Niger Revises Rules on Radio Equipment

Niger’s Ministry of Communications, Postal Services and Digital Economy has issued Order No. 10/MCP/EN/SG/DL, establishing new conditions for type approval of radio equipment and installer licensing. The Order replaces earlier regulations from 2005 and 2015.

Under the new framework, all terminal and radio equipment imported or manufactured for the Nigerien market must obtain approval, except for devices used solely for audio broadcasting reception and equipment for defense or public security. Approved equipment receives a type approval certificate valid for three years, renewable if requirements are met.

The Order also sets a two-year renewable, non-transferable license for installers, with penalties introduced for selling unapproved equipment or improper installations. The Regulatory Authority will define and update applicable standards annually in line with international norms.

Wi-Fi 6E Devices Now Permitted in Paraguay

Paraguay’s telecom regulator, CONATEL, has approved technical standard NTC-RF-5925:2025, allowing the operation of low-power indoor (LPI) and very low-power (VLP) short-distance outdoor wireless access systems in the 5.925–6.425 MHz band. The National Frequency Allocation Plan assigns this band primarily to fixed and fixed-satellite services, while low- and very low-power wireless access systems are authorized on a secondary basis.

Product safety and legal metrology functions have been moved from Singapore’s MTI to the CCCS.

Singapore’s Parliament passed the Competition (Amendment) Bill,  transferring consumer product safety and legal metrology functions from Enterprise Singapore (EnterpriseSG) to the Competition and Consumer Commission of Singapore (CCCS). The amendments also update the Competition Act 2004, the Enterprise Singapore Board Act 2018, as well as related legislation including the Consumer Protection (Trade Descriptions and Safety Requirements) Act 1975 and the Weights & Measures Act 1975.

Moldova Aligns with EU: CE-Marked Products No Longer Require Local Certification

The Republic of Moldova and the European Union have begun accession negotiations, with Moldova moving to align its legislation with EU standards.

Parliament has approved amendments to Law 235/2011 on accreditation and conformity assessment, allowing results from EU-notified bodies for products bearing the CE marking to be automatically recognized in Moldova. This means products lawfully marketed in EU member states will no longer require additional testing or certification before entering the Moldovan market.

The change applies also to radio equipment assessed under the EU’s RED Directive, regardless of country of origin.

The updated law, already endorsed by the Government and Parliament, will soon be published in the Official Monitor.

For labor and employment practitioners, key developments include the directive to revise the NIST AI Risk Management Framework to remove references to DEI, and the establishment of a Department of Labor-led AI Workforce Research Hub focused on job impacts, retraining, and skills development. While the “Preventing Woke AI” Executive Order applies only to federal AI procurement, it may influence private-sector AI tools over time. Importantly, the Plan does not alter existing employment discrimination laws, such as Title VII, nor does it impose new obligations on employers, though it signals long-term shifts in federal AI policy that could shape future workforce and compliance landscapes.

These models, including foundation models from companies like Google, OpenAI, Meta, Anthropic, and Mistral, face stricter requirements due to their potential impact on public safety and rights. Obligations include risk assessments, incident reporting, and cybersecurity measures. Foundation models must also meet transparency rules like providing technical documentation and training data summaries. The move aims to ease regulatory burdens and clarify compliance ahead of the 2026 deadline.

Updated Format for Telecommunication Equipment Declaration of Conformity Becomes Effective August 1, 2025

On July 15, 2025, Indonesia’s Directorate of Digital Infrastructure Services (DJID) issued Circular Letter No. 03 of 2025, announcing changes to the format of the Declaration of Conformity (DoC) for telecommunication equipment and device certification. This update, aligned with Ministerial Regulation No. 3 of 2024, mandates the use of a new DoC format to improve efficiency and accelerate the certification evaluation process.

Starting August 1, 2025, all certification applications must use the revised format outlined in Attachment I of the circular. Applications submitted after August 31, 2025, using the old format will be rejected. The new requirement applies to all telecom equipment subject to technical standards under Indonesia’s regulatory framework.

On 11th July 2025, the Botswana Communications Regulatory Authority (BOCRA) announced it is finalizing the rollout of a new Type Approval Management System to replace the existing one.

Effective after 25th July 2025, no Type Approval certificates—including corrections—will be issued through the old system. All new applications must be submitted via the new system going forward.

This initiative aims to enhance the country’s economic and social development through high-speed, low-latency 5G technology, benefiting sectors like industry, healthcare, transport, and agriculture.

The tender documents, available from ANRT, outline the regulatory, technical, and financial conditions for 5G network deployment, including service obligations, evaluation criteria, and the licensing process.
