Changes to Radio Frequency Allocation Plan Come into Force

The Government of the Republic of Serbia adopted a Decree amending the Radio Frequency Bands Allocation Plan at its 77th session, based on Article 100, paragraph 5 of the Law on Electronic Communications (Official Gazette No. 35/23). The amendment, prepared by RATEL and submitted by the Ministry of Information and Telecommunications with input from the autonomous province, was published in the Official Gazette No. 31 on 11 April 2025 and came into force on 12 April 2025.

This updated Plan defines the allocation of radio frequency bands for specific radio communication services, aligning with ITU Radio Regulations, international treaties, agreements, legal acts, recommendations, and relevant EU regulations.

CRA Outlines Policy Direction for IoT and M2M in Qatar

The Communications Regulatory Authority (CRA) has published a Position Paper on the Internet of Things (IoT) and Machine-to-Machine (M2M) technologies to promote innovation, security, and economic growth in Qatar. The Paper outlines a comprehensive regulatory framework to ensure secure, interoperable, and investment-friendly environments for Service Providers and businesses.

Key goals include addressing current regulatory gaps, enabling flexible yet secure scaling of emerging technologies, and improving service reliability for consumers. It supports business and investment growth, positioning Qatar as a regional leader in digital innovation.

CRA’s Technical Affairs Director, Mr. Ali Al-Suwaidi, highlighted IoT’s role in smart cities and sustainability, stressing the need for robust regulation aligned with global standards. India’s DoT Releases Draft Rules for LPI and VLP WAS/RLAN Use in Lower 6 GHz Band

On May 19, 2025, India’s Department of Telecommunications (DoT) released the “Draft Rules for the Use of Low Power and Very Low Power Wireless Access Systems”, including ‘Radio Local Area Networks (RLANs)’ in the “Lower 6 GHz band (5925–6425 MHz)”. These rules will take effect upon their publication in the Official Gazette.

Key provisions include:

  • Low Power Indoor (LPI) devices are permitted with a maximum EIRP of 1 watt.
  • Very Low Power (VLP) Outdoor devices are allowed with a maximum EIRP of 25 milliwatts.

The draft aims to regulate efficient use of spectrum for wireless broadband services while ensuring minimal interference.

TRAI Unveils Consultation Paper for Allocation of Microwave Spectrum in Various Frequency Bands Including E-Band and V-Band

The Telecom Regulatory Authority of India (TRAI) has released a Consultation Paper on the assignment of microwave spectrum across multiple frequency bands, including 6 GHz (lower), 7 GHz, 13 GHz, 15 GHz, 18 GHz, 21 GHz, E-Band (71–76 / 81–86 GHz), and V-Band (57–64 / 66 GHz).

This follows a revised reference from the Department of Telecommunications (DoT), aligning with the provisions of the Telecommunications Act, 2023, which classifies backhaul spectrum assignment as an administrative process.

TRAI has been asked to provide recommendations on key aspects such as:

Demand assessment and service scope (Access, Backhaul, or Integrated Access & Backhaul).

Spectrum charges, spectrum cap, and carrier aggregation for backhaul spectrum.

Impact of possible IMT use in 7/15 GHz bands post-WRC-2027.

Spectrum earmarking for Fixed Wireless Access (FWA) and non-commercial/captive backhaul.

Feasibility of license-exempt indoor device use in the V-band.

Stakeholders are invited to submit comments by June 25, 2025, and counter-comments by July 9, 2025, via the TRAI website.

TRAI Publishes Guidelines on Spectrum Allocation Terms for Select Satellite Communication Services

The Telecom Regulatory Authority of India (TRAI) has issued its much-awaited recommendations on the terms and conditions for assigning spectrum for certain satellite-based commercial communication services, following a request from the Department of Telecommunications (DoT).

The recommendations cover spectrum allocation for NGSO-based Fixed Satellite Services (FSS) and GSO/NGSO-based Mobile Satellite Services (MSS), aiming to enable high-speed internet and communication services across India, especially in remote areas.

TRAI proposes spectrum use in bands such as Ku, Ka, Q/V, L, S, and C, with assignments valid for five years, extendable by two. Spectrum charges will be 4% of Adjusted Gross Revenue, with additional subscriber-based fees in urban areas for NGSO-FSS.

The regulator also recommended faster processing timelines, inter-operator coordination, and potential subsidies for rural user terminals. The move is expected to boost satellite connectivity and bridge the digital divide in underserved regions.

The White House Office of Management and Budget (OMB) released two memos on April 3 outlining updated guidance for the use and acquisition of artificial intelligence (AI) in federal agencies. These memos, issued under President Trump, replace previous Biden-era directives but retain many of the same frameworks, such as the roles of chief AI officers and risk management for high-impact AI systems.

Memo M-25-21 sets out governance priorities—innovation, governance, and public trust—while memo M-25-22 addresses AI procurement, emphasizing U.S.-made AI, risk management, and collaboration. It introduces a 200-day deadline for creating a federal AI procurement tools repository.

Despite maintaining key oversight structures, some specific AI use cases listed under Biden—like election-related tools or unauthorized voice replication—were omitted. Implementation concerns persist, as watchdog groups question whether all agencies, especially newer Trump-era entities like the Department of Government Efficiency (DOGE), will adhere to the rules.

Finally, the memos follow a broader Trump initiative to support AI infrastructure, including identifying federal land for AI data centers, continuing a policy initially advanced by the Biden administration.

New Radio Frequency Permits Issued to Support 5G Network Deployment and Expansion

The tender process for the allocation of radio frequencies to support the development of 5G mobile networks in Armenia resulted in the RA Public Broadcasting Corporation being awarded the 2300-2350 MHz and 2350-2400 MHz frequency segments. Following a meeting of the Commission for the Regulation of Services on April 2, 2025, permits for frequency use were granted.

As part of the obligations in these permits, mobile communication coverage, including broadband 5G technology, must be available in at least 60% of urban areas within 3-7 years. This includes key locations such as the “Engineering City,” “Academic City,” airports, and border checkpoints. Additionally, broadband internet coverage, with at least 10% provided by 5G technology, must be available on 98% of the country’s interstate highways.

The competitive allocation of these frequencies resulted in significant financial benefits, with the state receiving 2.5 billion drams from the provision of the frequencies and 1.68 billion drams annually for their use. This increased state budget revenue from radio frequency payments to over 10 billion drams, up from the previous 8.6 billion drams.

NCA Releases Updated National Frequency Allocation Table

The National Communications Authority (NCA) of Ghana has published the National Frequency Allocation Table (NFAT), a critical tool for managing the country’s radio spectrum. The NFAT outlines the allocation of frequency bands for various wireless communication services, aligning with the Radio Regulations of the International Telecommunication Union (ITU). Its primary goal is to optimize the use of radio spectrum, ensuring availability for both current and future technologies and services.

Key considerations in developing the NFAT include:

* Adherence to international radio regulations and regional frequency allocation tables,
* Anticipating future demands from different user categories,
* Spectrum usage patterns in neighboring countries,
* International and regional agreements.

The NFAT may be updated in response to changes in NCA’s licensing decisions or alterations in ITU’s Radio Regulations, particularly those arising from the World Radiocommunication Conferences (WRC). However, the NFAT does not grant any rights for the use of radio services or equipment without proper authorization. According to Ghana’s NCA Act and Electronic Communications Act, manufacturers and authorized agents must obtain approval before producing, assembling, selling, or using Electronic Communication Equipment (ECE) in the country.
