AI Action Plan and Executive Orders Issued by Trump Administration: Implications for Employment Professionals

On July 23, 2025, the Trump Administration released the “America’s AI Action Plan” along with three Executive Orders aimed at accelerating U.S. AI leadership through deregulation, infrastructure investment, and a rejection of DEI (Diversity, Equity, and Inclusion) principles in federal AI guidance. The Plan promotes a centralized federal approach to AI governance, discouraging restrictive state regulations by tying federal funding to states’ AI policies. For labor and employment practitioners, key developments include the directive to revise the NIST AI Risk Management Framework to remove references to DEI, and the establishment of a Department of Labor-led AI Workforce Research Hub focused on job impacts, retraining, and skills development. While the “Preventing Woke AI” Executive Order applies only to federal AI procurement, it may influence private-sector AI tools over time. Importantly, the Plan does not alter existing employment discrimination laws, such as Title VII, nor does it impose new obligations on employers, though it signals long-term shifts in federal AI policy that could shape future workforce and compliance landscapes.

AI models posing systemic risks receive guidance on complying with EU AI regulations.

On July 18, the European Commission issued guidelines to help AI models deemed to pose systemic risks comply with the EU’s AI Act, which takes effect on August 2. These models, including foundation models from companies like Google, OpenAI, Meta, Anthropic, and Mistral, face stricter requirements due to their potential impact on public safety and rights. Obligations include risk assessments, incident reporting, and cybersecurity measures. Foundation models must also meet transparency rules like providing technical documentation and training data summaries. The move aims to ease regulatory burdens and clarify compliance ahead of the 2026 deadline.

Oman Completes Nationwide Shutdown of 3G Networks, Upgrades Fully to 4G and 5G

The Sultanate of Oman has successfully completed the full shutdown of its 3G networks, transitioning entirely to more advanced 4G and 5G technologies. This process began in the third quarter of 2024, starting in less densely populated areas as part of a gradual implementation plan. In July 2024, 700 3G stations were decommissioned in the governorates of Al Buraimi, Al Dhahirah, and Musandam, followed by the closure of 584 stations in Al Dakhiliyah in December 2024. In January 2025, 864 stations were shut down in Al Wusta and Dhofar, and subsequently, 1,835 stations in the governorates of South and North Al Batinah and South and North Al Sharqiyah were taken offline.

The final phase saw the shutdown of 1,699 stations in Muscat Governorate by the second quarter of 2025, with the exception of a few stations around Muscat International Airport, which remain operational temporarily for technical reasons. This nationwide shutdown aimed to enhance telecommunications services, improve energy efficiency, and free up frequencies for 4G, 5G, and IoT technologies. As a result, over 5,600 stations were upgraded, leading to 99% 4G network coverage and 90% 5G coverage across the country, along with annual energy savings exceeding two million kilowatt-hours. Oman is now among the first countries in the world to fully retire its 3G network and transition to next-generation connectivity.
