Appendices to the Regulations on the Registration and Use of Radio Frequencies and Devices

The Telecommunications Regulatory Authority (TRA) of Oman has issued annexes to the provisions of the Regulation on the Registration and Use of Frequencies and Radio Equipment. These updates are aligned with the latest recommendations from the International Telecommunication Union (ITU) and other international bodies, aiming to create a more flexible regulatory environment for the Omani telecommunications market.

This step complements existing regulations from 2008 and 2019, which set out requirements for frequency use, radio equipment, and licensing. The updates focus on three main areas: modernizing technical and operational provisions, keeping pace with advancements in radio communications, and improving the quality of telecommunications services.

Additionally, the TRA recently launched a public consultation on the operating controls for earth stations on ships in the fixed-satellite service, ensuring alignment with ITU guidelines and market needs. These initiatives reflect the TRA’s commitment to fostering innovation, enhancing service quality, and optimizing the use of frequencies and radio devices in Oman’s telecommunications sector.

Speaking at the World Public Relations Forum 2024 in Bali, Patria highlighted two key challenges: high costs for AI research and development, and a gap in digital talent. He stressed the need for all stakeholders to contribute to developing the necessary talent pool to optimize AI technology.

Granting of Two Pairs of Dual Polarization Frequencies in the Radio Spectrum (T-0693-2024)

El Salvador’s Superintendence of Electricity and Telecommunications (SIGET) has granted two pairs of dual polarization frequencies in the country’s radio spectrum, under decision T-0693-2024. This move aims to enhance the efficiency and capacity of telecommunications networks, allowing operators to double data transmission within the same frequency band by using both horizontal and vertical polarizations simultaneously.

The allocation is expected to boost network capacity, improve service quality by reducing signal interference, and support the rollout of next-generation technologies like 5G, the Internet of Things (IoT), and smart city infrastructure. It also aligns with global trends in efficient spectrum management and supports El Salvador’s digital transformation goals.

This decision reflects SIGET’s ongoing efforts to modernize the country’s telecom infrastructure and ensure it meets increasing demand for high-speed services, while positioning El Salvador as a competitive player in the regional telecom market.

Egypt Secures Six Leadership Roles in the International Telecommunication Union

Egypt, represented by the National Telecom Regulatory Authority (NTRA), secured six leadership roles in the International Telecommunication Union (ITU) during the World Telecommunication Standardization Assembly (WTSA) held from October 15 to 24 in New Delhi, India. The roles include chairing Study Group 3 on economic and political affairs and obtaining vice-chairmanship positions in Study Groups 12 (quality of services), 13 (future networks), 17 (information security), 20 (Internet of Things and smart cities), and the Standardization Terminology Committee.

Eng. Mohamed Shamroukh, CEO of NTRA, led the Egyptian delegation and delivered a speech highlighting Egypt’s significant role in global telecom standardization and the assembly’s importance in shaping international telecom service standards. On the sidelines of the event, Shamroukh held bilateral meetings with key ITU leaders to discuss strengthening cooperation in areas like the Internet of Things, artificial intelligence, and human capacity building in telecommunications, particularly through Egypt’s African training center. He also met with telecom leaders from Saudi Arabia, India, the UAE, and China to explore collaborative opportunities in various fields, including frequencies, submarine cables, OTT services, and 5G technologies.

The WTSA, held every four years, sets global telecom standards and reviews the ITU’s standardization mechanisms for the coming period.

National Telecom Regulatory Authority and Consumer Protection Agency Sign Joint Protocol to Strengthen User Rights Protection

The National Telecom Regulatory Authority (NTRA) and the Consumer Protection Agency have signed a protocol to enhance cooperation in protecting telecommunications users’ rights. The agreement includes the launch of a joint digital platform for complaints, which will streamline the process of data exchange and complaint resolution through an automated system. The protocol also aims to establish a framework for joint action against practices that harm user rights, as well as develop an action plan to educate users about their rights and duties. A joint executive committee will oversee the implementation of the protocol.

NTRA CEO Eng. Mohamed Shamroukh emphasized that the agreement will improve the efficiency of telecom services in Egypt, ensure faster response times, and promote digital transformation. He also highlighted the role of the Consumer Protection Agency’s infrastructure in raising user awareness.

The Consumer Protection Agency’s Chairman, Mr. Ibrahim El-Sejiny, stressed that the protocol would help address consumer complaints more effectively and improve coordination between the two bodies. Over the past 15 years, the two agencies have collaborated closely, with an annual average of 1,600 complaints related to telecom services, boasting a 99% resolution rate.
