Vietnam Ministry Updates Product Safety Regulations with Circular 02/2024/TT-BTTTT

The Vietnam Ministry of Information and Communication (MIC) released Circular 02/2024/TT-BTTTT on March 29, 2024, outlining a list of potentially unsafe products and goods under its jurisdiction. This new Circular, effective from May 15, 2024, supersedes Circular 04/2023/TT-BTTTT and introduces several key amendments:
 
  1. Update and synchronization of four newly issued standards (QCVNs) from 2023:
    • QCVN 117:2023 / BTTTT for 2G/3G/4G Devices
    • QCVN 110:2023 / BTTTT for E-UTRA Base Stations
    • QCVN 111:2023 / BTTTT for E-UTRA Repeaters
    • QCVN 55:2023 / BTTTT for SRDs operating in the 9 kHz – 25 MHz frequency band.
  2. Until June 30, 2024, testing can follow either the old or new versions of standards.
  3. Starting July 1, 2024, testing must adhere to the new standards, although certificates obtained under the old standards will remain valid.
  4. Testing under extreme conditions for existing old standards is suspended until June 30, 2024.
  5. Except for WiFi modems and access points, testing under extreme conditions is not mandatory until June 30, 2025.
  6. Land mobile communication terminals, excluding mobile phones, must utilize E-UTRA (4G) technology from July 1, 2024.
  7. Only QCVN 18:2022/BTTTT will be applicable to 76-77GHz radar equipment; QCVN 124:2021/BTTTT will no longer be in use.
  8. Only QCVN 96:2015/BTTTT will apply to wireless charging devices; QCVN 55:2011/BTTTT will no longer apply.
  9. For products listed in Section 1 and 2 of Appendix 2 with short-range radio only, such as desktop computers, laptops, and tablets, imported solely for personal use, and with an imported quantity of less than three units, Type Approval Certification and SDoC can be waived.
 
Type Approval Certificates and/or Notice of Receipt of Declaration of Conformity obtained from July 15, 2023, until the effective date of this Circular will remain valid.

CONATEL, Paraguay’s National Commission of Telecommunications, has rolled out Resolution No. 3171 to bolster the quality of cellular mobile devices within the country. This resolution endorses the technical standard NTC-T-IMT:2023, setting a comprehensive framework for conformity assessment.
 
The NTC-T-IMT:2023 standard ensures that mobile devices meet essential criteria for homologation, aligning with global telecommunications standards. It mandates adherence to power limits, emissions criteria, and authorized frequency bands, fostering optimal device performance and minimal network interference.
 
Additionally, the standard encompasses specifications for mobile device technologies, requiring compliance with established norms and criteria for operation within Paraguay’s telecommunications networks.

Agreements on technical parameters for Digital Sound Broadcasting (DSB) and the use of 3.3 GHz and 3.5 GHz frequencies for International Mobile Telecommunication (IMT).
 
Discussions on the distribution of Indonesia-Malaysia channels and the realization of the 3.5 GHz frequency percentage in Malaysia.
 
Coordination efforts to resolve interference and update regulations, particularly in border areas, led by Indonesia’s Directorate General of Postal and Information Resources and Equipment (Ditjen SDPPI).
 
Emphasis on mutual understanding to ensure spectrum usage aligns with respective needs without interference, highlighting the importance of ongoing communication and coordination.

Enforcement Date Extended for 5G n71 Frequency Band

The enforcement date for the 5G n71 frequency band, as outlined in technical specification GEN002, has been extended from April 1, 2024, to January 1, 2025. This extension applies to mobile phones, tablets, mobile computers, mobile routers, and CPEs.
 
As per GEN002, devices must support specific frequency bands based on the technology they utilize. For LTE, the mandatory bands include B1, B3, B8, B20, B28, B40, and B41 (2540-2640MHz). For 5G NR, devices must support n1, n3, n8, n28, n40, n41, n71, n77, and n78. However, the enforcement of n71 will commence on January 1, 2025.

The spectrum bands identified for the International Mobile Telecommunications (IMT) are considered to have the highest economical value due to their critical role in providing high quality wireless broadband services.
These bands are identified internationally through the ITU Radio Regulations to ensure a global harmonization and enable a large equipment ecosystem operating in these bands. This regulatory document identifies the IMT spectrum bands and regulates the use of these bands in the Kingdom of Saudi Arabia. The document includes the available access regimes, assigning and licensing regulations , enforcement, and other related regulations.
The main objectives of this document is to promote the optimal spectrum use and ensure the clarity and transparency in the assignment procedures used for spectrum identified for IMT.

As Bhutan experiences surging demands for mobile broadband services, the Bhutan InfoComm and Media Authority (BICMA) unveiled a pivotal move. On 20th February 2024, BICMA published the 26GHz Band Plan, allocating the n258 band of 24.3 – 27.5 GHz to IMT Services in Bhutan.
 
Facing challenges of Quality of Service (QoS) degradation amidst limited land space, telecom operators seek solutions. The deployment of mid 3.5GHz (n78) for 5G Non-Standalone (NSA) reflects current efforts, with plans for further spectrum expansion to bolster 5G services.
 
Globally, regulators prioritize spectrum allocation in mid 3.5GHz, 700MHz, and mmWave bands, signaling opportunities for Bhutan’s mobile broadband sector. With the n258 band identified as conducive for 5G deployment, meticulous planning of band frequency, assignment methods, and limitations is paramount.
 
This strategic move aims to fortify mobile broadband capacity, ensuring enhanced QoS and meeting escalating subscriber needs in Bhutan’s dynamic telecom landscape.

Tanzania Implements Mandatory Labeling Requirement for Electronic Communications Equipment

In a move to bolster regulatory standards in the electronic communications sector, the Tanzania Communications Regulatory Authority (TRCA) announced the implementation of a labeling requirement. This development stems from the publication of new guidelines on Type Approval in November 2023.
 
Under the updated guidelines, all electronic communications equipment seeking Type Approval in Tanzania must comply with mandatory labeling regulations. Specific conditions outlining the labeling requirements can be found within pages 12 to 14 of the official document released by the TRCA.
 
The TRCA emphasizes the importance of adherence to these labeling standards, as they play a crucial role in ensuring the authenticity and compliance of electronic communications equipment entering the Tanzanian market. Additionally, the appearance and specifications of the required label are detailed on page 14 of the attached document.

Vietnam MIC Introduces Expanded Regulations for Mobile User Equipment Radio Access - QCVN 117:2023/BTTTT

The Ministry of Information and Communication (MIC) in Vietnam has issued Circular 20/2023/TT-BTTTT, along with the corresponding National Technical Regulation (QCVN 117:2023/BTTTT), focusing on GSM, W-CDMA, E-UTRA Land Mobile User Equipment – Radio Access.
 
The newly introduced QCVN 117:2023/BTTTT regulation expands upon the existing technical framework (QCVN 117:2020/BTTTT) by incorporating additional LTE frequency bands, namely:
 
  1. LTE B28: 703 MHz – 733 MHz / 758 MHz – 788 MHz
  2. LTE B40: 2300 MHz – 2400 MHz
  3. LTE B41: 2500 MHz – 2690 MHz
VoLTE labeling: Mobile phones must be labeled with “VoLTE” to comply with regulations 43/2017/NĐ-CP and 18/2022/TT-BKHCN.
 
These updates are slated to come into effect from February 15, 2024, marking a significant advancement in regulatory standards. Moreover, they will supersede and replace QCVN 117:2020/BTTTT starting July 1, 2024.
