Indonesia's Deputy Minister Nezar Patria Calls for Stronger Stakeholder Collaboration to Boost AI Research

Deputy Minister of Communication and Digital Nezar Patria emphasized the importance of collaboration between stakeholders and the AI industry to strengthen AI research and development in Indonesia. Speaking at the World Public Relations Forum 2024 in Bali, Patria highlighted two key challenges: high costs for AI research and development, and a gap in digital talent. He stressed the need for all stakeholders to contribute to developing the necessary talent pool to optimize AI technology.

Patria also noted that a national strategy and regulations are being prepared to help integrate AI into Indonesia’s digital economy, ensuring its responsible adoption. He urged early preparation to harness AI for human benefit, aiming to maximize its potential while minimizing risks.

Government Targets Online Gambling with AI and Enhanced Collaboration

The Ministry of Communication and Informatics in Indonesia has introduced a new monitoring and blocking system using machine learning and AI to target online gambling sites more effectively. This initiative, announced by Teguh Arifiyadi at a forum in Central Jakarta, aims to enhance detection and preventive measures against online gambling. The Ministry is collaborating with the Indonesian National Police, Financial Services Authority (OJK), and the Financial Transaction Reports and Analysis Center (PPATK) to strengthen enforcement.

Despite these efforts, the online gambling industry’s financial turnover is substantial, exceeding IDR 300 trillion and affecting over 3 million people. The Financial Transaction Reports and Analysis Center reported a significant increase in turnover, from IDR 2 trillion in 2017 to IDR 327 trillion in 2023. In 2024, authorities have blocked over 4,500 gambling-related accounts. OJK focuses on prevention and enforcement, facing challenges due to the ease of opening new accounts and illegal transactions. The collaboration aims to create a safer digital environment by combating online gambling.

President Swears in Two Agency Heads and New Head of Presidential Communications Office

Central Jakarta, Kominfo – President Joko Widodo officially inaugurated Hasan Nasbi as Head of the Presidential Communications Office, Dadan Hindayana as Head of the National Nutrition Agency, and Taruna Ikrar as Head of the Food and Drug Monitoring Agency (BPOM) at the State Palace in Central Jakarta on Monday, August 19, 2024. The ceremony followed the appointment of ministers and deputy ministers for the remaining term of the Advanced Indonesia Cabinet (2019-2024).

Deputy for Administrative Affairs of the Ministry of State Secretariat, Nanik Purwanti, read the Presidential Decrees appointing the new officials. Hasan Nasbi’s appointment was confirmed by Presidential Decree Number 93/P of 2024, while Dadan Hindayana’s appointment was made under Decree Number 94/P of 2024. Taruna Ikrar’s appointment was based on Presidential Decree Number 115/TPA of 2024.

During the ceremony, President Widodo administered the oath of office, emphasizing loyalty to the 1945 Constitution and commitment to ethical and responsible service.

The event concluded with a congratulatory speech from President Widodo, attended by Vice President Ma’ruf Amin, various coordinating ministers, and other cabinet members including Ministers of State-Owned Enterprises, Trade, Industry, Communication and Information, and more.

SDPPI Directorate General Calls on Related Ministries to Back TKDN Program for Telecom Devices

Jakarta (SDPPI) – The Directorate General of Resources and Postal and Information Technology Equipment (Ditjen SDPPI) organized a Forum Group Discussion (FGD) to explore the potential of Indonesia’s domestic telecommunications equipment industry. 

Held at Oakwood Suites Hotel Jakarta on July 3, 2024, the event involved discussions with the Ministry of Industry and the Ministry of Trade to strategize on fostering local industry growth. Key topics included the development of TKDN regulations to enhance local production and reduce dependency on imports. 

The FGD also highlighted the importance of collaboration among ministries to ensure balanced policies that benefit consumers and promote Indonesia’s standing in the global telecommunications market.

SDPPI Directorate General Ensures Public Awareness of New Regulations

Jakarta (SDPPI) – The Directorate General of Resources and Postal and Informatics Equipment (Ditjen SDPPI) organized a Regulation Dissemination event at Mandarin Oriental Jakarta on July 2, 2024.

The initiative aimed to inform the public about recent regulations, including Government Regulation Number 43 of 2023 and Ministerial Regulations Number 9 of 2023 and Number 1 of 2024. These regulations cover tariffs and operational guidelines for non-tax state revenue in the telecommunications sector. 

Muchtarul Huda, Head of the Legal and Cooperation Team, emphasized the importance of clear communication to ensure public understanding and compliance with the new regulations. Attendees included various stakeholders from the Ministry of Communication and Information and telecommunications industry associations.

Held on June 29, 2024, the event featured speakers from the General Election Commission (KPU) who shared insights on protocol practices in state events, emphasizing venue arrangement, ceremony protocols, and respect protocols based on hierarchical positions.

 Participants included officials and representatives from various units within Ditjen SDPPI and the Ministry of Communication and Information.

Effective from April 1 to December 31, 2024, this decree supersedes the previous Decree Number 11 of 2021. Indonesia and Malaysia have reached significant agreements regarding radio frequency spectrum management during a recent meeting held in Surabaya on 27th and 28th Feb 2024. Key points include:
 
Agreements on technical parameters for Digital Sound Broadcasting (DSB) and the use of 3.3 GHz and 3.5 GHz frequencies for International Mobile Telecommunication (IMT).
 
Discussions on the distribution of Indonesia-Malaysia channels and the realization of the 3.5 GHz frequency percentage in Malaysia.
 
Coordination efforts to resolve interference and update regulations, particularly in border areas, led by Indonesia’s Directorate General of Postal and Information Resources and Equipment (Ditjen SDPPI).
 
Emphasis on mutual understanding to ensure spectrum usage aligns with respective needs without interference, highlighting the importance of ongoing communication and coordination.

Indonesia SDPPI Mandates Full EMC Testing Parameters for Telecommunications Devices

In a significant regulatory development, starting January 1, 2024, all telecommunications devices entering the Indonesian market are now required to undergo comprehensive Electromagnetic Compatibility (EMC) testing parameters. This mandate, set forth by Indonesia’s Directorate General of Posts and Information Technology (SDPPI), aims to enhance the safety and reliability of telecommunications equipment within the country, aligning with global standards.
 
Prior to this update, SDPPI only mandated Radiated Emissions (30-1000 MHz and 1-6 GHz) testing for telecommunications devices. However, the new directive introduces a more robust testing framework by incorporating two additional parameters: Conducted Emission at Main Port and Conducted Emission at Telecommunication Port.
 
The expansion of testing parameters signifies a proactive approach by Indonesian authorities to address the evolving landscape of telecommunications technology, ensuring that devices entering the market meet stringent safety and performance standards. This move aligns with international practices and contributes to the overall improvement of the quality and reliability of telecommunications infrastructure in Indonesia.
 
Manufacturers and importers operating in the Indonesian telecommunications sector should take note of these changes, as they will experience a slight increase in both testing time and associated costs. While the additional parameters may pose a new challenge, the overarching goal is to bolster the resilience and integrity of the telecommunications ecosystem, ultimately benefiting consumers and industry stakeholders alike.

Indonesia SDPPI Updates Certification Fees

Kominfo Indonesia made an announcement on September 19th, 2023 regarding regulation Nomor 43 TAHUN 2023. This regulation pertains to the types and tariffs of non-tax state revenues that apply to the Ministry of Communication and Information.
The regulation covers all fees charged by the Ministry of Communications and Information, leading to changes in SDPPI certification fees based on the new regulations.
This regulation will be implemented on November 18, 2023
