TDRA and Dubai Maritime Authority Collaborate to Simplify Maritime Regulatory Framework in the UAE

The Telecommunications and Digital Government Regulatory Authority (TDRA) and Dubai Maritime Authority of Dubai Ports, Customs and Free Zone Corporation (PCFC) have signed an MoU to simplify the regulatory framework for maritime business operations in the UAE. This partnership aims to enhance efficiency in the sector by establishing a streamlined and cohesive procedure for acquiring necessary authorizations for maritime vessels through the Dubai Maritime Authority. The MoU focuses on simplifying the process of granting wireless device authorizations for recreational marine vessels exceeding 10.6 meters in length, as well as all classes of commercial marine vessels operating within the territorial waters of the UAE. The registration and licensing of marine vessels will be subject to assessments to verify their compliance with approved technical specifications and adherence to maritime standards, requirements, and regulations. With the implementation of this partnership, stakeholders within the maritime industry can anticipate a streamlined, effective, and hassle-free licensing process.

European Commission Welcomes AI Act Agreement

On December 9, 2023, the European Commission issued a press release expressing its satisfaction with the political agreement between the European Parliament and the Council on the Artificial Intelligence Act (AI Act).

The political agreement is currently awaiting formal approval from the European Parliament and the Council. Once approved, it will be published in the Official Journal and come into force 20 days later. The AI Act will become applicable two years after its entry into force, except for certain provisions. Prohibitions will apply after 6 months, while rules on General Purpose AI will apply after 12 months.

To bridge the transition period before the Regulation becomes effective, the Commission is initiating an AI Pact aimed at promoting early implementation of the measures expected in the AI Act.

Policy Statement on Private 5G Mobile Networks - Decision No. (53) of 2023 by the Communications Regulatory Authority President.

CRA, Communications Regulatory Authority has provided a policy for implementing Private Mobile Networks Using 5G Technology. The two public mobile operators in Qatar (Ooredoo Qatar Q.P.S.C. and Vodafone Qatar P.Q.S.C.) offer 5G networks and services which CRA recommends for use by Enterprises (businesses as well as government organizations). However, if an Enterprise intends to establish and operate its own 5G private mobile network, and wishes to obtain a spectrum license from CRA, CRA will review such cases on an exceptional basis. The spectrum license application must include a set of specific requirements, which are outlined in the policy document.

MCMC Cancels 477 MHz Band for Personal Radio Service Device Use

SIRIM, Malaysia has declared that CoCs that have been expired for more than six months will no longer be valid for renewal. The system will automatically suspend the CoC, as per clause 4.3 of the Certification Agreement eTAC/DOC/01-1, and notify SIRIM QAS International if it has expired for more than six months. If the Certificate Holder does not take any action within fourteen working days from the suspension date of the CoC, the CoC will be recommended for cancellation to the Malaysian Communications and Multimedia Commission (MCMC) without any further notice to the Certificate Holder.
 
However, impacted applicants will be given a 30-day grace period from the date of this announcement to proceed with renewal applications. If no action is taken within this 30-day period, the approved Type Approval application will be closed, and the impacted model will need to go through a new Type Approval application before it can be imported.

The TRC has released draft Type Approval Regulation for public review
On November 22, 2023, the TRC, Telecommunications Regulation Commission of The Hashemite Kingdom of Jordan has initiated a public consultation regarding the draft instructions for the type approval of telecommunications devices. The suggested modifications to TRC’s Type Approval Certificate Regulation consist of:
  1. Certificates will now be valid for a period of 1 year instead of 3 years.
  2. Renewal submissions can be made 3 months before the expiration date without requiring additional renewal documents, unless the device undergoes a change.
  3. The lead time for processing requests will be increased from 10 business days to 20 business days.
  4. Categorizing various electronic devices into four different types, namely,
    • wired communication devices,
    • radio devices (divided into low,
    • power and high power devices),
    • terminal equipment, and
    • infra devices.
  5. Changes to submitted documents and labeling requirements

Indonesia SDPPI Updates Certification Fees

Kominfo Indonesia made an announcement on September 19th, 2023 regarding regulation Nomor 43 TAHUN 2023. This regulation pertains to the types and tariffs of non-tax state revenues that apply to the Ministry of Communication and Information.
The regulation covers all fees charged by the Ministry of Communications and Information, leading to changes in SDPPI certification fees based on the new regulations.
This regulation will be implemented on November 18, 2023
