IFT Updates

The Institute Federal de Telecommunications (IFT) has released new regulations on homologation.

These new regulations are applicable to telecommunication and broadcasting products that use a network or the radio spectrum. The guidelines will be implemented on June 29th 2022, along with giving a 180 day transition period after publication.

Some of the main things in the new guidelines include New definitions of Certification Routes and Types, which are certificate type a: for products whose radio interfaces fall 100% under Mexican IFT Technical Provisions, certificate type b: for products that don’t have any interface under the scope of Mexican IFT Technical Provision, and certificate Type C: for products that contain radio interfaces under Type A and products under Type B. Along with a new process for registration of devices formally exempted from homologation

Another main point of discussion as well is exemptions for products considered inherently conforming, products designed for ISM applications, products for trials and events, and products for telecom infrastructure.

Oman TRA Opens Public Consultation on IoT Security

The Telecommunications Regulatory Authority (TRA) of Oman has opened public consultations on “TRA’s Internet of Things (IoT) Security Regulatory Framework” and “IoT Security Standard.” The proposed Security Framework and Standard were created in response to the increasing use of IoT technologies throughout Oman and aim to create a more secure national IoT environment.

The Wireless Planning and Coordination (WPC) wing in India has published the “Use of Low Power Equipment in the Frequency Band 865-868 MHz for Short Range Devices (Exemption from Licence) Rules, 2021” on December 10, 2021. These rules are now in effect. They are not applicable to wireless equipment that has already received type approval under “Use of Low Power Equipment in the Frequency Band 865-867 MHz for (RFID) Radio Frequency Identification Devices (Exemption from Licensing Requirements) Rules, 2005.”

If manufacturers or permitees want to keep using previously-approved labels on their products, they have to submit a sample label to BEE with a revised validity period.
Furthermore, for already approved models, manufacturers or permitees must submit a self-declaration to BEE in order to continue the star label approval on the device for a period from January 1, 2022 to June 30, 2022 (or December 31, 2022).

A New Public Consultation

The Nepal Telecommunication Authority (NTA) has released a public consultation, the “Draft Regulatory Framework for IoT/M2M Communication.”

The main purpose of this public consultation is to provide outdoor IoT/M2M services. The authority shall provide authorization to the IoT/M2M service providers, and for indoor IoT/M2M services, the authorization from the authority may not be needed.

IoT service provider must comply with the following:

  1. Host all servers used in providing IoT services and store all data within the territory of Nepal
  2. Responsible for data breaches and privacy
  3. Report the data breaches to the NTA within five working days after becoming aware of such a breach.
  4. Maintaining and storing the data as per existing data retention rules for telecommunication services.
  5. Comply with all the laws, regulations and requirements issued by NTA concerning data management including security, privacy and protection of IoT user’s data.

The public consultation will close on January 1st, 2022.

Updates on Marketing Name information declaration

According to Announce no. SQASI/CMCS/1/21/0020  we would like to reiterate that the product-marketing name is one of the required information to be declared in the type approval application.       

This information will be used to facilitate the customer and regulator’s enforcement team to verify product certification status through the CYL mobile application.

Product is marketed under more than one (1) marketing name, applicant shall submit the Multiple Marketing Name Declaration Form. Product that carry multiple marketing names shall meet the specific variation criteria as defined by SIRIM QAS International in the declaration letter. Otherwise, applicant shall apply for separate Type Approval application.Official Source : Link

New National Frequency Plan Becomes Available in Morocco

        The National Telecommunications Regulatory Agency (ANRT) issued the Governmental decision 3-70-21 with updates for the National Frequency Plan (NFP). The NFP is a reference document, which specifies corresponding radio communication services for each frequency band authorized at the national level.
        For each frequency band, the Plan indicates services, which are authorized in Morocco with the technical conditions of their operation. The NFP also takes into account ITU recommendations. 
         This current revision of the NFP is based on the relevant decisions contained in the final acts of the 2019 World Radio communication Conference (WRC-19) and consists of three chapters

MIC Updates Standard for Network Terminal Equipment

The Ministry of Information and Communications of the Socialist Republic of Vietnam (MIC) issued a new Circular 6/2021/TT-BTTTT. The Circular will enter in force from March 1, 2022. The Regulation itself becomes mandatory from July 1, 2022. It means that from July 2022 both imported and domestically produced 5G user equipment must meet the requirements specified in QCVN 127:2021/BTTTT to get access to the market of Vietnam. Official source here

Type Approval Technical standards Regulations 2021

Pakistan Telecommunication Authority (PTA) release official publication of new Type Approval standard regulation. The new regulation may called “Type Approval Technical standards Regulations 2021” .The Regulation come into force from January 25, 2021 however officially it was released in the month of September 2021.  

         Identifying of terminal equipment that is approved by PTA, the type-approved product must contain a unique type approval number and verifiable sign reflecting, “Approved by PTA”.

New requirements:·   

    *  For devices operating in HF and UHF frequency bands, the device shall be programmed with in the allocated frequency band and output power as per License conditions·      

   *   For device operating VHF frequency bands the device are programmed with in the allocated frequency band only as per the License  conditions·         For all SIM/IMEI based mobile devices must have unique  IMEI containing Type Allocation Code (TAC) issued by GSM  Association·       

  *  For equipment for maritime functionality, Authorization from Pakistan Maritime Security Agencies (MSA) along with issued License from PTA is required.·        

   * All terminal equipment having wireless functionality shall operate on non-interference basis within the allowed frequency spectrum by PTA/FAB

Changed the technical requirements for the approval of cell phones for receiving FM radios

Since 29 November 2020 announced new requirement for the type approval of cell phones based on the  Act No.10.003 issued by 16 November onwards to obtain Anatel’s approval, cell phones must have the signal reception function of the radio broadcasting service in Modulated Frequency (FM) enabled if the device has hardware with this capacity. The approval allows the device to be sold in the country.

Certification and Importation of 6GHz frequency band for Wi-Fi is not permitted

Malaysian telecom regulatory authority SIRIM QAS informed that the Malaysian Communications and Multimedia Commission (“MCMC”) are currently reviewing the potential use of the 6 GHz frequency band for Wi-Fi. Therefore, as of now, certification of 6 GHz frequency band for Wi-Fi is not permitted.   

        Prior to submitting the application, the applicant must ensure that the 6 GHz frequency is disabled from the devices that support the said frequency. For verification of 6 GHz frequency inaccessibility, such Devices are subjected to Verification Testing at SIRIM RF&EMCT laboratory .

        However, certification and importation of Devices operating in 6 GHz frequency band under Special Approval (Company and Individual (SA & CL)) are not permitted until further notice
