Stop issuing provisional Certificate

Communications Authority of Kenya (CAK) has stopped issuing Provisional Type Approval certificates and will now only issue final Type Approval certificates. Previously the applicant received a provisional certificate for 6 month before getting permanent certificate  Now the applicant will receive directly the permanent certificate. About the provisional certificate already issued, we shall follow the old process until they are eliminated.

New Bands for Unlicensed Use

Ministry of Transport and Communications of Peru (MTC) issued the Resolution 488-2021-MTC/01. According to this document, the 470-698 MHz frequency band for wireless telecommunication services became available for the unlicensed use. However, the technical characteristics must be the same as for TV White Spaces technologies operating on the 470 MHz to 698 MHz bands that were approved earlier.

Apart from that, the MTC has modified its National Frequency Attribution Plan enabling unlicensed access to the 6 GHz band, where 1200MHz of spectrum in the 5925MHz-7125MHz (6GHz) band was identified for unlicensed Wi-Fi 6E access.

Currently, the technical parameters for the unlicensed use of the 6 GHz band are under consideration. Nevertheless, the unlicensed access to the whole 6 GHz band for Wi-Fi will take Peru to a higher level where ultra-fast Wi-Fi brings new applications and new industries to the market

NTRA approves voice calls via 4G Technology (VoLTE)

National Telecom Regulatory Authority of Egypt (NTRA) approved voice calls via 4G Technology (VoLTE). In fact, VoLTE service has not been applied in Egypt’s market before, while this step came in response to the several requests made by operators to obtain NTRA’s approval on launching VoLTE service for their subscribers. It is worth noting that NTRA approved to start launching this service, after the operators had met all the necessary technical and regulatory requirements.

Postpones SASO IEC 62368-1:2020 Standard

Saudi SASO officially published standard SASO-IEC-62368-1:2020 “Audio/video, information and communication technology equipment – Part 1: Safety requirements” in the end of November 2020 and announced the transition from the Standards SASO-IEC-60950-1 and SASO-IEC-60065 to SASO-IEC-62368-1 for Audio/video, information and communication technology equipment that should be ended on July 1, 2021. However, recently the SASO has notified the postponement of the implementation date of SASO IEC 62368-1:2020. Thus, the new standard will be effective from January 1, 2023.

This national standard is equivalent to IEC 62368-1:2018 standard and was developed as identical to IEC 62368-1:2018. So test reports issued against the requirements of the previous version of the standard SASO IEC 62368-1:2017 (IEC 62368-1:2014) will be accepted until December 30, 2022.

Updates Radiofrequency Spectrum Plan

The ACMA issued the new Australian Radiofrequency Spectrum Plan 2021 (the Spectrum Plan). This Spectrum Plan is developed under section 30 of the Radiocommunications Act 1992 and reflects the frequency allocation recommendations of the most recent World Radiocommunication Conferences (WRCs). It revokes the previous Australian Radiofrequency Spectrum Plan 2017.

The Spectrum Plan 2021 is divided into two chapters. Chapter 1 is called “General information” and contains general information on the development and application of the Spectrum Plan and should be used for reference. It consists of 4 parts and provides explanations on the geographic regions and information about the table of frequency band allocations as well as spectrum management in Australia.

Chapter 2 is called “Australian Radiofrequency Spectrum Plan” and includes the table of frequency band allocations and defines the general purposes for which the bands should be used. The Spectrum Plan contains not only domestic but also international footnotes connecting with the arrangements for spectrum management that are necessary for compliance.

Thus, due to the Spectrum Plan people are informed about the services they can operate on each frequency band and rules they must follow as well as the rules aligned with the requirements of the International Telecommunication Union (ITU) Radio Regulations.

Revises Requirements for National Conformity Marking

The Government of the Russian Federation issued Resolution 955 that amends Resolution “On market access certification mark” on June 21, 2021.

This CTP mark now should be used for products that successfully pass the mandatory national conformity assessment procedure according to the “Technical Regulation” Federal Law. The national conformity assessment procedure is applicable only when the product is out of EAEU technical regulations requirements.

Before the validity of the Resolution, the CTP mark should be applied only when the product was in the scope of the national technical regulations. However, these regulations have been cancelled once the relevant EAEU technical regulations appeared as they served as the transitional documents that allowed national manufacturers to prepare for the EAEU regulations requirements. Products that were not subject to these national technical regulations fall under the national certification system of Rosstandard (previously, GOST R system) and should bear PCT conformity mark. There were mandatory and voluntary conformity assessment procedures within the national certification system of Rosstandard.

Now products that fall under the mandatory requirements within the national certification system of Rosstandard must bear CTP and not PCT mark. However, according to the Government notice, productions that have been approved before the effectiveness date of these amendments, can continue to enter the Russian market with the PCT mark until the termination of the issued certificates.

New Requirements for IT/Networking Application

SIRIM QAS International has implemented the certification for Active Indoor Antenna for Digital Terrestrial Television (DTT) and Internet Protocol Version 6 (IPv6) in according to MCMC MTSFB TC T014:2017 and MCMC MTSFB TC T013:2019 respectively. Therefore, the importation of the above products into the country shall subject to compliance approval or special approval.

With the above requirements, please be informed that the IT/Networking Module in eComM has been updated with a new module as to ensure application for IT/Networking are fulfils with the new requirements.

Therefore, with effective from 1st August 2021

application for IT/Networking shall be processed as follows:

Application Criteria

New Requirement

IT/ Networking application submitted before 1st Aug 2021 (Use Old IT/Networking Module)

a) Approved application will be issued with a validity period until 31st July 2021.

b) Certificate of Approval (CoA) application is allowed until 31st July 2021, however application submitted after 31st July 2021 will be rejected by the system.

IT/ Networking application submitted from 1st August 2021 and onwards (Use New IT/Networking Module)

a) Approved application will be issued with a validity period of one (1) year from the date of File Number is generated.

b) Certificate of Approval (CoA) application is allowed within the validity period, however application submitted after end of validity period will be rejected by the system
