2024 Global Regulators Meeting Focuses on Regulation, Digital Transformation, and SDGs

The 20th Global Meeting of Regulators (GSR2024) convened in Kampala from July 1 to 4, 2024, hosted by the International Telecommunications Union (ITU). This annual event brought together telecommunications and ICT regulators, policymakers, and stakeholders to discuss regulatory issues. Themed “Regulation for Impact,” the meeting focused on achieving Sustainable Development Goals (SDGs) by 2030, emphasizing capacity building, standards development, and digital inclusion. Discussions highlighted the need for digital identity, data security, and resilient infrastructure amidst global challenges.

The event also saw the signing of the GSR2024 best practices document, signaling a commitment to bridging digital divides through education and safe technology adoption. Participants, including dignitaries like Ms. Doreen Bogdan-Martin and Ugandan leaders, stressed accelerating technological advancements and inclusive development. The session concluded with plans for a broadband infrastructure mapping platform in Africa and emphasized international collaboration and responsible regulation for a sustainable digital future.

On June 4, 2024, Clinical Professor Dr. Saran Boonbaichaiphruek, NBTC Chairman, and Mr. Trairat Wiriyasirikul, Acting Secretary-General of the NBTC, represented Thailand at the 2024 Council-24 session in Geneva, Switzerland. Discussions at the meeting covered strategic planning, policy implementation, budgeting, and setting the direction of ITU’s operations from 2024-2027, focusing on tasks such as determining frequency bands, developing telecommunications standards, and reducing the digital divide. Thai representatives highlighted ITU’s role in promoting inclusive, safe, and sustainable AI use and emphasized Thailand’s commitment to supporting ITU’s mission. Important topics included the construction of ITU’s new headquarters and support for Palestine’s telecommunications sector rehabilitation. This marks Thailand’s second official participation in the Council-24 meeting, showcasing its proactive engagement in international telecommunications affairs.

The Telecommunications and Digital Government Regulatory Authority (TDRA) has released the third version of the Specifications Guide for Telecommunications Network Boxes for Buildings. This guide outlines technical specifications and standards for designing internal and external networks in new buildings and areas, particularly emphasizing fiber-optic network deployment. By adhering to these standards, new buildings will be equipped with infrastructure capable of supporting high-speed networks, reducing communication box sizes and costs by 30%, room areas and costs by 50%, and energy usage significantly. Implementing the guide is estimated to save developers and service providers around 13.5 million dirhams annually.

Additionally, it strengthens the UAE’s global leadership in home fiber optic network penetration and promotes the construction of smart and environmentally friendly buildings.

Azerbaijan Adopts New EMC Standard for Broadband Data Transmission Systems

The Azerbaijan Standardization Institute (AZSTAND), overseen by the Antimonopoly and Consumer Market Control State Service under the Ministry of Economy, has ratified a new standard for Electromagnetic Compatibility (EMC) in radio equipment and services.
 
Known as AZS ETSI/EN 301 489-17 V3.2.3:2024, this standard focuses on specific conditions relevant to broadband data transmission systems. It delineates technical characteristics and measurement methodologies for equipment within these systems, ensuring adherence to electromagnetic standards.
 
The standard, dubbed “Adjusted Standard for Electromagnetic Compatibility,” emerged from discussions within the Technical Committee on Standardization, under the purview of “Information and Communication Technologies” (AZSTAND/TK 05). Following approval by the Institute, it has been formally integrated into the State Fund of normative documents on standardization.

Extension of Mandatory Certification Dates: Amendments to Phase III and Phase IV MTCTE Notification

Amendment Notification: Extension of Mandatory Certification Date for 10 Products under MTCTE
 
In a recent development regarding the testing and certification of telecom and networking equipment under Phase-III and Phase-IV of the MTCTE regime, amendments have been made to Notification No. 5-2/2021- TC/TEC/185 dated 27.12.2023.
 
The key amendments are as follows:
 
Extension of Mandatory Certification Date: The date for mandatory certification of 10 products (ERs) out of the total 44 products notified under MTCTE Phase-III and IV has been extended by four months. Previously set to commence from 01.04.2024, the new date for mandatory certification for these 10 products is now 01.08.2024. The list of these 10 products can be found in Annexure-I.
 
Acceptance of Test Reports: The last date for acceptance of test reports issued by labs accredited by International Laboratory Accreditation Cooperation (ILAC) signatories from non-border sharing countries has also been extended by four months, specifically for technical parameters. Originally set to end on 31.03.2024, this deadline has been extended to 31.07.2024, applicable to 4 products (ERs) listed in Annexure-II.
 
It’s important to note that the mandatory certification dates for the remaining 34 products notified under Phase III and IV shall remain unchanged as per the aforementioned office Notification No. 5-2/2021-TC/TEC/185 dated 27.12.2023.
 
These amendments come into effect immediately, aiming to provide stakeholders with adequate time to comply with the certification requirements under the MTCTE regime.

The Indonesia Telecom Regulatory Authority has issued Decree Number 109 of 2024, establishing overseas test centers for telecommunications equipment certification. Effective from April 1 to December 31, 2024, this decree supersedes the previous Decree Number 11 of 2021. It aims to enhance the certification process for telecommunications equipment by recognizing updated overseas testing facilities.
