PEC Regulations for Telecommunications and Broadcasting Equipment

The Mexican Federal Telecommunications Institute (IFT)’s revised compliance assessment procedure in the area of ​​telecommunications and broadcasting equipment (PEC regulations) will take effect in Mexico on June 25, 2022.

The following main changes have been made by the Mexican Federal Telecommunications Institute (IFT):

  • * Local importers or distributors can be included to the certificate of conformity, along with affiliates and subsidiaries of the manufacturer
  • * It is not mandatory for testing labs to send test reports to IFT anymore. However, IFT has the right to request labs to share test reports
  • * The validity of test reports was prolonged from 60 to 120 days to prevent a problem when the test report becomes invalid during the respective homologation process
  • * Certificate of Conformity under the “Sample by Product Model and Surveillance for more than one Lot” scheme, (Scheme 2) can be extended based on document examination procedure in case if test reports remain unchanged
  • * Only one sample will be required within Schemes 1 (single batch), 2 (multiple batch) and 4 (devices including modules) procedures if there are no special recommendations

New Regulation for Licensing of Telecommunication Devices

The Communications and Information Technology Commission (CITC) Authorities Kingdom of Saudi Arabia issue new regulation for licensing of Telecommunication devices, CITC Enhance the security  of the radiocommunication sector at the private level.

Recently, CITC of Saudi Arabia has amended “Regulations for licensing communications and information technology devices”. Amendments concerns regulations in the private sector. Thus, Regulation limiting the import of private wireless communications devices to its authorized agents and proscribes individuals to import and license wireless communications devices by themselves after the enforcement date of the Regulation on May 25, 2022

The KSA authorities encourage suppliers of private wireless communication devices to apply for registration as accredited agents to have the opportunity to sell licensed devices for the private sector in the future.  

CITC also informed that all necessary steps allowing registration suppliers as accredited agents have been prepared. The authority also gives detailed instructions on how to pass the registration.

BIS Issue circular regarding Test reports and Documents

The Bureau of Indian Standards (BIS) introduced an amended Circular regarding test reports and documents submitted by an applicant for obtaining a license/inclusion. The Circular concerns products that should be licensed through registration under the Scheme-II of the Schedule-II of the BIS (Conformity Assessment) Regulation 2018.

The following product categories changed:

Fixed general purpose LED luminaires. 
Changes concern the quantity of total models in one series. The quantity of required models was reduced to 10 models in a single test report.

AC or DC Supplied Electronic Control gear for LED Modules.
Some clarifications were made regarding test reports acceptance. Thus, test reports of either AC supplied control gear or DC supplied control gear will be accepted at a clip. If there are some other varieties, they may be accepted in subsequent inclusions.

UPS/Invertors.
Some clarifications were made regarding test reports acceptance. Thus, test reports of either UPS or investors will be accepted at a clip. 

Sealed secondary cells/batteries containing alkaline or other non-acid electrolytes for use in portable applications. 
Some corrections were made to this category that explains what product type can be accepted within one application

Power Invertors for use in photovoltaic power systems.
It is added that separate license will be granted not only for photovoltaic power invertors but also for grid connected photovoltaic invertors. 

Wireless Headphones & Earphones.
It is added that a single license will be given for all wireless headphones as well as for all wireless earphones.

Phase V products: 
– Wireless Microphone
– Digital Camera
– Video Camera 
– Webcam (Finished Product)
– Smart Speakers (with and without Display)
– Dimmers for LED products 
– Bluetooth Speakers
All these devices require a single license 

New product categories were added:

1. Low-voltage switchgear and control gear:

– circuit-Breakers 
– switches, disconnectors, switch disconnectors and fuse – Combination units
– electromechanical contactors and motor – Starters
– a.c semiconductor motor controllers and starters
– electromechanical control circuit devices
– proximity switches
– electrical emergency stop devices with mechanical latching function

TEC issued notification on exception of some devices from MTCTE requirements

Based on the notification issued by India TEC on May 24th, 2022. India TEC had exempted the following categories of telecommunication product from MTCTE mandatory testing and certification requirement:

 

i. Mobile user equipment/mobile handset.

ii. Server.

iii. Smart Watch.

iv. Smart Camera and

v. Point of Sale devices.

Vietnam MIC issue new circular

The Vietnamese Regulator, MIC Issue a draft in the beginning of  2022 on regulating products that are mandatory to type approval certification and declaration of conformity. On May 16, 2022, MIC issued the Circular 02/2022/TT-BTTTT, “Regulations on List of products and goods potentially to cause unsafety under the governance of the Ministry of Information and Communications,” which will replace Circular 01/2021/TT-BTTTT and Circular 11/2020/TT-BTTTT, and will come into effect on July 1, 2022.

The Australian Communications and Media Authority has recently issued a new Radiocommunications (Low Interference Potential Devices) Class License Variation 2022 (No. 1) this document amends the Radio Communications (Law Interference Equipment) Class License from 2015 Known as Low Interference Potential Devices Class License (LIPD Class License)

The current document adds a new frequency band: 5925–6425 MHz for the operation of Radio Local Area Network transmitters at low power levels
