New Modular Approval Rules enforced

The authority in Brunei, Authority for Info-communications Technology Industry (AITI), have informed that from 2012-08-12 on, modular approval will no longer cover end-products or host devices in Brunei.

For the market access, each host device model requires its own type approval certificate.

Modular approval for standalone modules imported to Brunei is still possible.

The Botswana authority BOCRA issues from now on type approval without expiration date.

Type Approval certificates which still have an expiry date should be updated 3 months in advance to an approval without expiration date.

Note, that changes in equipment will still require a new type approval.

Please be reminded that devices have to be approved in acc. with the TR / 2018/024 / BY – please see our news as of 2019/02/11.

The main difference of TR / 2018/024 / BY from previous requirements (Resolution 849/2016) is mandatory marking (TR BY) and mandatory in-country testing.

Belarus’s Radio / Telecom Approval (in addition to CU EAC Certificate) is required in order launch devices on Belarus market. 

Both CU EAC DoC and Belarus’s Radio / Telecom DoC are necessary in order to import and use the devices in Belarus.

IS RADIO / TELECOM APPROVAL REQUIRED, IF A PRODUCT HAS ALREADY BEEN PLACED ON THE MARKET OF BELARUS

If a product has an approval in accordance with the Resolution 849/2016, it is allowed to supply the product to Belarus market based on this approval (which was possible to receive before 01.01.2019) until the approval expiry date.

Type Approval for Short Range Devices

The Ministry of Transportation (MoT) in Bahrain transferred the reponsibility of short range devices type approval to a new authority called the Central Informatics & Communication Organization.

The new authority limited type approval certificates to three years validity period. This new three years validity period applies to new Type Approvals as well as to applications for extensions of expired Type Approval certificates.

However, Bahrain’s telecommunication regulatory authority (TRA) is still issuing Type Approvals for telecommunication product of a validity period of 6 months.

Armenia is a member of the EAEU (currently a total of 5 countries – Russia, Belarus, Kazakhstan, Armenia and Kyrgyzstan), nevertheless, apart from the EAEU technical regulations of the Customs Union there is a NATIONAL conformity assessment procedure which is based on the Decree N ° 2228 on the technical regulations of Radio and Telecommunications devices.

The following devices are included for mandatory certification:

  • fax units
  • digital computing machines with a mass not exceeding 10kg and consisting of a central processing unit, a keyboard, and a display
  • other computers
  • wireless handsets, cell phones, etc.
  • other phone equipment
  • base stations
  • machines for receiving, converting and transmitting or restoring voice, or other data including switching devices and routers
  • Portable receivers for receiving call signals or messages and other devices
  • telephone answering systems
  • transmission devices as well as receivers-transmitter equipment
  • radio remote control equipment
  • analog and digital reading systems and other equipment

Certificates are issued for 1 year.

Updated Standards for Broadband and FHSS Devices

The Ente Nacional de Comunicaciones (ENACOM) of Argentina has issued new protocols for Broadband and Frequency-Hopping Spread Spectrum (FHSS) systems.These protocols are used for equipment such as WiFi, Zigbee, BT, and BLE devices.

Criterias:

All devices must be tested under these new protocols December 1, 2020 onwards.

Local test laboratory accreditations are granted automatically.  Still need to use conducted samples for required to test the devices. Testing will be performed in the same way.

The new protocols will impact the testing procedure and methods. Test labs must now measure both the minimum and maximum bandwidth of each band, depending on the technical specification of the device.

For renewals, original test reports will still be accepted as long as they keep complying with standard limits, and there are no changes to the original product specification.

Togo Type Approval Authority Changes to ARCEP

The regulatory authority in charge of type approvals in Togo has changed from Autorité de Réglementation des secteurs de Postes et de Télécommunications (ART&P) to Autorité de Régulation des Communications Électroniques et des Postes (ARCEP).  ARCEP will be issuing type approval certificate moving forward.

Requirement to support 4G technology

Please be informed that CITC has announced an additional requirement as below with respect to 4G technology support in tracking devices and machine-to-machine communication (M2M)

Further to what was clarified previously, where we have emphasized that all importers of CITC devices in the Kingdom of Saudi Arabia must comply with the technical specification (RI056) issued by the Committee and which included that all terminal devices must – at minimum – support 4G and cellular transmission service in addition to applying the electronic label.

Based on that, the Committee would like to emphasize that these kind of devices must include the above-stated requirements. Otherwise such terminal devices will not be released or approved.

This requirement to support 4G technology in tracking devices and machine-to-machine communication (M2M) will come into force on 1/1/2020.
