Vietnam Unveils New SAR Regulation for Handheld Devices

Vietnam’s Ministry of Information and Communications (MIC) has introduced QCVN 134:2024/BTTTT, a new regulation on Specific Absorption Rate (SAR) that applies to various handheld electronic products, including mobile phones (4G & 5G), DECT phones, laptops, portable computers, and tablets.

This regulation will affect type approval, market access, imports, customs, and compliance requirements for these devices. The implementation timeline includes the start of testing, certification, and SAR compliance declarations on February 15, 2025. By July 1, 2026, all terrestrial mobile phones must meet the SAR compliance before entering the market, and by July 1, 2027, full compliance will be required for all products covered by the regulation to be legally sold in Vietnam.

The NBTC Office held the second public hearing on the draft announcement for granting frequency usage rights for international mobile services at 850 MHz, 1500 MHz, 1800 MHz, 2100 MHz, 2300 MHz, and 26 GHz.

On April 1, 2025, the National Broadcasting and Telecommunications Commission (NBTC) of Thailand held a second public hearing on its draft announcement regarding the criteria and methods for allocating frequency waves for International Mobile Telecommunications (IMT) businesses. The meeting was attended by key NBTC officials, including Chief Torapong Selanon, Assoc. Prof. Dr. Sompop Phuriwikraipong, and other senior members.

The primary goal of the draft announcement is to allocate frequencies for high-speed communication, which plays a critical role in Thailand’s economy and society. The allocation is aimed at improving the country’s telecommunications services and supporting the development of future 5G networks. The NBTC emphasized the importance of designing a fair and effective auction process to encourage competition and ensure efficient resource use, benefiting both the public and the country.

The hearing discussed various issues, including which frequencies should be auctioned, the appropriate auction methods, pricing, payment terms for new service providers, and conditions for consumer protection. Additionally, it addressed social aspects like protecting vulnerable groups, such as the elderly and those with disabilities.

The NBTC has conducted previous public hearings in January and February 2025 and is seeking comprehensive public feedback until April 4, 2025. The aim is to ensure transparency and fairness in the allocation process, supporting the development of digital infrastructure that can drive Thailand’s digital economy.

ICASA releases the Draft Regulations for Dynamic Spectrum Access and Opportunistic Spectrum Management within the Innovation Spectrum

The Independent Communications Authority of South Africa (ICASA) has published draft regulations for Dynamic Spectrum Access (DSA) and Opportunistic Spectrum Management for public consultation. These regulations focus on the 3800-4200 MHz and 5925-6425 MHz frequency bands, allowing the efficient use of unused spectrum (White Spaces) without interfering with primary license holders. This initiative aims to improve spectrum efficiency, especially in underserved areas, and promote new digital radio technologies, services, and applications.

The draft regulations are part of the second phase of implementing the DSA framework, following the successful launch of Television White Spaces (TVWS) in 2021. ICASA has consulted with stakeholders, including Fixed Services and Fixed Satellite Services, to ensure protection of their systems. Simulations in urban and rural areas were conducted to assess the feasibility of the DSA approach.

The regulations aim to promote greater connectivity, optimize spectrum usage, and lower entry barriers for Small, Medium, and Micro Enterprises (SMMEs). ICASA invites stakeholders to submit written representations on the draft regulations by May 30, 2025.
