LoRa technologies

The documents come into effect from July 1, 2021. However, Technical regulations QCVN 54:2011/BTTTT and QCVN 74:2013/BTTTT for broadband equipment operating in the 2,4 GHz frequency band and for SRD devices operating in the frequency band from 1 GHz to 40 GHz are currently valid and effective up to July 1, 2021.


Please, note that all certificates issued according to the QCVN 54:2011/BTTTT and QCVN 74:2013/BTTTT must be re-issued under the new Regulations requirements. All test reports issued against QCVN 54:2011/BTTTT or QCVN 74:2013/BTTTT requirements could not be used to prove the compliance of products to the new versions of the technical regulations. It means that the products fall under the scope of QCVN 54:2020/BTTTT or QCVN 74:2020/BTTTT must be tested within the new regulations requirements as well.

TRA UAE released new Regulation for UWB and SRD

The Telecommunications and Regulatory Authority TRA in United Arab Emirates have released a new version for Ultra Wide Band and Short Range Devices regulation

The TRA revised the regulation to current version 4.0. The regulation was released 21 December 2020 and is in force.

The document defines the requirements for compliance, that UWB and SRD products need to fulfill.

Within the regulation release, it shows the allowed frequencies together with information about usage of product, transmission power, duty cycle, channel spacing and the standard reference.

The Syrian Telecommunications & Post Regulatory Authority will start to request Safety Test Reports according to EN 62368-1 from 20 December 2020 onwards, when Type Approval is requested.

Summary of changes:

  • The standard EN 62368 will be mandatory for the new applications.
  • For the approved models before December 20, 2020, the old standards still can be accepted for renewal applications

New Updates for Telecommunications List of Products

ANATEL published new Act 7280 on November 26, 2020, which has updated the Reference List of Products for Telecommunications and replaced the Act. 2222, dated April 20, 2020.

Summary of the The main changes:

  • All products that have previously required a renewal every year, now the renewal will be every 2 years, such as Chargers for mobile phone (including Wireless Charger), ONTs, WWAN devices, Mobile phones, batteries, IP phones, etc. There will be no more renewal for every 1 year.
  • ANATEL will also require ISO Certificate with sworn-in translation in Portuguese for all Certifications, except for products whose Conformity Assessment Mode is “Conformity Declaration”.
  • ANATEL will accept testing reports done abroad for certain devices, such as OLT, Data Network Equipment (Switch) installed in corporative/ industrial environment, Digital Multiplex, etc. The foreigner laboratory must be accredited by one ILAC member.
  • Some types of products that were previously not required any renewal, now they will need renewal every 3 years, such as OLT, Data Network Equipment (Switch) installed in corporative/ industrial environment, Multiplexer, Coaxial cables, some types of Optical cables, etc.

This new Act will come into effect around June 1, 2021, 180 days after its publication.

Chile Issues New Resolution for Short-Range Devices

The Chilean authority has amended the requirements for Short Range Devices (SRD). The amendments are as follows:

  • Power limits for outdoor application of SRD operating in the 5.150-*5.250GHz band have been increased to max 1W (30dBm) e.i.r.p. with power spectral density limits of 17mW/MHz.
  • Access Points (AP) operating in the frequency band from 5.925 to 7.125 MHz are for indoor use only and should have the following technical parameters: max 30 dBm e.i.r.p., power spectrum density limit of 5 dBm / MHz.
  • APs operating in the frequency band from 5.925 to 7.125 MHz must only have integrated antennas and cannot be equipped with external or removable antennas
  • APs operating in the frequency band from 5.925 to 7.125 MHz cannot use internal batteries or have spaces for their installation
  • User terminal devices that are connected with such APs must operate at the following power levels of max 24 dBm e.i.r.p. or 250mW and max power spectral density limit of -1 dBm / MHz.
